The science and technology enterprises in our region actively track the advanced technology and latest achievements at home and abroad, promote technological innovation, and form a group of high-tech enterprise groups and products with independent intellectual property rights in the fields of high-tech industries and some industries such as transmission and distribution and fine chemical industries. group. At the end of 2004, the number of municipal high-tech enterprises and district-level high-tech enterprises identified in the district reached 49 and 38 respectively. The total number of registered private technology enterprises reached 2,403, and the team and strength of technology enterprises continued to expand and expand. The independent innovation of enterprises and the awareness of patents have been continuously enhanced. In 2004, the number of patent applications in the district was 658, including 72 invention patent applications and 276 patent grants. The cumulative number of patent grants over the years was 1,235.

Through years of technological innovation work, the contribution of high-tech industries to the industrial economy has increased year by year and developed rapidly. The development of high-tech industries based on electronic information, biomedicine, new materials and opto-mechatronics has effectively changed the industry of Fengxian. Product and industrial structure. It has become a new bright spot for the sustainable development of Fengxian economy, which is embodied in the following four aspects:

-- The scale of high-tech industries is expanding. The output value of high-tech industries increased from 6.1 billion in 2003 to 8.05 billion in 2004, an increase of 33.1% over the previous year and accounting for 17.6% of the total industrial output value of the region. The average annual output value of each enterprise is 113 million yuan;

——Technological innovation of high-tech enterprises has been continuously strengthened. The 49 high-tech enterprises that were identified in 2004 accounted for 92.8% of the enterprises that passed the ISO9000 quality system certification, and the high-tech products accounted for 77.4% of the total revenue; and the national and municipal science and technology projects and subsidies accounted for 67% of the total.

——The advantages of talent pooling in high-tech industries are highlighted. There are 37,750 people employed in the high-tech industry, of which 8,569 are technicians above junior college, accounting for 22.7% of the total number of employees.

-- The investment in science and technology of high-tech industries has increased year by year. The district government has successively promulgated the "Opinions on Promoting the Transformation of High-tech Achievements", "Several Opinions on Accelerating the Development of High-Tech Industry", "Opinions on Establishing the Scientific and Technological Innovation Plan of Fengxian County", and "On Strengthening the Work of Intellectual Property Rights in Fengxian District". In 2002, our district established the only modern agricultural science and technology professional incubator in the city, namely the district science and technology entrepreneurship service center, integrating entrepreneurship, achievement transformation and policy support. So far, 120 different types of technology enterprises have been registered. In the past two years, it has created tax revenues of more than 200 million yuan for the country. In 2003, we took the lead in establishing a smart property rights service center in the city. Through the platform of the intellectual property rights service center, a convenient channel for the grassroots and enterprises is constructed, which facilitates the retrieval of patents, organizes the publication and promotion of patents and new technologies, and forms a relationship between patent technology and industrialization. Focus on the implementation of major projects for technological innovation in the leading industry. In order to focus on the current technical and scientific fields with advantages or forward-looking, we will set up a number of scientific and technological innovation projects that will have a major impact on the development of Fengxian industry and basic science, and encourage and help powerful enterprises and universities and research institutes. The institute establishes cooperative relations, clearly targets, meticulously organizes, and increases investment. Through the implementation of the project, it promotes the adjustment of Fengxian's industrial structure and strives to improve Fengxian's independent innovation and technology integration capabilities. Focus on the improvement of the innovation ability of leading industry backbone enterprises. Encourage and help key enterprises to form their own R&D and innovation capabilities, establish key laboratories, and gradually form a number of leading enterprises with high innovation investment, strong innovation ability and independent intellectual property rights, and create a number of brands that are highly influential in the international and domestic markets. Focus on the improvement of innovative technology services. Provide more targeted support for technology companies at different stages. The establishment of a demonstration base combining production, learning and research with a focus on technological innovation. Establish an organization and coordination mechanism to promote the “revitalization of science and education”. It is recommended to establish a leading group of “Science and Education Development Zone”, which is responsible for formulating the development plan and support policies for the “Science and Education Development Zone” in our district, and coordinating various problems in the implementation of the “Science and Education Development Zone” plan.

Establish the introduction and training mechanism for leading talents in science and technology innovation. In combination with Fengxian's development goals, we will introduce and train a group of leading figures in all aspects of scientific and technological innovation. Increase the overall investment in the technology public service platform. At present, the government's efforts in investing in science and technology are working harder, but the investment in science and technology is not compatible with the progress of economic development. The investment in science and technology at the district and town levels is still insufficient, and it does not meet the relevant requirements of the Ministry of Science and Technology. Taking the three district-level science and technology expenditures in the four years from 2000 to 2003 as an example, accounting for a lower proportion of GDP in the year, indicating that the financial investment in science and technology is insufficient. The infrastructure for technological innovation is weak, the construction of service platforms is lagging behind, and there are many areas that are absent, mainly due to the lag in the construction of platforms such as technology intermediaries, enterprise incubation, results transformation and public technology services. This will affect the technological strength and innovation ability of technology companies. Some enterprises have small scale of operation and are unable to enhance their technological innovation capabilities. It is recommended that the government increase its overall investment in the science and technology public service platform, especially to increase the guiding investment in laboratories, technology incubators, science and technology parks, and science and technology demonstration bases. Encourage the participation of all parties in the society on the technology service platform.

Establish a diversified venture capital investment mechanism for industrialization. The development of high-tech industries is inseparable from the continuous replenishment of capital. However, the progress of technology enterprises and science and technology projects is generally difficult to raise funds. Financial institutions have insufficient trust in high-tech products, avoiding risks, and causing difficulties in financing technology, even if Obtaining certain external funds also has problems such as low share, many links, and slow cycle, which has plagued and restricted the further development of the technology industry. It is recommended to establish a system of diversified venture capital cooperation between the parties, encourage venture capitalists to cooperate with entrepreneurs, and provide venture capital and capital operation for the sustainable development of the company.
