Learning layer assessment is currently the most common and most commonly used evaluation method. The behavioral layer assessment refers to the change of behavior of the trainee in the actual post work after training, in order to judge the impact of the learned knowledge and skills on the actual work. The evaluation of the effect layer rises to the height of the organization, that is, whether the training has a concrete and direct contribution to public security reform and scientific development. It can be measured by some indicators, such as the level of political theory, the completion of task data, the status of job duties, the mental outlook of the police, and the external evaluation of public security work.
