Article 2 These Measures are applicable to ordinary China that has reached the basic conditions and school-running level of all kinds of model schools in the town and above, and is recognized by the higher education administrative department and evaluated and awarded by the higher education teaching and research institutes and other relevant functional departments. Primary school. The school that is determined to be a county-level model school has its original administrative affiliation and management body unchanged.

Article 3 In the process of running a school in a model school, it must play a demonstration role in the following aspects:

1. Strictly implement the state's education policies, policies and regulations, and have distinctive features in the work of satisfying people's satisfaction, effective measures, remarkable results, and good social impact.

2. Establish a scientific development concept of "people-oriented, comprehensive, coordinated and sustainable development", do a good job in school development planning, establish a scientific leadership decision-making mechanism, actively promote reform and innovation of school-running mode and management mode, and improve the overall level of school development. School characteristics.

3. Actively promote and implement the basic education curriculum reform, and undertake the experimental work of education and teaching reform. Open the national curriculum, set up local and school-based curriculum, organize students to carry out rich practical activities; reform the traditional classroom teaching model and examination evaluation model, realize the fundamental transformation of teachers' teaching methods and students' learning methods, and comprehensively improve the quality of education and teaching .

4. Strengthen the construction of school teachers, strengthen school-based training and school-based training, build a learning organization, promote the professional growth of teachers, and vigorously cultivate excellent teachers and education managers with both ability and political integrity.

Chapter II Declaration and Recognition

Article 4: Demonstration of various types of demonstration schools at or above the county level shall be subject to basic procedures such as declaration, inspection, evaluation and determination.

Article 5 All ordinary Chinese small persons who have reached the basic requirements for the construction of ordinary Chinese primary schools in Hubei Province shall report to the Education Supervision Office of the County Government. Article 6 The town center schools shall strengthen business guidance for the applicants, help the school to run the school, establish a modern educational concept, establish an education and teaching management system that reflects the requirements of quality education, promote scientific management, promote teaching reform, and continuously improve the quality of education and running schools. The town center schools should hire and organize expert groups to conduct on-site inspections and guidance to the applicants as needed. Article 7 According to the situation of the rectification of the school, the town center school applies for the invitation of the superior expert group to conduct a comprehensive assessment of the school according to the construction standards of various model schools. The assessment is conducted by listening, watching, checking, interviewing, etc., and fully listening to the reflections of school leaders, teachers, students, parents and society on the school.

The assessment team shall fulfill its responsibilities and report the assessment opinions to the school after the assessment. It generally includes three parts: the assessment work summary, the assessment conclusions and basis, and the main experience and recommendations.

Article 8 The evaluation results of the evaluation team shall be an important basis for the identification of the municipal education administrative department. The assessment must adhere to standards, seek truth from facts, be fair and just, and do not follow the private situation.

Article 9 The supervisory institution at the higher level shall send an inspector to return the visit to the school about six months after the assessment, and check the implementation of the rectification work, and publicize it on the Luotian Education Information Network for one week. The municipal model school conducts a self-evaluation every year and reports the results of the self-evaluation to the town government's cultural and educational office.

Article 13 Establish a system for re-evaluation of model schools. The model school will be re-evaluated every three to five years and re-identified. The annual self-evaluation of the model school will serve as an important reference for the re-identification of the school.

The results of the re-review and recognition of the model school are divided into retention qualifications, suspension qualifications and disqualifications. The county-level education supervision department and the education administration department will announce the results to the public.

Article 14: The re-examination of the model school and the evaluation of the supervision and supervision shall be carried out according to the following procedures:

1. All model schools are required to undergo a comprehensive supervision and evaluation within four years.

2. All schools that accept comprehensive supervision and evaluation shall conduct self-inspection in accordance with the supervision and evaluation plan, and report the self-inspection report to the county education supervision department.

6. The county education supervision department shall give a confirmation based on the results of the re-review and re-evaluation.

Chapter IV Awards and Punishments

Article 16 If a model school has one of the following acts, it shall be notified of criticism, rectification within a time limit, if the rectification is unqualified, the model school qualification shall be suspended for one year, and if it is still unqualified after one year, the municipal model school qualification shall be cancelled.

1. Deviate from the local level of economic and social development, super-standard construction, super-scale construction of campus or self-finance to build, rebuild and expand schools;

2. Organize or disguise key classes in disguise;

3. Do not seriously implement the curriculum plan, freely increase or decrease the course, class hours or violate the regulations to organize student holidays to make up the class;

4. Issue indicators for further studies, and evaluate and reward the principals, teachers, and students with indicators;

5. Announce the student test rankings, and reward teachers and students with this;

6. The in-service teachers charge the students in the current teaching section of the school for paid tutoring, paid remedial classes, or random supplementary materials;

7. Indiscriminate charging in violation of the policy;

8. Violation of the regulations to recruit "choosing students" and borrowing students;

9. In violation of the provisions in advance of the branch of science;

Article 17 If one of the following acts is taken, the qualification of the municipal model school shall be cancelled:

1. The school holds or disguised to hold a repeat school or recruits repeat students;

2. Participate in the major examinations organized by the education administrative department and major events such as competitions, inspections, assessments, etc., the school collective fraud or serious fraud;

3. Indiscriminate charging in violation of policies, causing adverse effects;

5. Violation of the teacher's moral regulations, corporal punishment, insults, and defamation of students, causing serious consequences.

Article 18 Where a privately-run school organized by a county-level model school violates the rules for running a school, it shall be dealt with strictly according to the law, and shall be held accountable for the responsibility of holding a county-level model school of a private school.

Article 19 A school that has been disqualified from a county-level model school may re-apply to a county-level model school after two years.

Article 20 Schools that suspend or cancel the qualifications of county-level model schools will no longer implement the relevant policies of county-level model schools.
