1 Scope This standard specifies the production, storage, transportation, operation and use of the company's hazardous chemicals.
This standard applies to the safe management of hazardous chemicals of our company.
2 Normative references The following documents contain provisions which, through reference in this standard, constitute provisions of this standard. For dated references, all subsequent amendments or revisions do not apply to this standard. However, parties to agreements based on this standard are encouraged to study whether the latest versions of these files are available. For undated references, the latest edition applies to this standard.

3 terms
3.1 Hazardous chemicals include explosives, compressed and liquefied gases, flammable liquids, flammable solids, pyrophoric materials and wet flammable materials, oxidants and organic peroxides, drugs and corrosives.
3.2 Major hazard means a unit that produces, transports, uses, stores, or disposes of hazardous chemicals, and the number of hazardous chemicals equals or exceeds the critical amount.
4 General regulations
4.1 Units that produce, store, transport, operate, use hazardous chemicals and dispose of hazardous chemicals shall, in addition to complying with this standard, implement other provisions in the “Regulations on the Safety Management of Hazardous Chemicals” promulgated by xx.
4.2 The main person in charge of a hazardous chemical unit must ensure that the safety management of hazardous chemicals in this unit complies with the requirements of relevant laws, regulations, rules and national standards, and is responsible for the safety of hazardous chemicals in this unit.
4.3 The approval system for the production and storage of hazardous chemicals to which the branch belongs shall not be produced or stored by any unit or individual without approval.
4.4 Personnel involved in the production, operation, storage, transportation, use of hazardous chemicals or disposal of hazardous chemicals in hazardous chemicals units must accept relevant laws, regulations, rules and safety knowledge, professional skills, occupational health protection and emergency rescue knowledge. Training, and passing the exam, can only be employed.
4.5 The units of dangerous chemicals shall accept the inspections carried out by the relevant departments according to law, and shall not refuse or obstruct them; the hidden dangers of accidents discovered by inspection shall be immediately excluded or excluded within a time limit, and facilities, equipment, equipment and means of transport that do not meet the requirements of national standards shall be discontinued.
4.6 The procurement of hazardous chemicals shall be handled by the branch supply department and the sales shall be the responsibility of the sales company.
5 Production, storage and use
5.1 The production and storage units of hazardous chemicals must meet the following conditions:
5.1.1 There are production processes, equipment or storage methods and facilities that conform to national standards.
5.1.2 The protection distances around the factory and warehouse are in line with national standards or relevant national regulations.
5.1.3 There are managers and technicians who meet the production or storage needs.
5.1.4 There is a sound safety management system.
5.1.5 Other conditions that meet the requirements of laws, regulations and national standards.
5.2 The production, storage or reconstruction of hazardous chemicals shall be reported to the local government responsible for the comprehensive supervision and management of hazardous chemicals, and the application shall be submitted and the following files shall be submitted:
5.2.1 Feasibility study report.
5.2.2 Physical and chemical properties such as ignition point, spontaneous ignition point, flash point, explosion limit and toxicity of raw materials, intermediate products, final products or stored hazardous chemicals.
5.2.3 Technical requirements for packaging, storage and transportation.
5.2.4 Safety evaluation report.
5.2.5 Emergency rescue measures for accidents.
5.2.6 A certificate file that meets the conditions of 5.1.
5.3 The production unit of dangerous chemicals established according to law must apply to the xx quality inspection department for the production license for dangerous chemicals; if the production license for hazardous chemicals is not obtained, it shall not start production.
5.4 The hazardous chemicals produced and used are subject to a safe registration system. At the time of registration, the production and use unit must fill out the “Chemical Safety Registration Application Form”, “Chemical Hazard Classification Worksheet”, and “Chemical Safety Technical Data Sheet”, and report to the branch office of the Anhuan Office. Hunan Provincial Dangerous Chemicals Registration Center.
5.5 Hazardous Chemicals At the time of shipment, the production unit shall provide the user with a “Safety Data Sheet” on which the chemical safety label of the hazardous chemicals in the package shall be affixed or bolted, and an emergency service telephone shall be provided. The user should obtain the “Safety Data Sheet” from the supplier, check whether the safety label is posted on the packaging, and all the signs indicating the chemical hazard and safety precautions in the workplace.
5.6 If the “Hazardous Chemicals Registration Certificate” is not obtained and the “One Book One Signature” product is not provided, the production unit shall not sell, and the certificate shall be reviewed every 5 years.
