Fire safety management regulations
1 Scope This standard specifies the type and level of fire for production, determines the licensing and approval procedures for personnel at all levels, gives the basic conditions for safe fire and the period of fire at all levels, and approves the approver. Safety guardians and fire-fighters have put forward specific requirements.
This standard applies to all units of the company, and also applies to foreign construction units and personnel entering the company's operations.
This standard applies to all production and construction fires in the production area and warehouse area of our factory; fires for construction and repair of civil gas pipelines in residential areas; repair and construction of fires for oil products and system pipelines outside the production area.
2 Normative references The following documents contain provisions which, through reference in this standard, constitute provisions of this standard. For dated references, all subsequent amendments or revisions do not apply to this standard. However, parties to agreements based on this standard are encouraged to study whether the latest versions of these files are available. For undated references, the latest edition applies to this standard.

3 The following fire operations shall be carried out in the specified area with the type of fire, and fire procedures shall be applied in accordance with this standard. If you have not obtained a qualified Fire Work Permit, it is strictly forbidden to use fire:
3.1 Various welding and cutting operations.
3.2 Blowtorch, stove, liquefied gas furnace, electric furnace.
3.3 Burning, roasting, simmering, smashing, frying sand, hammering objects and sparking operations.
3.4 Temporary use of electricity, use of non-explosion-proof power tools and non-explosion-proof electrical appliances.
3.5 Motor vehicles enter the production unit area and tank area.
3.6 Use detonators, explosives, etc. for blasting operations.
4 Classification by fire According to the degree of danger of fire, use fire to divide into three levels: special fire, first-grade fire, second-grade fire and fixed fire.
4.1 Special fires are:
a) Containers, equipment with oil, pressure, other flammable medium or toxic medium, and pipelines with no valves in the middle of the connection, are not allowed to be fired, and are treated as special fires when production is required;
b) The key parts of the production and operation are generally not arranged to use fire at night. If it is really necessary for production, the fire between 20 o'clock and 8 o'clock the next day should be treated as a special fire;
c) Fire is generally not allowed in the spherical tanks such as liquefied gas. If it is a production requirement, it is generally treated with special fire.
4.2 Class 1 fire: All fires in the following locations are level 1
a) operating the explosion-proof area of the production unit;
b) running the production unit through oil and oil pipelines in non-explosion-proof areas;
c) various tank areas, oil depots, toxic medium areas, and liquefied gas stations;
d) washing tank stations, oil platforms, oil terminals, oil rafts and other areas;
e) grease traps, ditches, pipelines, etc. for sewage treatment plants, circulating water fields, industrial sewage and sewer systems;
f) woodworking room, painting booth, warehouse of inflammable and explosive dangerous goods;
g) Other dangerous places in the production area.
4.3 Secondary fire:
Fires in the following locations are classified as secondary fires:
a) Refining and chemical production equipment and systems that have been shut down for processing, qualified for testing and analysis, and passed the safety inspection of the company;
b) production facilities, non-explosion-proof locations in tank areas and areas other than fire separation spaces;
c) production equipment and piping that are removed from the flammable and explosive devices and systems and transported to a safe location;
d) a hot fire on the non-in-use pipeline of the system pipe network area;
e) combustibles warehouses, garages;
f) Areas other than the first-level active fire regulations in the production area.
4.4 Fixed fire:
a) Repair rooms for fitters, electricians, and instrument maintenance classes in the production area;
b) maintenance room in the production workshop;
c) Electric heating equipment used in non-explosion-proof places in the production area.
5 Application and approval by fire
5.1 The construction fire shall be contacted by the competent department of the project in advance with the regional unit, and the regional affiliates shall determine the level of the fire according to these regulations. The first-level fire is submitted by the unit leader to the first-level security department for a half-day advance.
5.2 Approval of Permissions
5.2.1 The special hot work of the directly affiliated workshop shall be submitted to the company's competent authority for approval by the company's security office. The first-level fire shall be approved by the company's security office; the second-level unit's special hot fire shall be approved by the second-level factory supervisor, and the first-level fire shall be used by the second-level factory. Approved by the Security Section.
5.2.2 The secondary fire shall be approved by the workshop director or deputy director of the “fire fire approval certificate” in the workshop.
5.2.3 The first and second-level fire approving personnel shall be submitted by the safety department of each factory, and shall be examined and signed by the factory safety director. The directly affiliated workshop shall be nominated by the workshop director. After the training and education of the company's safety and environmental protection department, the test shall be issued. The examination and approval certificate, the approval person approves the fire work permit.
5.2.4 The approval personnel for fixed fire shall be appointed by the fire brigade commander as the fire department officer and reported to the Security Department for the record.
