District committee work rules


In order to uphold and improve the party's principle of democratic centralism, better play the role of the district leaders' collective leadership, promote the democratization, standardization and scientificization of the party committee's decision-making, and ensure the party's line, principles, policies and superior instructions in our district. To implement it, in accordance with the "Articles of Association of the Communist Party of China", "Regulations of the Local Committee of the Communist Party of China" and the relevant provisions of the higher authorities, in accordance with the actual work of the District Committee, these rules are formulated.

First, responsibility

District committee duties

The Weidong District Committee of the Communist Party of China is the core of leadership in the region. The district committee shall implement the party's line, principles, policies, and national laws and regulations, and exercise overall leadership over all aspects of the political, economic, cultural, and social development of the region. The duties of the district committee are mainly:

1. Make decisions on major issues in the region.

2. Adopting a statutory procedure to make the party committee's claim become a resolution or decree of the NPC.

3. Recommend important cadres to the regional government agencies.

4. Establish party organizations in the leading organs of state organs, people's organizations, economic organizations, cultural organizations and other non-party organizations.

5. Organize and coordinate the judicial, administrative, economic, cultural organizations and people's organizations in the district to carry out their work proactively, independently and responsibly.

6. Mobilize and organize party organizations and party members in the whole region to unite and lead the people to fulfill the tasks of the party.

National Committee duties

During the district party congress, the National Committee is the leading body of the district committee, implementing the instructions of the party organization at the higher level and the resolution of the district party congress, leading the work of the district. Its duties are:

1. Make decisions on economic construction, social development, the party's own construction, and other major issues involving the overall situation.

2. Formulate measures to implement and implement resolutions and decisions of higher party organizations and district party congresses.

3. Hear and review the work report of the Standing Committee, and supervise and evaluate the work of the Standing Committee and its members.

4. Decided to convene a party congress or a party representative meeting.

5. Election of the Standing Committee, the Secretary and the Deputy Secretary. The Standing Committee and the secretary and deputy secretary elected by the Plenary Meeting of the District Discipline Inspection Committee.

6. Make decisions on issues raised by the Standing Committee or other important issues that must be decided by the National Committee.

Standing Committee duties

During the period when the committee is not in session, the Standing Committee exercises the powers of the committee, implements the instructions of the party organizations at higher levels and the resolutions of the committee, and presides over the regular work. Its duties are:

1. Convene the National Committee, be responsible to the National Committee and report on the work; review and make comments in advance for matters decided by the National Committee.

2. Organize the implementation of the instructions of the higher party organizations and the resolutions of the National Committee.

3. Make decisions on important issues in the regular work of the region's economic construction, social development, and the party's own construction.

4. Decide on the issue of requesting party organizations in the leading organs of state organs, people's organizations, economic organizations, cultural organizations and other non-party organizations at the same level.

5. Responsible for recommending, nominating, appointing and dismissing cadres in accordance with the cadre management permission and prescribed procedures; responsible for education and supervision of cadres. The mobilization or assignment of members of the next-level party organization shall not exceed one-half of the number of members of the party committee during the term of the committee of the next party.

6. To request and report to the higher party organizations in the name of the district committee, issue instructions, notices, and notifications to the party organizations in the district, and formulate other important files issued in the name of the district committee.

7. Make decisions on other important issues that must be decided by the Standing Committee.

Duties of Secretary of the Party Committee, Deputy Secretary and Standing Committee

5. Thought style and work style
