From the perspective of the current economic operation system of the forest area, the economic system must be reformed. Otherwise, the forest economy will not be able to get out of trouble. The main contradiction affecting the economic system reform of China's forest areas is that there is no distinction between government and enterprises. For example, the implementation of natural forest protection project provides favorable policy funding for the adjustment of production layout and staff diversion in forest areas; the construction of ecological protection areas provides conditions for forest areas to improve natural resources and environment; the development of western areas is the transformation of infrastructure in forest areas. It has provided favorable conditions, improved the living conditions of employees, and created a favorable environment for attracting investment; the old industrial base transformation policy can provide comprehensive economic support for the development of forest economy and the revitalization of forest enterprises.
