Xuzhou City Youth Integrity Survey Report


“Jinnuo Integrity Project” is a brand project launched by the Xuzhou Municipal Committee of the Communist Youth League since July last year. It calls on the young people to start from their own, vigorously advocate the moral norms of “brightness and integrity” and promote the establishment of the social quota system. In order to make this work more targeted and effective, the Xuzhou Municipal Committee of the Communist Youth League recently investigated the integrity of the youth in Xuzhou City and formed this investigation report.

The survey was conducted from March to April 2003 in Yuncheng, Gulou, Quanshan and Jiuli. The main methods are questionnaires and interviews, and the scene test and online test are also carried out in conjunction with the survey, but the results are only for reference. The survey targets urban youth aged 18 to 40 years old, involving party and government enterprises, professional and technical personnel, general staff, business service personnel, workers, private business owners, individual industrial and commercial households, agricultural and forestry fishermen, unemployed and 11 social groups such as laid-off workers, school students, and migrant workers. 400 questionnaires were distributed and 377 valid questionnaires were returned, with a recovery rate of 94.25% and an effective volume rate of 100%.

If the survey results are scored in 100 points, the score is about 65.98483. The overall evaluation is "good faith, good quality, and good training." Young people have a high level of cognition about the concept of honesty, and low evaluation of social integrity; the phenomenon of deviance from the integrity of honesty and honesty among young people reflects the great difference between the cognition of honesty and the belief in the concept of honesty; The choice of good faith behavior has a large "reality" characteristics, and has not established a generally accepted principle of good faith. Therefore, in the choice of honesty and integrity, the youth are based on self-judgment, so that the behavior of honesty and integrity can present different characteristics of different methods. Young people have insufficient social resources for integrity, which directly affects the choice of honesty behaviors of young people. That is, the cost of honesty for young people is far greater than the cost of dishonesty. The benefits of dishonest behavior in reality are far greater than the benefits of honesty. . Therefore, the relative and simple view of honesty as a low morality is reflected in the questionnaire, which reflects multiple levels of different integrity. If the integrity is divided into five different levels: the intentional dishonesty is the first level, the forced dishonesty is the second level, the neutral choice is the third level, the non-active honesty is the fourth level, the initiative is honest and abandon Personal interests are the fifth level. Most young people are at the level of integrity between the second and fourth levels.

First, the level of awareness of integrity

In dealing with the ranking of honesty in personal factors, 63.6% of the people ranked the first in good faith, 21.5% ranked the second in good faith, and 8.4% ranked the third in good faith. Only 6.3% of people ranked integrity outside the top three. And 87% agree that honesty is the foundation of a person. This shows that regardless of education level, political outlook, income level, occupational differences and gender differences, young people's perception of integrity has been highly consistent, and they have placed integrity at a very high position. At the same time, young people have widespread dissatisfaction and hatred of dishonesty: 53.8% of the people’s fraud, hate, 35% said they were disgusted, 8% said they were unhappy, and only 2.1% thought it didn’t matter. These materials explain from the negative side that young people attach great importance to integrity.

Second, the evaluation of the overall social integrity

In the overall evaluation of social integrity, only 9.9% think it is good or excellent, 61.2% think it is average, 23.3% think it is not good, and 5.6% think it is extremely bad. This shows that while the consensus is that integrity is an important personal element, most young people have a low evaluation of social integrity. At the same time, 86.9% of people have had the experience of being cheated. Among them, 273 people chose “not many, occasionally several times”, accounting for 72.4% of the total, and there are often 50 people, accounting for 13.3% of the total. This shows that the youth's evaluation of the state of social integrity is derived from the sensory judgments made by their own experiences. Although for most young people, the number of deceptions is not many, it is enough to affect the reality and expected judgment of the society on the integrity of society and others. Therefore, in the survey "Do you think that most people will harm others without punishment?", 46.4% disagree with this statement, 27.1% agree with this statement, and 26.5 who can't tell. %. The choices show no fixed tendency, and people do not trust the integrity of others. At the same time, only 21.8% of people disagree with the statement that good faith has no good results, reflecting that young people generally do not have an optimistic view on the expected judgment of honesty, which is also highly consistent with the young people's evaluation of the overall integrity of society. .