5.3 Approval Program
5.3.1 The application and approval of the special hot fire shall be submitted by the workshop director or deputy director to the Anhuan Office or the general dispatching room. The production, maneuvering, safety and other relevant departments shall jointly study the hot fire plan and formulate the hot fire. Safety measures. The leader of the fire unit fills in the first-level fire operation permit, and the unit leader signs it. The security department reviews the implementation of the measures and reports to the company's supervisor for approval.
The secondary workshop shall be submitted by the workshop director or deputy director to the safety department or dispatching room of the second-level factory. The production, equipment, safety and other relevant departments of the second-level plant shall jointly go to the site to study the hot fire plan and formulate the fire safety measures. The leader of the fire unit fills in the first-level fire operation permit, the unit leader signs it, and the second-level factory safety department reviews the implementation of the measures. The second-level factory is reviewed and approved by the second-level factory-level supervisor.
5.3.2 Application and approval of the first-class fire application The workshop director or deputy director of the fire-fighting unit will work with the person in charge of the construction unit to carefully inspect the construction site, formulate reliable safety measures, and fill in the first-class fire operation permit. After the on-site inspection and confirmation by the workshop leader, the application for the permit shall be signed with the fire column; the person in charge of the construction unit shall sign the signature of the leader of the relevant unit; the fire approver shall go to the site to pass the comprehensive inspection to confirm that the measures are reliable and have been implemented item by item. After signing approval.
For the first-class fire with longer time, wider area and larger project, the applicant shall formulate written safety technical measures, report to the company's security office for examination and approval, and convene the relevant units to jointly implement the safety measures, and then approve the regulations according to regulations. fire.
5.3.3 The approval of the second-class fire shall be designated by the workshop director or deputy director as the person in charge of the fire project, the safety measures shall be formulated, and the second-level fire operation permit shall be filled in. The approver shall check the construction site to confirm that the measures are reliable and have been itemized. After implementation, it can be signed and approved.
5.3.4 The approval of the fixed fire shall be submitted to the fire department detachment fire prevention department by the fire safety department in charge, and the fire brigade fire department shall go to the on-site inspection to confirm the compliance with the requirements and sign the approval, and report it to the company's security office for filing. The fire detachment shall include fixed fire points in the inspection.
5.3.5 External construction
If the unit uses fire in the production area, the person in charge of the project shall apply to the unit where the area is located for fire. The unit leader of the area under the jurisdiction shall implement the safety measures and the construction person in charge of the construction unit to complete the fire operation. The permit is sent to the guardian and submitted to the relevant department for approval according to the fire level approval permission.
6 Basic principles of working with fire
6.1 Where there is a fire on the equipment, containers and pipelines that produce, store and transport combustible materials, the blind source shall be cut off first, and after thoroughly purging, cleaning and replacing, open the manhole, ventilate and ventilate, and After passing the test and analysis, it can be fired. After the analysis is passed, if it takes more than 1 hour to fire, it must be analyzed again by fire; or after the pipeline and container are filled with water, the fire can be used.
6.2 In the normal production area, all fires that can be moved or not are not allowed to move fire; any fire that can be removed and removed must be removed and moved to a safe place to move fire. Holidays do not affect the normal use of fire in production, and the law prohibits. For the construction projects that use fire on the May Day, National Day, New Year's Day, Spring Festival and other holidays, there are special safety measures. Before the holidays, the competent department of the project shall submit a written application report, which shall be confirmed by the safety, production and mobile departments. After the approval of the company's supervisors, the company will use the fire management program at the first level. The other time will be managed according to the normal management program.
6.3 One work permit is limited to one fire point. To implement one point, one certificate, one person, you must not use a fire operation permit to carry out multiple fires.
6.4 The effective time of the first-class fire operation permit shall not exceed 8 hours, and the effective time of the second-class fire operation permit shall not exceed 3 days. The fixed fire point shall be inspected and certified by the safety and environmental protection department every six months.
6.5 The equipment shall be repaired in large and medium-sized. Due to the large amount of fire, the flammable, combustible and toxic materials shall be thoroughly sent to the outer tank area of the device, and the blind plate shall be isolated from the device.
6.6 When the fire is used inside the equipment, it must comply with the “Safety Management Standard for Entering Equipment Operation”; the fire at the high office must comply with the “Safety Management Standard for High Operation”; the motor vehicle enters the production equipment area, tank area, oil depot, etc. The area is implemented in accordance with the Regulations on the Administration of Motor Vehicles Entering Production Areas.
6.7 During the operation of the fire, if the working conditions change abnormally, the operation must be stopped immediately, and the fire work permit must be abolished at the same time.
