3 Basic requirements and confirmation of the contractor
3.1 All contractors for construction, overhaul, professional subcontracting and labor subcontracting must implement a safety, environmental and health management system, prepare hse management system files and operating program files, and have good safety performance for more than two years.

3.4 The competent department of the project and the construction unit shall sign the contract in accordance with the provisions of the Contract Law. The contract must have a safety clause or a safe operation agreement. The safety clause in the contract shall include the following contents:

3.4.5 Defining the responsibility of the construction unit for accidents during construction operations.
3.4.6 The construction unit that has subcontracted should clearly define the safety responsibility of the subcontracting unit.
4 Management of security risk mortgages
4.1 After the construction unit has passed the examination, a certain amount of security risk deposit must be paid to Party A. The order of payment is filled in by the security department, and the construction unit pays the deposit to the Finance Department once, and then returns a deposit. 4.2 Article 7 The amount of security construction risk mortgage deposit shall be determined by the competent department of engineering and the Anhuan Office according to the investment amount of the project, the construction hazard level and the construction time. 4.3 Party B violates Party A's safety management regulations such as smoking ban, fire, electricity, soil breaking, water use, and wind. 4.4 When the amount of the mortgage is insufficient, Party B shall promptly pay in accordance with Party A's written notice.
4.5 After the completion of the construction of the project, the security construction risk mortgage deposit of Party B shall be settled by the security office, 90% of the security risk mortgage shall be returned to Party B, and 10% shall be the construction safety management fee of both parties. The fines for violation of rules and regulations and accidents shall be Deducted from the mortgage. 4.7 All income and expenditure items of each unit must establish a financial detailed account, which is earmarked for specific purposes and meets financial procedures.
4.8 After receiving the security risk deposit, the other units may not charge the construction unit for any excuses.
5 Personnel safety education
5.1 All construction personnel entering the branch must accept the safety education of the factory before construction.
5.2 The safety education for the construction workers shall be organized and organized by the company's security office. Safety education will be carried out by the production unit in the key parts of the key installation.
5.3 The Anhuan Office is responsible for the unified establishment of the safety education account, responsible for organizing the examinations, and after implementing the safety commitments, both parties sign and issue the “Safety Education Certificate”, and the “Safety Education Certificate” is valid within one year. Carry it with you during construction for inspection.
5.4 The content of safety education is:

5.5 Safety education time shall not be less than 8 hours, passed the written examination

6 Safety responsibilities and obligations of both parties
6.1 Party A is responsible for the safety education of the construction unit personnel.
6.2 Party A is responsible for providing a safe working environment for Party B's operation site, and proposing specific safety requirements. The key points and key parts shall be guarded by special personnel, and the safety conditions for construction operations shall be created according to the reasonable requirements of Party B. 6.3 Party B shall consciously accept Party A's safety education, and establish a team class, select full-time security officers, implement the team leader responsibility system, consciously abide by Party A's rules and regulations and requirements, strengthen management, and improve safety management.
6.4 Party B shall be responsible for the safety management of the construction site, and shall have the right to submit reasonable safety requirements to Party A, and shall be implemented, and shall be obliged to comply with Party A's safety requirements and implement them in the construction process.
6.5 If Party B encounters special circumstances and endangers safety production during on-site construction operations, it shall promptly report to Party A and relevant competent authorities, and implement emergency measures to prevent the situation from expanding.
6.6 As Party B does not obey Party A's safety management regulations, accidents caused by illegal operation or illegal operation, resulting in injury, maiming and death, Party B shall investigate and deal with the expenses incurred by Party B. Party A shall not be responsible for it. When Party B reports to its competent department, it shall also copy to Party A's competent department and the Security Department at the same time, and report to the group company by Anhuan. 6.7 As Party A urges Party B to cause an accident caused by illegal operation, Party A shall jointly investigate and analyze the accident caused by Party A’s personnel failure due to the failure of Party A’s necessary safety production conditions. 6.8 When Party B personnel cooperate with Party A's personnel, due to the safety hazard or unpredictable situation at Party A's production site, and the accident caused by Party B's violation or negligence, Party A and Party B shall be responsible for investigation and handling. 6.9 Party B shall not be responsible for any accidents that are contracted by Party B, and Party B shall be responsible for investigation and handling and economic losses.
6.10 The calculation method of economic losses borne by both Party A and Party B in the above Articles shall be implemented in accordance with the regulations issued by the State and the local government or by mutual agreement.
6.11 In the event of a dispute between the parties, either party has the right to resort to a legal ruling.