Third, the relationship between honesty and honesty

As can be seen from the data in the first part, most young people have a clear understanding of the value of honesty, and only a small number of people have not yet established a clear sense of integrity. However, in the survey “Do you have acted with dishonesty?”, 63.4% of people have had unscrupulous behaviors for various reasons. This has led to a rebellious situation. On the one hand, people believe that honesty is very important, but at the same time they have made realistic behavior choices that are completely opposite to this cognition, forming a separation of honesty and honesty. In the survey, 86.9% of the people had been deceived and 68.7% of them had passed the red light without supervision. It also reflected that the youth had experienced dishonesty and implemented dishonesty. behavior. To a certain extent, this shows that young people only recognize the importance of honesty, but in actual actions, they often pay attention to the dishonest behavior of others who have harmed their own interests, and do not internalize integrity into their own conscious and voluntary behavior. There is a big gap in knowing and doing.

Fourth, the characteristics of honesty and behavior

In the choice of "When a person says that he has an emergency to borrow a mobile phone from you, do you borrow it?", 62.9% of the people chose to "borrow, but have preparedness", which shows that the youth are not protecting their interests. Under the premise, help behavior will be made. Among the behavior choices for the elderly beggars, 55.3% chose not to give, and 40.3% of the main reason was to suspect that he might be a liar. This shows that once the young person determines that the other party has implemented dishonesty, regardless of the reliability of the information, it will not implement the help behavior from the perspective of self-protection. Therefore, in the question of “the choice of treating the attitude of honesty and honesty”, 89.9% chose persistence but did not stick to it, indicating that the principle of universal good faith has been suspected, and the integrity attitude and behavior of the youth tend to be realistic. "It is no longer the basis for the choice of good faith behavior, but is replaced by "the possible outcome of the act of honesty and integrity." If such behavior does not harm the young people’s own interests or bring good results, the young people will often carry out honest acts; if the interests of the youth are harmed, the young people will not be willing to implement honesty because of self-protection. Even in order to protect themselves, they will make realistic and dishonest choices. At this time, honesty is no longer a simple matter of personal ethics, but a cost issue when individuals implement honest behavior. In subsequent interviews, many young people showed a position that if they persist in good faith, they sometimes pay far more than the price of dishonesty.

The test also reflects the youth's contradictory mentality about honesty and behavior. In the question "If you participate in the selection test for your future destiny, will you be related to the admissions in advance?" 49.9% of the people choose not, and 43.8% choose. The situation in which these two orientations are close to each other indicates that young people face the difficult choice of harming the interests of others by unscrupulous methods in the case of determining that society cannot guarantee fairness. This is actually the helplessness of the youth in the face of immediate help.

V. Maintenance of honesty and behavior

If the implementation of self-integrity behavior is self-sufficient, maintaining integrity and integrity reflects the individual's concern for society and the control and monitoring of other people's honest behavior. In "When you find that vendors are bullying customers, your choice", 63.7% chose "sneak reminder to not be fooled", and 10.6% chose "report to the relevant department afterwards" and chose to "stand up" There are 15.1% of those who reveal the truth, and 9.3% of those who choose “don't ask”. Most people still maintain integrity in a "realistic" attitude. On the "how to treat colleagues with unscrupulous behaviors that cause you to suffer losses," 41.6% of people choose the option of "not dealing with him". 24.7% of those who don't care, and 8.8 who don't care about him. %, there are 5.3% of people who have a tooth for a tooth, and people are still approaching a milder choice. When taking the same behavior for competitors, the answer is very concentrated, that is, 67.1% of people take legal measures to solve the problem. This means that once the object is determined, the youth will use different methods depending on the object. In the question “When someone else’s dishonesty makes you fall into disadvantage”, 21.2% choose to reveal the truth, 32.3% choose to reflect but don’t have hope, 26.9% choose not to take action, and 11.3% The choice also takes the same behavior. The four averaging answers show that in the absence of specific targets and the removal of real conditions, young people cannot find effective ways to maintain integrity, and there is no universal principle in dealing with event fashion, and choices tend to be discretized. Therefore, it can be easily determined that whether it is the implementation of self-integrity behavior or the act of maintaining honesty, the behavior of youth is special rather than universal, and different objects will bring different methods and specific principles.

6. Recognition of social integrity mechanisms

If the act of maintaining honesty is to describe the integrity of the youth on the surface, then the resources that young people have in maintaining integrity directly constitute the social capital of the youth, which greatly affects the choice of young people's honest behavior. In “Do you think that dishonesty has got the punishment”, 22.5% chose “No, because there is almost no means, regulations, and system guarantees”, 52% of the choices “No, because there is no law, law enforcement is not strict "20.4% of people chose "No, because there is no way to solve it", and only 2.4% believe that they have received the punishment they deserve. Young people generally believe that the social integrity mechanism has not been established or has not played its due role. Integrity has not achieved the results it deserves, and dishonesty has not received the punishment it deserves. However, it is not denied that 44.6% of the young people choose to “go to the association” in “self-deception by business and which method is most effective”. When lost, 59.2% of the youth choose to find the police to ensure that they are not deceived. Some sectors of society still have a high degree of trust. However, 1.3% believe that the weak rate of impunity is punishable, so that when young people choose a department with higher credibility, they also doubt whether they can get the desired result. Therefore, in addition to ensuring the reasonable result of honesty and behavior, the youth’s requirements for the integrity mechanism must also cause the dishonest behavior to be punished as it should be.

