First, the guiding ideology of water fee collection work
Guided by the spirit of the No. 1 archives of the central government, with the goal of improving the comprehensive agricultural production capacity, we will strengthen the management of agricultural production and water use as the direction of exertion, deepen reform, rationalize relations, clarify powers and responsibilities, standardize behaviors, and collect water fees for water conservancy projects in full. Promote the sustained, rapid and healthy development of the rural economy in our county.
Second, the water fee collection method
The water fee collection work is carried out by townships and towns under the unified leadership of the township party committee and the government. Townships and towns have overall responsibility for water fee collection work, unified organization and launch, timely decomposition of tasks, and organization of power to collect water users' water fees on time and in full. Specifically, the two methods of entrusting township collection and direct collection of water pipes are adopted.
1, collection. In Shouchun, Shuangqiao, Fengzhuang, Zhengyangguan, Yinghe, Banqiao, Anfengtang, Zhangli, Qikou, Yaokou, Taodian, Baoyi, Anfeng, Chayu, Sanjue, Zhongxing, Yan Liu, Shuang 22 towns and villages such as Temple Collection, Liugang, Xiaodian, Huajing and Dashun have implemented the methods of “fixed-point collection, invoicing, household storage, and key assessment”, and entrusted townships to collect. 20% of the collection and incentive fees will be paid to the towns and villages collected according to the total amount of water fees collected. 10% of the fees are levied, and the settlement is completed according to the proportion of tasks completed in the afternoon and autumn. Key assessment. The county government will include water fee collection in the scope of financial target assessment, and is linked to the year-end settlement of township finance. In towns and towns where the water fee task has not been completed, the county finance is directly allocated from the transfer payment.
2, direct receipt. In the two townships such as Genggou and Yinxian, the pilot project of direct water fee collection will continue. 3. Collection time and standards. The water fee is pre-planned in the morning and settled in the autumn. The “three-in-one-open” approach is strictly imposed. The seasonality is charged at 70% of the annual water fee task, and the total annual water fee payable in the autumn is settled once.
Third, the specific requirements for water fee collection
1. Strict collection scope. The water fee collection is strictly limited to the effective irrigation area and drainage area within the scope of benefit of the water conservancy project, and is charged according to the water supply amount, the amount of drainage, the amount of water extracted from the river and the lake, and the water fee approved by the province. Water and gas shall not be allocated to towns and villages outside the scope of benefit of water conservancy projects.

After the annual water fee is fully collected, the county water conservancy department shall, according to the current situation of the irrigation district project, draw a certain amount of funds from the water fee for the construction and maintenance of the water conservancy project and the winter repair “to be supplemented by the award”. The 20% of the cost of township and town extraction, 10% of which is mainly used for water fee collection, water supply management, surface engineering maintenance and other expenses, and the other 10% is mainly used for water fee reduction and reward for township after the completion of the task. For the townships and towns that failed to complete the annual water fee collection task on time, the latter 10% will not be given.
Fourth, water fee collection safeguards