6.13 All foreign construction units and laborers must sign and implement a safety management agreement, which will become effective after signing by both parties.
7 Pre-construction safety requirements
7.1 Improve the safety management network at the construction site and clarify that the legal representative of the two parties or the agent of the legal representative is the first person responsible for safety work. Clear the counterparts on both sides of the site safety management and wear obvious signs.
7.2 Before the construction of Party B, Party A shall provide construction plan, construction floor plan and construction safety assurance measures to Party A according to the construction drawing, and shall fix personnel, set safety measures, set project quality standards, set inspection system, and be in charge of Party A's engineering supervisor. Construction may be carried out after the department has reviewed and approved.
7.3 Party A's engineering department is responsible for organizing the relevant units to give Party B a detailed introduction to the construction site environment, the location, direction, depth, factory regulations and various safety management systems of the underground construction site, and set clear safety warning signs on site to clarify safety technical requirements. 7.4 Party A's relevant personnel accompany Party B's leaders and safety management personnel to familiarize themselves with the operation site and environment, implement safety measures together, and endanger the key parts of Party A's safe production, must have obvious warning facilities, and both parties must be supervised. .
7.5 Party B special operations personnel must carry out the permit work and go to the company's security office for filing.
7.6 Party B must equip all construction personnel with necessary labor insurance and safety equipment.
8 Construction unit safety management
8.1 Construction units entering the production area must strictly implement the occupational safety and health management systems of the state, group companies and factories.
8.1.1 Construction workers entering the construction area of ​​the plant area must hold the “Safe Construction Work Permit” issued by the Anhuan Office to enter the operation of the area, and only work in the permitted operation area, and it is not allowed to run around. It is strictly forbidden to bring fireworks and other plants into the factory.
8.1.2 Construction workers entering the production equipment must wear the equipment according to the regulations, wear helmets that meet the national standards and labor protection tools.
8.1.3 Strictly implement the "Safety Fire Management System", handle the construction fire work permit according to the requirements and procedures of the system, implement the safety fire measures, and achieve the "three no fires", after the guardian confirms that the fire can be fired. A fire work permit can only be used in one place. The fireman must hold a special work permit to work, and the actual fireman should be in accordance with the personnel on the fire work permit. 8.2 Strict vehicle management.

8.3.3 For temporary water use and wind use, it is necessary to go through the relevant formalities, and it is strictly forbidden to use water supply from fire hydrants.
8.3.4 The high-level operation must adopt the shielding measures to prevent spark splash. The welding machine grounding wire specification shall not lap the ground wire to the device equipment or frame.
8.3.5 Construction wastes shall be piled up according to the specified locations. It is strictly forbidden to throw litter piles, and it is necessary to clear the site after the completion of the work.
8.4 The construction and fire operation in the area of ​​the production equipment in operation is a first-class hot fire. In principle, no hot work can be arranged on holidays and nights. The construction projects with special safety measures are in May Day. Before the National Day, New Year's Day, Spring Festival and other holidays, the competent department of the project shall submit a written application report, which shall be checked and confirmed by the safety, production, and mobile departments. 9 Safety supervision and management
9.1 In order to ensure that the whole process of construction is in an orderly controlled state, the competent department of engineering shall be responsible for organizing the construction unit to prepare the construction schedule network plan and special safety measures, and shall be responsible for connecting and communicating with the safety management department and the person in charge of the production equipment.
9.2 The competent department of the project and the production unit under construction shall have clear responsibilities, implement effective supervision over safe construction, and have a security veto.

