Comprehensively promoting the national economy and social informatization is a strategic measure proposed by the Party Central Committee and the State Council to cover the overall situation of China's modernization construction. "Government first, driving information development" is an important policy of China's information construction. E-government is a key task of China's information construction in the near future. The so-called e-government is a new form of government management through the transformation of government administrative services with modern information and communication technologies, including intergovernmental e-government, government-to-business e-government and government-to-citize e-government. Specifically, e-government means that government agencies use modern computers and network technologies to transfer their management and service functions to the Internet, while optimizing the reorganization of government agencies and workflows; making full use of government-owned All kinds of resources, to achieve the sharing and integration of government information and government business; beyond the constraints of time, space and departmental division, to provide efficient, high-quality, standardized and transparent management and services to the whole society.
I. Development of national informationization and e-government
At the Fifth Plenary Session of the 15th CPC Central Committee in October XX, it was proposed to vigorously promote the national economy and social informatization, which is a strategic measure covering the overall situation of modernization. Informatization will drive industrialization, give play to the advantages of latecomers, and achieve social productivity leapfrogging.
In August XX, the state re-established the National Informatization Leading Group. The former Premier of the State Council, Zhu Rongji, personally served as the leader of the leading group.
On December 25, XX, at the first meeting of the National Informatization Leading Group, seven major tasks of informatization construction were put forward. The first one was to do a good job in e-government projects. E-government construction began with clearer government behavior. The way is determined.

The meeting discussed the "Opinions on Strengthening Information Security and Safeguard Work" and listened to the work report of the State Information Office on e-government construction.
The National Informatization Leading Group put forward the "Guiding Opinions on China's E-Government Construction", which further clarified the main tasks of China's e-government in the near future: 1 platform, 4 basic information bases, and 12 business systems.
In recent years, under the strong advocacy of the central government, e-government construction at all levels of government is in full swing. Some regions and departments have achieved remarkable results, such as: Beijing, Shanghai, Tianjin, Shenzhen, Guangzhou, Qingdao, Nanhai, and our province. Some municipalities and other departments related to the gold-sized project, such as Qinhuangdao and other departments of the State Council.
The above situation shows that the national leaders attach great importance to the issue of informationization and e-government construction. In China's economically developed regions and parts of the central and western regions, e-government has developed rapidly, and government management and services have initially realized electronicization, e-government and e-commerce, The family's Internet access is closely integrated, and the level of informationization of the national economy has been greatly improved. The prototype of the information society is beginning to take shape.
Second, the status quo of the development of e-government in xx city From the recent investigation results of e-government construction of the party and government departments of our city, we can see that:
1. The computer network construction of the party and government system in our city has begun to take shape. At present, the 25 municipal departments of the Municipal Party Committee, the National People's Congress, the CPPCC and the government system have established regional networks, including the Municipal Party Committee Office, the Government Office, the Finance Bureau, the Statistics Bureau, the Public Security Bureau, the Audit Bureau, the Personnel Bureau, the Education Bureau, and the Agricultural Bureau. The 11 departments of the Seismological Bureau and the Water Affairs Bureau have been connected to the province; most departments have access to the government public information network or directly access the Internet; the party and government system has more than 1,500 computer terminals, and the total network and server equipment About 180 units; thus, it can be seen that the construction of the computer network of the party and government system in our city has begun to take shape.
2. Network adoption is gradually spreading. The city's Finance Bureau, Labor Bureau, Statistics Bureau, Personnel Bureau, Science and Technology Bureau, Planning Bureau, Transportation Bureau, Water Affairs Bureau, and Archives Bureau have established 9 departments to use the network to establish professional application systems, such as: pension insurance and medical insurance systems, planning. Management system, financial management system, personnel salary system, vocational examination system, flood control system, etc.; on the Internet, the government public information website and China Merchants Network, personnel information network, behavior review, 315 network and other 10 departmental websites have been established.
3. The importance attached by all departments to the construction of e-government has generally increased, and the requirements for further development of e-government are urgent. In the survey, it is seen that the requirements of the various departments for the further development of e-government are very urgent. In particular, it is proposed to establish a unified e-government network linking all departments as soon as possible. There are 19 departments that propose new projects for next year. The projects are mainly focused on the construction of professional systems, office automation, government networking and website construction, such as the government regional network project of the government office and the financial bureau's gold. The financial engineering, the gold audit project of the Audit Bureau, the Jinbao Project of the Labor Bureau, the Juguan Economic System of the National Development and Reform Commission, and the talent network construction of the Personnel Bureau.
