I. Content and scope of the proceedings
According to the importance of the matter, the general branch committee and the director's office will be held separately.

The decision must be made on the basis of democratic discussions and strictly in accordance with the principle of minority obeying the majority. No individual has the right to change the resolution passed by the majority. If there are major differences of opinion and urgently need to make a decision, we should further understand the situation and exchange opinions before making a resolution. If there are different opinions on the decision of the meeting, they may declare the reservation and have the right to submit it to the party committee and administrative organ at the higher level. However, before the decision at this level or at the higher level, the decision must be resolutely obeyed and implemented. There must be no objection to the action.
The General Branch Committee and the Office of the Director may vote when discussing the major issues. Voting can be voted or raised in two forms.
Third, the deliberation system and program
The General Branch Committee is convened as needed and is usually held once a month. The office of the Secretary may be held at least once a month and may be held at random. Its agenda is:
1. Identify the issue. The topics of the meeting are generally agreed by the deputy secretary. 3. Preparation for the plan. Where issues need to be submitted to the meeting for research decisions, the relevant departments should make investigations and arguments in advance, carefully prepare the plan, and prepare more than two plans for major issues. Involving cadres, rewards and punishments, and other important personnel issues, there must be preliminary inspection opinions. If the content of the topic involves more than two departments, the host department should contact in advance to obtain a consensus. If it is difficult to obtain a consensus and must be reported for approval, the consultation situation and the opinions of the relevant departments shall be truthfully stated.

5. Conference organization. Under the convening of the moderator, the participants should discuss around the identified issues, actively express their opinions, and express their opinions in favor of or against them; the moderator should also participate in the discussion and express opinions as ordinary members. At the end of the meeting or at the end of each topic, the moderator shall summarize the results of the announcement.
6. Work after the meeting.
