Basis for selecting the topic: The Third Plenary Session of the 16th CPC Central Committee issued the "Solution on Several Issues Concerning Improving the Socialist Market Economic System" and made a major breakthrough in improving the social and economic system. The existing forest economic system has great problems, and it is extremely unsuitable for the existing market environment, resulting in the economic backwardness of the existing forest areas. Moreover, development has no stamina in a dilemma. Historically, forestry companies have survived in an environment where the planning system and the shortage of economy coexist. Institutions, mechanisms, and science and technology have not kept up with the rising pace of society as a whole. These problems are urgently to be resolved. In XX, the State issued the "Decision on Accelerating the Development of Forest Areas", which pointed out the direction for the development and reform of forestry. At present, the country is implementing the old industrial base transformation policy, and has put forward urgent requirements for the reform of the government system, enterprise management mechanism and social security system, and reforming the social economic system to become the primary task of reforming the old industrial base. From the perspective of the current economic operation system of the forest area, the economic system must be reformed. Otherwise, the forest economy will not be able to get out of trouble. The main contradiction affecting the economic system reform of China's forest areas is that there is no distinction between government and enterprises. Due to historical reasons, the economic operation system of the integration of government and enterprise and the intersection of enterprises and undertakings. This leads to contradictions in three aspects. First, there are certain social instability factors. For example, forest districts, county government agencies, and teachers have different pay for equal work, and the wage gap is large, resulting in a large loss of talent. Second, the construction of forest areas includes basic construction of forest areas, public welfare undertakings, and social undertakings, resulting in serious waste of repeated construction. Third, state-owned forestry enterprises bear huge government funds and social burdens, and it is difficult to enter the market economic system for normal market competition. The market environment is not efficient. It is difficult for forest industry enterprises to enter the market competition as market players. On the one hand, it has bound the development of state-owned enterprises, on the one hand, it has reduced the degree of trust of investors in this market environment, which is not conducive to the development of regional economy. The production layout structure is unreasonable. The original production layout structure cannot adapt to the current economic development of the forest area. The management of state-owned assets is not strict. No reasonable use of state assets is made, and no one really cares about the interests of state owners. Feasibility discussion: At present, the reform of the economic development system in the forest area faces a rare opportunity. For example, the implementation of natural forest protection project provides favorable policy funding for the adjustment of production layout and staff diversion in forest areas; the construction of ecological protection areas provides conditions for forest areas to improve natural resources and environment; the development of western areas is the transformation of infrastructure in forest areas. It has provided favorable conditions, improved the living conditions of employees, and created a favorable environment for attracting investment; the old industrial base transformation policy can provide comprehensive economic support for the development of forest economy and the revitalization of forest enterprises. At the same time, the practice of state-owned enterprise reform in recent years has provided experience for deepening economic system reform.
