Provincial High-tech Industrialization Key Project Acceptance Measures (Trial)
Article 1 In order to do a good job in the inspection and acceptance of key high-tech industrialization projects in the province, and promote the smooth implementation of key projects, according to the “## Provincial High-tech Industrialization Key Project Identification and Management Measures” and “## Provincial High-tech Industry Development Leading Group Office” These regulations are formulated in accordance with the relevant provisions of the Work Regulations.
Article 2 The Provincial High-tech Industry Development Leading Group Office is responsible for the acceptance of key projects; the municipal high-tech industrial development leading group office or the project organization reporting department of the key project undertaker is responsible for the preliminary review and acceptance reporting of key project acceptance materials.
Article 3 The acceptance project of key projects shall be composed of relevant personnel of the provincial high-tech office, the competent department of the industry, the financial institution providing loans, and peer experts, generally 5-7 people.
The acceptance criteria and basis for the fourth key project are the “## Provincial High-tech Industrialization Key Project Declaration Form” and its subsidiary files approved by the Provincial High-tech Industry Development Leading Group. If the investment total and production capacity of the project need to be adjusted, it must be approved by the provincial high office.
Article 5 The key items for application for acceptance shall meet the following conditions:
1. The project has been completed and put into production according to the approval of the leading group, and the production capacity has reached the planning target at the time of declaration;
2. The production equipment is in normal operation and the production process is advanced, and the main technical and economic indicators scheduled at the time of declaration can be completed;
3, product quality testing equipment, product quality is stable, in line with relevant standards;
4. Perfect safety production measures;
5. The discharge of the three wastes is up to standard.
Article 6 The following materials shall be provided when the key project undertaker applies for acceptance:
1. “## Provincial High-tech Industrialization Key Project Acceptance Approval Form”;
2. Project implementation summary report;
3. A copy of the project loan contract;
4. “## Provincial High-tech Industrialization Key Project Application Form”;
5. Certificate of technical level and quality level evaluation of the project product;
6. A copy of the project product sales contract;
7. A copy of the production license for the licensed products such as medicine, food, communication products, public safety products, and metering equipment;
8. Financial statements for the first few months of the project acceptance month;
9. Other supporting materials related to the project.
Article 7 The acceptance procedures for key projects are as follows:
1. After the completion of the key projects, the project undertaker will submit an application and fill in the relevant materials of the “## Provincial High-tech Industrialization Key Project Acceptance Approval Letter”, and submit it to the provincial high-tech enterprise after passing the preliminary examination of the municipal high-tech office or the project organization reporting department. do;
2. The provincial high-tech project management department will review the acceptance application materials and submit review opinions;
3. The provincial high-tech office dispatcher and the relevant personnel of the city and the locality form a test group, conduct production tests on key projects that meet the acceptance conditions, and issue production test assessment reports;
4. The acceptance committee shall conduct the meeting acceptance of the key projects in accordance with the key project declarations approved by the leading group and the conditions stipulated in Article 5 of these Measures. After listening to the enterprise report and assessment team production test report, reviewing the production line, reviewing materials, questioning, replying and full discussion, the acceptance committee made the acceptance conclusion.
Article 8 The acceptance result shall be effective upon approval by the Provincial High-tech Office. For those who pass the acceptance test, the “## Provincial High-tech Industrialization Key Project Acceptance Certificate” will be issued; for the unqualified projects, the project will be instructed to rectify or cancel the treatment of key projects. The acceptance results and handling opinions report the provincial high-tech industry development leading group.
Article 9 The provincial high-tech office shall do a good job of acceptance inspection in accordance with the principle of diligence and efficiency. In order to reduce the program and reduce the burden on the enterprise, for the key projects that have been included in other projects, the acceptance work can be combined with other departments if the conditions permit.
Article 10 The project undertaker shall truthfully report the acceptance materials and shall not resort to fraud. Once the offender is discovered, the qualifications of his key projects will be cancelled and no new projects will be arranged within three years.
Article 11 The members of the acceptance committee shall be objective and fair, seek truth from facts in the work of acceptance, and be responsible for the conclusions made, and shall not engage in malpractices. Offenders cancel their eligibility to participate in the acceptance work and report their criticism. The supervision and inspection department shall strengthen the supervision and inspection of all aspects of the inspection and acceptance work to ensure the objective and fair acceptance work.
Article 12 These Measures shall be interpreted and revised by the Provincial High-tech Office.
Article 13 These Measures shall be implemented as of the date of promulgation.
