3 Definitions This standard uses the following definitions:

3.8 Resources The personnel, funds, facilities, equipment, and technology required to implement the safety, environmental, and health management systems.
3.9 Safety, Environment and Health Management System refers to the whole organization, responsibilities, practices, procedures, processes and resources that implement safety, environmental and health management.
3.10 does not comply with any incidents that directly or indirectly cause casualties, occupation and property damage, environmental pollution; violations of operating standards, procedures, and regulations; deviations from management system requirements.

4hse management system elements
The hse management system consists of ten elements.
The ten elements of the continuously improved hse management system in Figure 1 are closely related and interpenetrated to ensure the systemicity, uniformity and standardization of the system.
Companies should establish and comply with national procedures for laws, regulations, and standards regarding hse.
The enterprise is the main body of the implementation of the hse management system. The top management of the enterprise and the secondary unit shall clarify the hse management representative and the hse management system organization according to the requirements of this standard; establish the hse management committee and the hse management department; The hse duties of the organization and personnel. Based on the investigation and analysis of the hse status, a concise and applicable "Enterprise Hse Management System Implementation Program" was prepared. When there is no relevant regulation in the system standard and the hse specification, the appropriate enterprise standards or rules and regulations within the enterprise may be selected.
Enterprises should establish hse goals, hse performance, hse responsibilities, and hse performance assessment and punishment systems for organizations and personnel at all levels.
Enterprises should carry out the hse training in various forms and levels, and convey the specific requirements of the “Hse Management System Implementation Procedure” to all employees and related parties. The employees and relevant parties should implement it.
The "Enterprise Hse Management System Implementation Program" was released and put into operation with the approval of the top management of the enterprise. Enterprises should pass the review and review to achieve continuous improvement and continuously improve the hse management level.
4.1 Leadership commitments, goals and responsibilities
4.1.1 General The company should have a clear commitment to hse management and the goal of forming a file. The senior management continuously improves the company's hse performance by providing resources and passing assessments and audits.
4.1.2 Leadership Commitment
4.1.2.1 Principle of commitment
a) The top management of the enterprise and the secondary unit is the first responsible person of hse. The hse should have a commitment to form a file, ensure the commitment to be transformed into support for people, finances and materials, and guarantee to employees and the society that the unit is established. The hse management program works well.
b) Managers at all levels use the hse of the position to establish a correct role model and continuously strengthen and reward the correct hse behavior.
c) Managers at all levels should ensure that all employees, contractors and other relevant personnel respond to information in a timely manner and actively participate in the process of continuous improvement of hse.
4.1.2.2 Commitment requirements
a) The company is divided into five management levels to provide hse commitments. According to the laws, regulations, regulations and resource conditions of the state and local governments, we provide open and clear commitments to the society and employees in accordance with the principles of lawfulness and feasibility.
b) The company can independently provide commitments to the society and employees in accordance with the overall commitment of China Petrochemical Corporation. The secondary units, the third-level units, the project manager department and the construction operation team shall, in principle, make a commitment internally. When they independently organize the project, they may be authorized to make outward commitments.
4.1.2.3 Content of the commitment

d) protect the ecological environment, build a cleaner production enterprise, and achieve sustainable development;
e) Exposing our hse performance to the public, soliciting opinions from all walks of life and continuously improving the hse management level of the company;
f) Provide necessary human, material and financial resources to support the implementation and implementation of the hse management system.
4.1.2.4 Form of commitment
a) The commitments of enterprises and secondary units shall be submitted in writing in their respective hse management files;
b) When the third-level unit, the project department and the construction team provide independent commitments, their commitments shall be submitted in writing in the hse management implementation plan or implementation program;
c) The commitments at all levels shall be signed by the corresponding top management and reported to the superior hse management department for the record.
4.1.3 Policy objectives

4.1.3.3hse target

c) Minimize environmental pollution, protect ecological balance, minimize environmental impact, and eliminate major and extraordinarily large pollution accidents;
d) Through the effective implementation of the hse management system, we strive to achieve or achieve no accidents, pollution, and no-body injuries, and become a world-class enterprise in hse management.
4.1.3.4 Enterprise hse management principles All staff, whole process, all-weather, all-round.
4.1.4 Liability
a) The top manager of the enterprise, as the first responsible person of the hse management work, shall establish a hse management system to implement integrated management of safety, environment and health;
b) The managers of all levels of the enterprise should establish the correct behavioral role model through the hse of the position, and continuously strengthen and reward the correct hse behavior;
c) The functional departments at all levels of the enterprise shall provide specific operational support for the management activities of hse, and regularly review the management system and continuously improve the management system.
d) The functional departments at all levels of the enterprise shall prepare annual hse management reports on a regular basis, summarize the progress made and plan the measures to be taken;
e) The senior management of the enterprise shall establish clear hse objectives, responsibilities and hse performance appraisal methods, and allocate corresponding resources.
f) The hse management of the enterprise should start from the design. The top management should organize the hse responsibilities of the senior management and professional designers of the design department, and establish a design review guarantee system.
g) The top management of the enterprise should pay attention to risk assessment and hidden danger management, and ensure the investment of capital technology.
h) The top management of the company shall be committed to the sustainable development of the enterprise, organize the production of clean products that meet environmental protection requirements, and protect the production, life and ecological environment.
4.2 Organization, responsibilities, resources and file control
4.2.1 General
a) The enterprise shall establish an organization and clarify its responsibilities, and rationally allocate human, financial and material resources;
b) Enterprises should develop a strict training and evaluation system, extensively carry out training, and improve the awareness and skills of all employees;
c) Enterprises should effectively control the hse management files and provide practical and feasible basis for implementing hse management.
4.2.2 Organization
4.2.2.1 Institutional setting The enterprise shall establish a safety, environmental and health management committee. The hse management committee office is located in the hse management department and is responsible for the daily work of the enterprise hse management. The enterprise hse organization is shown in Figure 1.