7 Safety supervision of the fire operation process “Three non-fire” is implemented, that is, there is no approved fire operation permit, the fire guardian is not on the scene, the fire prevention measures are not implemented, and the safety supervision department and The leaders of the fire department, full-time safety and fire management personnel have the right to inspect the fire operation at any time. When they find fire or dangerous fire operations that violate the fire management system, they have the right to take back the fire operation permit and stop. Use fire, and deal with violations according to violations.
8 Approver's duties The fire approver must visit the site to inspect, to understand and check the conditions and location of the fire and the environmental conditions, and to verify that the safety measures are reliable before signing approval.
9 Qualification and permission of fire workers
9.1 Firework personnel must hold valid welding work permit and special operation permit.
9.2 Fire workers should strictly implement the principle of “three no fires”.
9.3 Fire-fighting workers have the right to refuse to use fire for fire requirements that do not meet the principle of “three no fires”.
10 Qualifications and duties of a fire guardian
10.1 Fire Guardian Qualification The fire guardian must hold a post operation certificate; must understand the production process of the hot area or post, be familiar with the process operation and equipment status; must have a strong sense of responsibility, and the problem can be handled correctly; Ability to cope with unexpected incidents.
10.2 The fire guardian of the fire guardian shall participate in the fire guardian training class with the training organization of the safety management department at all levels. After the examination, the safety management department at all levels shall issue the fire guardian qualification certificate to achieve the certificate.
10.3 Duty of Fire Guardian After receiving the fire operation permit, the fire guardian shall carefully read the full text of the fire work permit, and inspect and implement the fire prevention measures item by item under the guidance of the safety technicians and unit leaders. , pay attention to check whether the part of the fire preparation is consistent with the fire part specified by the fire operation permit, and after the review is correct, the third joint fire operation permit is handed over to the fire person; the situation of the fire scene is checked; Take timely measures; guardians wear obvious signs when they are in the fire; they must not leave the scene during the fire.
10.4 The permission of the fire guardian shall have the right to stop the use of fire when it is found that the fire part does not conform to the fire operation permit, or if the fire safety measures are not implemented; the right to stop using the fire when the abnormal situation occurs; If you execute the "three no fires" and do not listen to dissuasion, you can recover the fire operation permit and report the relevant leaders.
11 Fire work permit
11.1 The fire work permit is the certificate and basis for the fire work. It shall not be altered or signed on its own and shall be properly kept.
11.2 The fire operation permit is issued in four ways, one in the issuing department, one in the fire department, one in the fire guardian, and one in the operation and control room where the fire point is located. Or post.
11.3 Preparations before the fire: Investigate the scene of the fire, determine the fire level, implement safety measures, and contact the laboratory analysis.
11.4 Each fire operation permit is limited to one hot fire point. The safety measures should be detailed and detailed, the writing should be clear, and the words should be accurate.
11.5 After approval of the fire operation permit, the safety measures shall be further checked according to the opinions of the approver. After the review is correct, the fire ticket shall be handed over to the safety guardian, and the joint shall be handed over to the approver for preservation and the joint shall be stored in the fire. The operation, control room or position where the point is located.
11.6 Fire work permit file: The first-level fire work permit is filed by the approved safety supervision department; the second-level fire work permit is filed by the application fire unit.
11.7 The firework permit is kept for one year.
12 Laboratory analysis
12.1 Explosion test is a simulated test in which a flammable gas is mixed with air in a certain ratio and contacted by an electric spark to see if an explosion has occurred.
12.2 Note:
12.2.1 Fires in towers, tanks, vessels and other equipment and pipelines must be subjected to internal and environmental gas analysis and analysis. The results of the explosion test analysis must be submitted by the analysis unit to the entrusting unit. The entrusting unit shall fill in the analysis data into the fire work permit, and the analysis sheet shall be attached to the stub of the fire work permit for the purpose of checking and implementing the fire prevention measures.
12.2.2 The oxygen content analysis and the explosion test are qualified, and it is not guaranteed that the hot fire is absolutely safe. It also depends on whether the conditions after the sampling change. Therefore, the application and approval of the fire operation permit must be comprehensively analyzed.
12.2.3 The results of the independent system analysis during the production period are valid within 2 hours. If there is no fire in the operation for more than two hours or more than two hours after the analysis, the fire must be resampled and analyzed.
12.2.4 The analysis of the shutdown maintenance is carried out in two steps. The oxygen content analysis is performed first, and the explosion analysis is performed after the container cleaning work is completed. It is valid during the inspection period of the analysis of the container equipment that is completely isolated from the system and has been cleaned.
12.2.5 Gas analysis samples must be retained for 24 h for review.
