Article 1 General

Management approach.

2. The Ministry of Administration is responsible for organizing the whole process of managing the improvement proposals, including: doing well the organization and launching work, widely publicizing and creating a good atmosphere for improvement in the company; collecting company improvement proposals, collating and summarizing the information in the improvement proposals; Organize relevant personnel to analyze and evaluate the improvement proposal, summarize improvement measures; coordinate various departments to effectively improve; track the implementation effect of major improvement proposals; improve the filing of relevant materials of the proposal; improve the summary and reward of the proposal. The responsible department is responsible for the development and implementation of the improvement measures for the improvement proposal.

Third, this method is incorporated into the company's administrative management system. Each department proposes at least two proposals to improve the program each year, at least one of which is a success story. The company will use this as a coefficient indicator for the year-end performance appraisal of the department, which requires all departments to implement it conscientiously.

Article 2 Proposal Contents and Rules

I. Proposal project scope:

4. Market channel development plans, marketing methods and marketing ideas;

6. Innovative suggestions for company procurement, marketing, warehousing, logistics and transportation, and administrative personnel management;

7. Improvement of the operation process and simplifying the operation;

8. The problems that the company urgently needs to solve;

9. Other suggestions and proposals that can bring greater economic benefits to the company.

General advice, improvement measures

1. Reduction of working hours costs, improvement of various operating methods and on-site improvement;

2. Improvements in equipment maintenance methods, waste utilization, energy conservation, and operational safety;

3. Improvements in quality, management system, personnel structure, protection of various hidden dangers and safety;

4. Methods to reduce or prevent waste;

5. Reports on bad behaviors and recommendations that are conducive to the company's development.

Article 3 Proposal application and review program

1. The applicant of the proposal fills in the “Proposal Improvement Declaration Form” and attaches a detailed implementation plan. After review by the department head, it is submitted to the Human Resources Department, and the oral declaration is invalid;

2. In the initial evaluation, the department head shall conduct preliminary assessment and review according to the operability and success rate of the proposal content, the size of the required funds and the priority order, and confirm the value.

3. The Ministry of Administration archives the Proposal Improvement Declaration Form and submits it to the Proposal Review Team to review the proposal. In the process of judging, the sponsor is responsible for reporting the improvement measures and achieving the objectives;

4. Proposals such as general recommendations and improvement measures shall be reviewed by the review team and implemented after approval by the manager. After the key constructive proposal project is submitted to the review team for review and review, it shall be implemented by the executive vice president.

5. If the proposal is implemented with a large amount of investment, it may be submitted to the Executive Vice President for approval;

6. The implementation of the proposal requires coordination by other departments and personnel, and coordination by relevant departments;

7. The results of the proposal review shall be reported to the sponsor by the Administration Department. If the proposal is not adopted, the Administration should also indicate the reason and notify the sponsor.

Article 4 Basis for review of proposals

1. The objectivity and specificity of the proposal, that is, the sponsor is required to truly reflect the status quo and speak with facts and data; second, the proposal grasps the accuracy of the cause of the problem, that is, the sponsor is required to find out the main cause of the problem;

Third, the feasibility of the proposal to solve the problem, that is, the proposer is required to propose specific improvement measures for the main cause of the problem, that is, to propose a specific method for solving the problem, and the proposal that does not mention the solution is considered invalid. ;

Fourth, improved performance, all proposals are performance-oriented, this performance is not necessarily measured by money, it is a comprehensive indicator, its criteria is to promote the company to develop in a better direction.

Article 5 Evaluation and appraisal of the effect of the proposal

1. After the proposal is adopted, the executive department head fills in the “Proposal Improvement Effect Report Form” and prepares the data, charts and other information required for the report, and submits it to the Ministry of Human Resources.

2. Within one week after receiving the above proposal materials, the Ministry of Administration will form an evaluation team with the executive department and relevant responsible departments. The evaluation team will contribute to the company's development according to the project's creative size, level, difficulty level, economic benefit and size. The rate and other factors are reviewed and comprehensively assessed, and the award level and implementation method are finally approved.

Article 6 Proposal award

1. The company rewards the applicants for the proposal according to the “Proposal Improvement Effect Report Form”;

Second, the incentive method:

1. Classification level: five levels of a, b, c, d, and e;

2. Grade standard:

Grade reference standard

Grade a belongs to the key constructive proposal project, the direct economic value is above 50,000 yuan; or the general opinion and improvement measures project, the direct economic value is above 30,000 yuan

Level b belongs to the key constructive proposal project, the direct economic value is 50,000 ≤ 30,000; or the general opinions and improvement measures, the direct economic value is 30,000 ≤ 10,000

Grade c belongs to the key constructive proposal project, the direct economic value is 30,000 ≤ 10,000; or the general opinions and improvement measures, the direct economic value is below 10,000 yuan.

Class D cost saving, improvement of production and manufacturing links, saving man-hours, saving human resources, and improving the management and management model

The ratio of e-level investment to revenue is greater than or equal to 1.

Remarks: The above criteria are subject to the final discussion of the review team.

4. The bonus distribution of the joint proposal is distributed by the first proposer.
