Article 1 This system is applicable to emergency rescue of construction safety accidents occurring within the administrative area of ​​this Municipality. The county-level municipal and district construction administrative departments shall formulate special plans for emergency rescue of major accidents in construction projects within their respective jurisdictions.
Article 2 Each construction unit shall formulate an emergency plan for the serious safety accidents of its own unit; and formulate an emergency plan for the safety production accidents of the project department according to the characteristics of the project.
Article 3 The construction administrative departments of county-level cities and districts or their entrusted construction safety supervision agencies shall conduct random inspections on the safety production plans of the construction units; when supervising and inspecting the construction site, the safety production of the project department shall be inspected at the same time. Accident emergency plan; the focus of the inspection is: the implementation of the rescue organization and personnel, the communication contact situation, the rescue equipment, equipment preparation, the combination with the characteristics of the project, the safe passage and the rehearsal situation during the rescue.
Article 4 In the event of a fatal accident, the construction unit shall report to the local construction administrative department as soon as possible; in the event of a three-person death or a large-scale collapse or collapse accident, the county-level city where the project is located, The construction bureau of the district shall immediately report to the local government and the Suzhou Municipal Construction Bureau and initiate an emergency rescue plan. When a death accident of more than 5 people occurred, the Suzhou Municipal Construction Bureau immediately launched the emergency rescue plan of the Suzhou Construction Bureau.