VII. Means of building a social credit mechanism

67% believe that the main reason is the backwardness of the legal system, and 51% believe that there is a lack of personal quota system. In contrast, in the choice of “the most effective and realistic means to solve the problem of honesty”, the law ranked first with 45.6% of the selected rate, followed by “establishing a public quota file” and “public opinion condemnation”. There is no means for real own means. Among the two answers, the law is seen as the main means of lowering the level of integrity and changing the situation, while 75.5% believe that dishonesty is not getting the punishment it deserves because of legal reasons. This shows that on the one hand, the concept of using law as a means of maintaining good faith is deeply rooted in the hearts of the people. On the other hand, the institution building of integrity is far from satisfying the youth.

The vacancies in the construction of the personal quota file system are also widely recognized by young people. In “How to Understand the Integrity of Others”, 36.9% of people know the integrity of others through friends, 36.6% have no means to understand the integrity of others, only 9.8% pass the quota file, and 4.5% pass Investigate the company for information. The data show that young people still lack effective means to understand the integrity of the situation. Therefore, in the choice of “Whether you are willing to establish a good faith file”, only 2.4% chose not to, and 39% chose “willing, but to ensure privacy”, and 12.5% ​​chose “if everyone Willing, I am willing," 42.2% chose "willing, but worried about the fairness of evaluation." Explain that the youth is very clear-headed in understanding, and regard the establishment of the integrity file as one of the effective means to change the integrity.

In the option “Integrity makes you suffer losses will continue”, 22% choose “even if integrity makes you face losses, you will continue to be honest without any conditions”, 61.5% choose to continue to speak Integrity, but to divide the situation, shows that young people still have a strong willingness to build integrity, but still pay attention to whether honesty can be truly established. Young people are not unwilling to walk on the road of honesty, but worry if "I told Integrity, others don't talk about integrity, I don't want to be a big head, so if you can't guarantee that the benefits of honesty are greater than the gains of dishonesty, you will fall into a circle of circles where everyone talks about integrity and everyone's dishonesty.

Eight, a brief summary

For the solution of the issue of youth integrity, we should start from the following two aspects: on the one hand, accelerate the pace of improving the social integrity mechanism. When other members of society generally do not speak honesty, moral preaching or restraint often appears pale and weak. In the choice of honesty and integrity, the lack of social resources of honesty that young people have will directly affect the choice of honesty and behavior of young people. Accelerating the construction of social and social integrity mechanisms, and continuously improving the level of guarantee for integrity from the system is the best encouragement for people to implement honesty. It is necessary to speed up the legalization process of credit construction, use the law to standardize the social quota system, and severely punish acts of dishonesty. It is necessary to establish a fair and transparent personal integrity file, and use standardized management to protect the legitimate benefits of personal interests and encourage people to implement good faith behavior. On the other hand, strengthen the education of youth's integrity. Establishing a good faith mechanism is an effective means to solve the problem of honesty. However, if we do not solve the problem of honesty in terms of ideological, moral and spiritual aspects, even if the quota mechanism is sound, the legal system is perfect, and we can’t stop that part of it. People who do not want to be trustworthy conduct untrustworthy behavior. Rebuilding the integrity of the "building" is basically the solution to the problem of low integrity in people's minds. On this basis, the social quota environment can be recreated. It is necessary to aim at the reality of the youth's integrity consciousness in the stage of "clear understanding, vague behavior", and guide the broad masses of young people to deeply understand that "people do not believe in or not, things do not believe in failure", "integrity-based, reputation is gold", "words We must believe that the line must be fruitful, and that "credit is above all else" to improve the moral standards in the face of conflicts between personal interests and honest behavior. We must call on the broad masses of young people to start from themselves, and drive more people to establish an ideology of honesty and trustworthiness, practice the moral requirements of honesty and trustworthiness, and gradually accumulate and expand, so that the quota environment of the whole society can be gradually improved, and the atmosphere of honesty and trustworthiness can be improved. More and more concentrated, and ultimately form a strong social glory, a shameful and powerful social public opinion atmosphere.