5.7 Units that produce hazardous chemicals should immediately announce the hazardous chemicals they produce and have new hazard characteristics, and promptly revise the safety data sheets and safety labels.
5.8 Units that use hazardous chemicals for production must meet the national standards and relevant national regulations, and obtain corresponding permits in accordance with relevant national laws and regulations. Safety management rules and regulations for the use of hazardous chemicals must be established and improved. To ensure the safe use and management of hazardous chemicals. It is strictly forbidden to sell unqualified products that may cause personal injury or endanger social safety. Otherwise, the production unit shall be responsible for the consequences, and the sales unit shall be held responsible.
5.9 New workers in chemical production units of dangerous goods must perform pre-employment medical examinations and find that occupational contraindications may not be arranged in taboo positions. For workers who require regular physical examinations and find occupational diseases, occupational health damage, and occupational contraindications, they must be disposed of in accordance with the provisions of the Law on the Prevention and Control of Occupational Diseases.
5.10 For the production, storage and use of hazardous chemicals, according to the type and characteristics of hazardous chemicals, appropriate monitoring, ventilation, sun protection, temperature regulation, fire prevention, fire extinguishing, explosion protection, pressure relief and anti-virus should be set in the workshops, warehouses and other workplaces. Safety facilities and equipment such as disinfection, neutralization, moisture proof, lightning protection, anti-static, anti-corrosion, anti-leakage, protection of dikes or isolation operations, and maintenance and maintenance in accordance with relevant national standards and regulations to ensure compliance with safe operation requirements.
5.11 Units that produce, store and use dangerous chemicals shall conduct a safety evaluation on the production and storage facilities of the unit every two years.
5.12 The unit of production, storage and use of hazardous chemicals shall set up communication and alarm devices at the place of production, storage and use, and ensure that it is in normal condition under any circumstances.
5.13 Packaging of hazardous chemicals must comply with the relevant regulations and standards. Reusable hazardous chemical packaging materials and containers should be inspected and recorded before use. The inspection records should be kept for at least two years.
5.14 The entry and exit of hazardous chemicals must be carried out. Stock hazardous chemicals should be inspected regularly. Highly toxic chemicals and other dangerous chemicals that constitute a significant source of hazard must be stored separately in a dedicated warehouse.
5.15 Hazardous chemicals units should be equipped with the necessary labor protection supplies and utensils for operators engaged in the production and use of hazardous chemicals.

5.18 Hazardous chemicals that are exposed to sunlight or are susceptible to burning, explosion or toxic or harmful gases should be stored in a cool, ventilated place. Keep away from heat sources. The temperature at the storage should not exceed the ignition point and melting point of the product. Barreled flammable liquids with flash points below 450c must not be stored in the open air.
5.19 Hazardous chemicals whose chemical properties and protection and fire-fighting methods are in contact with each other shall not be placed in the same warehouse or in the same storage room; radioactive materials shall not be stored in the same warehouse as other dangerous chemicals; oxidants shall not be compatible with inflammable and explosive materials. Store a library; items that can be burned spontaneously or in contact with water must not be stored in the same warehouse as flammable or explosive materials.
5.20 Warehouses for storing hazardous chemicals shall be equipped with fire-fighting equipment and protective equipment in accordance with the Fire Services Regulations and relevant regulations.
6 Management
6.1 Licensed systems for the sale of hazardous chemicals. The business unit must have the following conditions:
6.1.1 Business premises and storage facilities comply with national standards.
6.1.2 Supervisors and business personnel have received professional training and obtained qualifications for employment.
6.1.3 There is a sound safety management system.
6.1.4 Other conditions that meet the requirements of laws, regulations and national standards.
6.2 Hazardous chemicals without a MSDS and a chemical safety label may not be sold.
6.3 If the unit temporarily needs to purchase highly toxic chemicals, it shall apply to the local municipal public security department for the receipt of the prospective purchase certificate with the certificate issued by the unit, and purchase it with the purchase permit.
6.4 The use of hazardous chemicals must be carried out at the supply office with the certificate of the use unit, and a two-person system is adopted.
7 Transportation
7.1 The qualification certification system for the transportation of dangerous chemicals. No dangerous chemicals may be transported without qualification.
7.2 The transport unit of dangerous chemicals shall carry out relevant safety knowledge training for its pilots, loading and unloading management personnel and escorts; drivers, loading and unloading management personnel and escorts must master the safety knowledge of dangerous chemicals transportation and pass the municipal-level transportation department. The examination is qualified and the qualification for employment is obtained before the job can be put on the job. Drivers, handlers, and escorts must have knowledge of the nature of hazardous chemicals, hazard characteristics, the use characteristics of packaging containers, and emergency measures in the event of an accident.
