Department-level cadres compete for employment


In order to continuously improve the overall quality of our cadre team, increase the intensity of cadre exchanges, further promote the reform of the cadre system, and form a viable and dynamic employment mechanism. According to the Interim Regulations on the Selection and Appointment of Party and Government Leading Cadres of the CPC Central Committee, These Provisions are formulated in the Provisional Regulations on the Exchange of Leading Cadres of the Party and Government and the Archives of Shengshi.
I. Principles and scope of application for competitive employment
1. The principle of party management of cadres.
2. Principles recognized by the public.
3. The principle of both ability and political integrity.
4. The principles of openness, equality, competition, and merit.
5. The principle of equip step and reasonable structure.
6. The principle of combining individual volunteers with work needs.
Scope of application
1. This method is first applied to the department-level cadres of the appointment system and appointment system of the school.
2. The cadres of the electoral system of party affairs and group organizations shall, in principle, also adopt the competitive recruitment procedure to perform the relevant formalities after the competition.
Second, the system provisions
1. Communication mechanism. Through competitive recruitment, it is necessary to implement a wide range of cadre exchanges. From 1995 to the present, all leading cadres who have not changed their work departments have implemented post exchanges in principle; in the exchange of cadres, in order to maintain the continuity of work, under normal circumstances, the same unit's positive and deputy positions are not communicated at the same time. The cadre exchanges are mainly cadres of the organs and directly affiliated institutions and party cadres of the teaching institutions. The business cadres of the teaching institutions are not the main communication objects. In the process of communication, in principle, the leadership of the department is not broken.
Cadre exchanges are divided into horizontal exchanges and vertical exchanges. Horizontal communication refers to the exchanges between different positions within the organization, directly affiliated institutions, and teaching institutions. Vertical communication refers to the exchanges between the cadres of the government and the cadres of the directly affiliated institutions and teaching institutions, as well as the exchanges between the party and government cadres.
2. Age regulations. In accordance with the state's retire retirement age, cadres who have reached the statutory retirement age are not allowed to compete for positions at the department level.
At the time of the new appointment, the male cadre who is not old enough for a term will be no more than 58 years old and no more than 53 years old. In principle, cadres of a limited age will no longer assume leadership positions, and may engage in professional and technical work and non-leadership work of their own strengths.
3. Trial period system. The trial period system will be implemented for the newly recruited cadres in the competition, and the probation period will be one year. Upon expiration of the trial period, the organization personnel department shall conduct an assessment. If the unqualified ticket reaches 40% or more, it shall be dismissed or demoted, and the level and treatment during the trial period shall not be retained; if the incompetent ticket reaches 20% or more, a yellow card warning shall be issued to extend the trial. One year; the qualified person is officially appointed, and the term of employment is counted from the probation period.
4. Term system. Both the appointment and appointment system-level cadres are subject to a tenure system, each term is three years, starting from the date of appointment. After the expiration of the term of office, the debriefing and assessment shall be carried out. After re-competition, the cadres shall not serve more than two consecutive positions in the same position.
5. On-the-job training system. On-the-job training is required for all cadres who have been appointed and appointed. The main purpose of the training is to raise the ideological and political quality and comprehensive ability level of the Ministry.
6. Audit system. Department-level cadres, especially the top leaders and departmental cadres in charge of economic work, must audit the economic responsibility of the audit department when they are expiring or leaving their posts, and use the audit results and evaluation as an important basis for lifting and dismissing.
Third, the basic conditions and qualifications of the basic conditions of employment

2. Have a strong sense of professionalism and responsibility, full of dedication and pioneering spirit, do practical things, and reproduce performance.
3, style of democracy, diligence and integrity, decent people, have a general concept and organizational discipline, good at uniting comrades, close contact with the people, can adhere to and implement the party's principle of democratic centralism and the work style of seeking truth from facts.
4. Have the organizational, management, and business knowledge needed to be competent in a certain aspect of the school, and have the ability to independently analyze problems, solve problems, and make decisions.
5, good health, able to assume the normal leadership of the department.
Basic qualifications are in the position:
Have one of the following conditions:
1. The current position-level cadre who is qualified for the examination and whose age meets the requirements.
2. The current deputy-level cadre with a bachelor's degree or above, a middle-level or above title, and a deputy-level position for more than three years. In line with this condition, if you are hiring cadres in the teaching, research and postgraduate departments, you must also have a master's degree or higher and a senior professional title.
3, with a master's degree or above, is a senior professional title teaching, research, medical, personnel, age 45 years old, in the current position assessment outstanding.
The deputy post has one of the following conditions:
1. There is no current position-level leading cadre who is competing in the position of the job.
2. The current deputy-level cadre who is qualified for the examination and whose age meets the requirements of the post.
3. A current-level cadre with a bachelor's degree or above, a middle-level or higher professional title, and a position of more than three years in the position of Ren Zhengke, who has achieved excellent examination and is under 40 years of age. In line with this condition, if you are engaged in the teaching, research and postgraduate department, you must have a master's degree or above and a deputy senior title.
4. Teaching, scientific research, and medical personnel with a master's degree or above and a deputy senior title, who are under the age of 45, and who are outstanding in the current position.
Fourth, competitive employment program
1. Party committee mobilization. The party committee convened cadres at all levels and various personnel mobilization meetings, and corrected the ideological understanding of cadres, established a correct sense of competition and communication, and laid a good foundation for the smooth running of the competitive work.
2, ~ test. Before the job is hired, the current department-level cadres will be tested on a large-scale and multi-level level. For those who have more than 40% of the incompetent votes, they will be dismissed and their qualifications will be cancelled. If the incompetent ticket exceeds 20%, a yellow card warning will be given.