9.2.2 In strict accordance with the provisions of the Group's relevant safety system and the relevant requirements of our company, supervise the construction unit to handle the operation permit and various construction work tickets.

9.3 The competent department of the project, the safety department and the production equipment shall grasp the implementation of the construction isolation measures and the situation on the spot.
9.3.1 Review and approve the construction area isolation plan of the construction unit, and organize the acceptance of the regional isolation measures after completion.
9.3.2 All process pipelines and sewage well systems related to construction projects such as reconstruction, inspection and maintenance shall take effective isolation measures. The process pipelines of toxic and harmful and combustible media must be blinded; the trenches, wells, funnels, etc. leading to the launching system must be tightly sealed; all process-related process equipment, valves, pipelines, etc. in the construction isolation zone should have Obvious warning sign.
9.3.3 Where construction work is carried out in the operating equipment area and regional isolation cannot be implemented, the relevant units and construction units must jointly develop safety measures and construction plans, and implement them one by one, check and confirm.
9.4 The production unit must strengthen the safety management of production and construction work.

9.5 During the construction, reconstruction and overhaul of the production equipment, the competent department of the project and the safety department shall, together with the relevant personnel of the construction unit, organize a joint inspection team to carry out safety inspections on the construction site and find out the problems in a timely manner. Penalties shall be imposed on construction units and individuals who violate the safety system and regulations. If the nature is serious, they shall stop work and rectify, accept safety education, and dismiss the case if the circumstances are particularly serious.

10 Migrant workers and temporary workers management requirements
10.1 All units of the company must recruit laborers for production and construction. They must submit a written application. After the approval of the company's personnel education department, they will be recruited through the government of the township level or above. The migrant workers team should have legal personality, sound organization and legal responsibility. It is not allowed to recruit migrant workers themselves.
10.2 The migrant workers recruited shall comply with the relevant provisions of the State's Labor Law, and the period of recruitment of migrant workers shall not exceed one year at a time, and shall remain relatively stable. The age of recruited migrant workers shall be 18 to 45 years old, and they shall be strong and strong. Men with diseases and no physical defects.
10.3 The government of the local labor station must provide the ID card and medical examination of the migrant workers according to the requirements of our company. After the two parties have confirmed the qualification, the factory and the local government sign the contract. The representative of the contract must be the legal representative of the two parties or the principal of the legal representative. And clarify the safety duties of both parties in the contract.
10.4 The safety education of migrant workers and temporary workers shall be issued with the “Safety Education Qualification Certificate” after passing the examination and examination of the Anhuan Office. The “Safety Education Qualification Certificate” can only apply for the entry permit to enter the construction site. The safety management of migrant workers and temporary workers implements the principle of “who uses and who is responsible”. 10.5 Units using migrant workers and temporary workers should pay safety precautions and safety measures before the operation. During the construction, the use unit must send special personnel to supervise and inspect the site. When working on key parts or key positions, special personnel must be sent to the scene. Leaving without permission to ensure the safety of personal and equipment, migrant workers and temporary workers engaged in special types of work must obtain the "Special Operation Operation Certificate" issued by the labor department before they can work independently.
10.6 Personal injury or death accidents or other accidents involving migrant workers and temporary workers shall be investigated and handled by their users and reported to the Anhuan Office for record.
10.7 Requirements for migrant workers and temporary workers:

10.7.4 Party B shall not arbitrarily exchange migrant workers or temporary workers without permission. If it is necessary to exchange, the original "Safety Education Certificate" and "Factory Entry Certificate" shall be submitted to Party A and then re-applied as required.
10.7.5 Calling migrant workers from Changfeng Company shall not exceed the number, time and content approved on the “Application Form for Migrant Workers”. If it is necessary to exceed the time limit, it must be re-submitted otherwise, otherwise it will not be settled.
10.7.6 Calling migrant workers from Changfeng Company shall not be used for the work of the employee's own work or the work of the unit, as well as for professional and technical and dangerous work, and shall not be used for private purposes.
11 Inspection and assessment shall be punished according to relevant regulations for violations of discipline, accidents and civilized construction.
