This summer, I investigated the issue of re-employment. Since the economy in these years has not been very good, which has led to the layoff of some employees, how to solve the problem of reemployment of laid-off workers has become a major obstacle to China's social and economic development.

In recent years, in the face of the increasingly serious phenomenon of laid-off of state-owned enterprises, the government and the community have given great attention and support, and the basic life of laid-off workers has been guaranteed. However, the re-employment of laid-off workers in state-owned enterprises is still very difficult. The statistics of the Ministry of Labor and Social Security show that the re-employment rate of laid-off workers in the first quarter of the country has declined, and the re-employment of laid-off workers has suffered a “low season”. Under the traditional institutional conditions, the basic goal of the state's production and operation activities in enterprises is to complete the government's mandatory plan. Under this circumstance, driven by the principle of profit maximization and strict cost constraint mechanism, eliminating internal hidden unemployment and reducing redundant staff becomes an inevitable choice for state-owned enterprises to go to market. At the same time, the market competition mechanism of the survival of the fittest and the rapid rise of the knowledge economy have also greatly aggravated the number and situation of laid-off workers in state-owned enterprises. As a traditional state-owned enterprise, it is not only unable to absorb the surplus labor of the society, but instead The society releases a large amount of idle labor. What is more noteworthy is that with the deepening of rural reform and opening up, tens of thousands of rural surplus laborers have begun to leave the land and join the urban labor and employment team, becoming a strong competitor in the employment of state-owned enterprises. Therefore, in recent years, despite the rapid development of non-state-owned economy and the expansion of the channels and space for reemployment of laid-off workers in state-owned enterprises, in the process of employment competition with rural surplus labor, the laid-off workers of state-owned enterprises are age, psychological endurance, and future expectations. There are many incompatibility in other aspects, which inevitably limits the reemployment space for laid-off workers of state-owned enterprises.

Moreover, under the traditional institutional conditions, the institutional defects such as the tenure of labor and the difference of ownership have given the employees the unique "identity privilege", which has formed the "institutional psychological preference" of the laid-off workers of state-owned enterprises. I always expect to link my career choices with state-owned enterprises forever. The inertia of this system and the resulting psychological deficiencies have seriously hindered the pace of reemployment of laid-off workers in state-owned enterprises. With the reform of the labor and employment system and the improvement of the contract system, the thinking mode and behavior of the employees of state-owned enterprises under the traditional system conditions have been impacted in an all-round way; but due to the lack of strong support from the social system and the external environment, most state-owned enterprises There are obvious deficiencies in the employment psychology of employees. The main performances are: strong rejection of the market-oriented reform of the labor and employment system, lack of necessary psychological endurance for the increasingly serious unemployment phenomenon; failure to timely change the concept of employment, enhance the sense of crisis and adaptability to unemployment, lack of The psychological preparation for cutting off the connection with state-owned enterprises has hindered the normal role transition process of state-owned enterprise employees. There are obvious occupational evaluation biases and unreasonable employment tendencies among the employees of state-owned enterprises.

To solve the problem of reemployment of laid-off workers, we must pay attention to the following aspects: 1. Leaders should pay attention to it, carry out patient and meticulous ideological and political work, and be a reliable food guarantee for the completion of the re-employment service center; 2. Promote the re-employment policy to further implement ; 3. Re-employment training has been further strengthened. In order to increase re-employment training, introduce market mechanisms to mobilize the county's overall social education, training laid-off workers, and the enthusiasm of unemployed people. 4. The coverage of social insurance has been further expanded and the difficulties have been broken. In terms of expanding social insurance participation, four measures have been taken: first, policy adjustments are in place and publicity is in place; second, the district and county are decomposed into various grassroots units; third is to seize the supporting links and increase law enforcement; It is to seize the key links and make key breakthroughs. In the work, the labor department pays attention to speeding up the socialization process of social insurance and relieves the burden of enterprises; on the other hand, it combines the current situation of diversified employment to study and formulate individual economic organizations, informal employment and archived personnel to participate in social insurance. The interim measures have solved the problem of participation of this group in social insurance. However, there are still many problems to be solved: the external economic environment for laid-off workers to re-employment is not optimistic, and some enterprises’ leaders’ understanding of the establishment of re-employment service centers needs to be further improved, and there is insufficient confidence in the re-employment of laid-off workers after entering the re-employment service center.