3. Post the position. According to the position and number of positions of the department-level cadres approved by the school, the organization personnel department will post the posts in stages according to the two levels of the department and the deputy department.
4, personal post. Persons who meet the qualifications and qualifications and who are willing to apply for the job will be able to report to the Personnel Department of the organization and receive and fill out the “Dalian Medical University Leading Cadre Job Application Form”.
5. Qualification review. According to the conditions and qualifications of the competitive recruitment, the personnel of the organization will be qualified to review the applicants, and those who meet the requirements will be submitted to the competent leaders to listen to the preliminary opinions. After discussion by the Standing Committee of the Party Committee, it is necessary to participate in the competition. Need to adjust the distribution of personnel in each position, and seek their opinions.
6. Competition speech. Participation in the competition is to give a speech. At the time of competition, the party committee will form a review meeting. The review meeting will be composed of two parts: the expert review team and the public review team. Contents of the competition speech: Self-reported personal qualifications, job performance and job objectives and measures for the competitive position. The competition time for the first position is no more than 10 minutes, and the competition time for the second position is no more than 5 minutes.
7. Democracy assessment. After the contestant’s speech, the judging panel will conduct a democratic evaluation by secret ballot, and agree or disagree according to the “de, abilities, diligence, performance” of the competitors and the level of performance of duties. The results of the democratic assessment are an important basis for appointment. The evaluation results of the expert review team and the public review team are 100 points, and the competitors who score less than 50 points should not be hired in principle.
8. Organizational inspection. The organization personnel department inspected the assessment candidates determined by the party committee, mainly to examine the performance of the cadres and the publicly recognized situation, and put forward assessment opinions according to the four aspects of “German, energy, diligence and performance”. The assessment results are the main basis for appointment.
9. Decision and appointment. The organization personnel department will submit the assessment and democratic assessment to the party committee, and the standing committee of the party committee will discuss and decide the final candidate, and the appointment and appointment will be carried out in accordance with relevant regulations.
V. Relevant regulations and explanations
1. When competing for non-business leading cadres at the same level to fill in the volunteers, they must fill in two positions and indicate whether they are subject to the distribution. From 1995 to the present, non-business leading cadres with no change in the work department are not allowed to fill in the original posts. Reporting a cadre in a position is considered disobedience. If it is unable to compete for the position it has filled in, the party committee will not consider the possibility of adjusting it to other positions and cancel the qualification for the next level.
2. When cadres competing for the previous level of positions and business cadres competing for the same level of positions are required to report their volunteers, they may declare one or two positions, which are not subject to the restrictions stipulated in Article 1.
3. For the business cadres and shoulder-collecting cadres who have reached the retirement age, they will no longer retain the original administrative treatment. They can engage in the teaching and scientific research of the profession according to relevant regulations; the administrative cadres who have reached the retirement age will directly go through the retirement procedures in accordance with relevant regulations.
4. Cadres who are unable to participate in the competition due to age restrictions, retain the original level of treatment until retirement, and after the business cadres and shoulder-collected cadres return to the team, their title is not lower than the original level, and the original level of treatment is no longer retained.
5. Cadres who cannot bear the normal leadership work of the department due to physical health reasons. With the approval of the party committee, they may not participate in the competition. The business cadres may engage in the teaching and research work of the profession, and the administrative cadres may be appointed to the corresponding non-leadership positions.
6. Cadres who have not been appointed to the corresponding positions may compete for lower-level cadres. Business cadres who have not been hired at the departmental level will, in principle, return to the original teaching unit to engage in this professional work; other cadres who have not been employed shall be assigned in the original department.
7. Except for cadres who do not meet the reporting conditions due to age and physical health factors, other cadres who do not apply for positions during the competition are deemed to have renounced the right to be employed and are treated as unemployed cadres.
8. After the competition, the department has no suitable candidates and urgently needs the positions of the department leaders. In order to avoid affecting the work, it can be determined by the Standing Committee of the Party Committee according to the actual situation.
9. Participating in the competition should talk about unity, talk about the overall situation, eliminate the obstacles of abnormal emotional factors, correctly treat the legitimate competition between comrades, and ensure the smooth running of the competitive recruitment.
10. Regardless of whether they are employed, hired, exchanged or not hired, if they are obligated to organize the arrangement without any justifiable reasons, they will be deemed to be automatically resigned.

1. These Measures shall be implemented as of the date of promulgation.