7.3 Transport of hazardous chemicals must be equipped with the necessary emergency treatment equipment and protective equipment.
7.4 For the consignment of dangerous chemicals, only the units with the qualification of transportation can be entrusted; when consigning, the shipper should explain to the carrier the name, quantity, hazard, emergency measures, etc. of the dangerous chemicals to be transported, and it is necessary to add inhibitors or stabilizers. The carrier should be informed.
7.5 Tanks and other containers for the transport of hazardous chemicals must be tightly sealed to withstand internal and external pressures under normal conditions of transport and to ensure that hazardous chemicals are not transported by any changes in temperature, humidity or pressure during transport.
7.6 Handling and transporting dangerous goods should use tools that meet safety requirements. All the trucks in the warehouse use explosion-proof battery cars and forklifts. The exhaust pipes of motor vehicles entering the warehouse must be equipped with fireproof covers. When handling, handle it gently to prevent impact, drag and fall.
7.7 Hazardous chemicals that are prone to cause burning, explosion or other hazards, and dangerous chemicals that are in contact with each other in chemical properties and fire-extinguishing methods, shall not violate the fitting restrictions and shall not be mixed.
7.8 Hazardous chemicals that are likely to cause burning, explosion or toxic and harmful gases when exposed to heat or moisture should be insulated, cooled, and protected against moisture.
7.9 Vehicles transporting hazardous chemicals should be driven or parked as specified. Thoroughly clean after unloading items.
7.10 The vehicle mark for the transport of dangerous chemicals must comply with the national gb13392-92.
7.11 The color of tank trucks and tankers that transport liquefied gas and flammable liquids must comply with national color code requirements and install electrostatic grounding devices and fire-blocking equipment.
8 drug management
8.1 The management of the drug must comply with the provisions of paragraphs 4-7.
8.2 Drugs include: potassium cyanide, sodium cyanide, silver cyanide, cuprous cyanide, arsenic, arsenic trioxide, arsenic pentoxide, sodium arsenite, potassium, trisodium arsenate, sodium dihydrogen hydride, chlorination Mercury, dimethyl sulfate, sodium azide and other national drug substances.
8.3 Units that need drugs should report to the Supply Office six months in advance, and the Supply Department is responsible for purchasing.
8.4 When using the unit to receive the drug, it must be approved by the Public Security Department and filed. After the examination and approval, the public security department's introduction letter will be sent to the supply office for the invoicing procedures. After the picking list was submitted to the Safety and Security Section of the Supply Department together with the letter of introduction, the two pickers also went to the warehouse to collect the items and signed the registration form. Two custodians must be present at the time of delivery. The two parties confirm the quantity on the spot and are managed by the user after the warehouse is released.
8.5 The drugs should be placed in the safe and a double lock custodian system should be established. After the release, the custodian must seal the original packaging and store it in the same place. Unit custodians, squad leaders, safety guards, and unit leaders shall conduct a check on the drug of the unit every quarter, make a record, and carry out a re-inventory check on the led, and establish a transfer account.
8.6 If the drug is found stolen or lost, it should be reported to the local public security department immediately.
8.7 Each unit of the branch company shall formulate a system for the management of the drug safety of the unit.
9 Accident emergency rescue
9.1 The unit of dangerous chemicals shall formulate an emergency rescue plan for the unit, equipped with emergency rescue personnel and necessary emergency rescue equipment and equipment, and organize regular drills. The emergency rescue plan of each unit shall be reported to the branch office of the security office for filing.
9.2 In the event of a dangerous chemical accident, the principal responsible person of the unit shall immediately organize the rescue according to the emergency rescue plan formulated by the unit and report the relevant office of the branch.
9.3 The hazardous chemical production unit is obliged to provide technical guidance and necessary assistance for emergency rescue of hazardous chemical accidents.
10 Inspection and assessment
10.1 This standard shall be supervised and inspected by the security, fire protection, public security and other departments of the branch in accordance with the authority of the duties; the Safety and Environmental Protection Department shall conduct follow-up assessment of the management of hazardous chemicals in each unit.
10.2 For the relevant personnel who violate the provisions of this standard, the competent departments of safety, fire protection, public security and other departments shall impose administrative punishments according to the seriousness of the circumstances, and the judicial organs shall pursue criminal responsibility.
