Chapter II System, Tasks and Personnel Archives Article 5 The personnel file is an integral part of the enterprise archives. It is integrated into the unified management of the Human Resources Department. The business work accepts the inspection and guidance of the company's party committee leaders and the relevant business departments at the higher levels.
Article 6 The task of the Personnel Archives is to implement the Party and State guidelines and policies on personnel file work, formulate rules and regulations for enterprise personnel files, and be responsible for receiving, identifying, organizing, keeping, transmitting, and providing personnel personnel at all levels of the company. file.

Chapter III Collection and Filing Requirements of Personnel File Materials Article 8 In order to enable the personnel files to truly and comprehensively reflect the overall picture of the individual, the personnel archives department must regularly collect the work assignments, cadres' appointments and dismissals, and job title evaluations of employees throughout the company through relevant departments. Archival materials that reflect personal morality, energy, diligence, and performance formed in the work of hiring, inspection, assessment, training, rewards and punishments, and wages and salaries, and enrich the archives. Article 9 The party committees, factories, and offices at all levels of the company shall establish a work system for the voluntary submission of personnel file materials, and the personnel officers and organization officers of the party committees of each unit shall collect the archive materials of each unit, and shall be personnel personnel within the scope of filing. After the materials are formed, they are submitted to the personnel archives for review after being examined and signed by the relevant departments. All kinds of materials formed by employees during the company's work must be transferred to the archives before leaving the company.
Article 10 The personnel file materials collected must be carefully identified. The materials belonging to the archives should be true and accurate, complete and complete, with clear text, clear objects, complete procedures and preservation value. Those who need to be examined and stamped by the organization or signed by the person shall be classified into the personnel file after signing the seal.
Article 11 Materials that are not within the scope of the archives may not be archived without authorization. After identification, they may be dealt with separately. All materials must be registered in detail and submitted to the person in charge of the Human Resources Department for review and approval.
Article 12 Personnel file materials shall be uniformly used with office paper of 16-open specifications, and shall not be written with a ball pen, pencil, or red and pure blue ink and carbon paper.

Article 13 The personnel archives shall sort out the collected personnel file materials according to the regulations, and classify, number and arrange them according to the files of the incumbent personnel, the files of the retired personnel and the death files. The Personnel Archives shall administer personnel files not belonging to the above-mentioned scope and shall charge management fees in accordance with the regulations of the relevant departments.
Article 14 A registration and statistical system shall be established for personnel files, and various types of archives shall be established. Article 17 It is strictly forbidden for anyone to keep the files of others privately. Personnel file cadres shall not keep the files of themselves and their relatives. Do not reveal the contents of the file on the phone.
Article 18: Do a good job in the basic work of file management, prepare search tools, and gradually realize the modern management of personnel files, which is convenient for providing and utilizing.
Article 19 Anyone who needs to obtain evidence from a personnel file or apply for notarization must be handled by the personnel archives office. The relevant materials should be carefully verified and signed and stamped with the official seal of the “Jinan Beer Group Head Office Human Resources Department”.
Article 20 The receipt and transmission of personnel files must be strictly followed, and cases can be investigated. The registration of personnel files should be handled strictly in accordance with the "Personnel File Access System" formulated by the Archives.

Chapter V Transfer of Archives

Article 21 Personnel files shall be transmitted through confidential transportation channels or sent by special personnel, and shall not be mailed or delivered to the person. If the foreign unit sends a special person to extract, it must hold a letter of introduction issued by the personnel or organization department, and the general introduction will not be handled.
Article 22 If the person who requests the transfer of documents to transfer the files, the person in charge of the Human Resources Department must agree to sign the opinions before transferring them. At the same time, the relevant departments will transfer their actual performance, medical examination forms or technical files into the personnel archives, which will be uniformly transmitted by the personnel archives. After the file is transferred out, if the returning receipt is not seen within one month, the return receipt should be written back to prevent loss.
Article 23 In order to enable the personnel files to be adjusted in time with the personnel changes of the company and the changes in the positions of the cadres, the human resources department of the company shall promptly notify the personnel archives of the personnel changes, the cadre transfer units and the appointment and dismissal notices. After transferring the file due to the business adjustment, the Human Resources Department should promptly notify the Personnel Archives whether the person has successfully negotiated the transaction. If the business is not successful, the relevant department should recover the file within one month, no more than three months.