Third, there are problems
1. The information management organization is not perfect and talents are scarce. As the organization and coordination organization of informatization construction, the Municipal Informatization Office, due to the misalignment with the corresponding institutions in the province, overlaps with the information institutions set up by the municipal party committee and the municipal government, and has repeatedly adjusted, but failed to play the overall planning management and organization. Coordination and other functions.
At present, there are 11 specialized departments or institutions in the municipal government offices, the National Development and Reform Commission, the Finance Bureau, the Statistics Bureau, the Labor Bureau, the Public Security Bureau, the Price Bureau, the Open Office, the Education Bureau, the Agriculture Bureau, and the Radio and Television Bureau. Most institutions lack professional and technical personnel, and some have no professional technicians or seconded personnel. The total number of professional and technical personnel is less than 30.
Insufficient institutions, unsatisfactory relationships, and lack of talents make it difficult to form a joint effort to develop and promote major e-government applications, which is one of the main reasons hindering the development of e-government in the city.
2. There is a lack of unified planning, disorderly development, and repeated investment in network construction. From the perspective of the network and the system that has been built and under construction, it is basically a system and a department that are planned, designed and constructed according to their own needs and business characteristics. There is no unified planning standard, and they are separated by politics. Development, the network can not be interconnected, the lines can not be shared, the information resources can not be shared, and the unified e-government unified network platform of the city has not formed, resulting in redundant construction and investment waste. Taking the networking of various departments and provinces and counties as an example, the existing 10 municipal departments directly implement the interconnection with the province. The communication costs of 10 lines total about 600,000 yuan per year. If a unified network platform is established, two leases are centralized. The uplink line will save more than 60% of the communication costs, and will be leased to the lower line of each county and district, which will save more than 70% of the downlink communication costs.
3, heavy hardware construction, light development and use, the application effect is difficult to achieve the required level. The number of regional networks built by various departments is quite large, but only a few units have developed online office and business application systems. More than half of them are used for simple Internet access, achieving primary information transfer and document processing. There are individual units that can't even achieve these basic functions. Most of the websites established by the city government website and various departments on the international Internet have only static functions, lack of means to communicate with users, not to mention the problem of online service, the value that the public and enterprises need and have value. The online information resources are lacking. The effect of applying the network to improve administrative efficiency and improve the service level for the public and enterprises is far from the standard.
4. There is a certain blindness in the construction of e-government, and the ideas are unclear. Some departments have chosen to integrate the business of the department to effectively serve the public, generate social benefits and economic benefits as the entry point for e-government construction, and still stay at low-level redundant construction, such as office automation system projects, films. For the conference project, it is not necessary for each unit to establish a video conference system. It is not necessary for each unit to develop a system of office automation systems. These projects can be unified and planned and developed, and shared on the unified e-government network platform. In addition, the idea of ​​how much to invest in e-government projects and how to operate is unclear, and the proposed funding needs are unrealistic.
Fourth, the countermeasures to promote the e-government of the city
1. Strengthen the organization and management organization of informationization and e-government construction in our city. We will give full play to the city's informatization work office's overall management, organization and coordination functions for the city's informatization and e-government, rationalize the responsibilities of the relevant information departments of the city, and do a good job in division of labor.
2. Implement information engineering project review, bidding and supervision systems. It is recommended to set up a special fund for information construction in the city, establish and improve the project review and fund use management methods, and the municipal information office and the finance bureau and other relevant departments will put forward overall planning and specific implementation opinions, report to the informatization work leading group for validation, in accordance with the planning and construction process. In the budget, this part of the special funds will be concentrated on the important aspects of e-government and information construction in the city.
All e-government and informatization projects that use financial funds must go through the Municipal Information Office to organize expert demonstration, review, bidding, supervision, and acceptance assessment to ensure construction quality and progress, and promote standardized management of project construction and effective use of government funds. .
3. Accelerate the implementation of the unified e-government network platform of the city. In accordance with the requirements of the provincial XX---XX e-government planning, determine the "Xingtai City e-government construction implementation plan", unified planning, unified standards, and build a unified e-government network platform linking the party and government organs of the city as soon as possible to achieve all levels of the city. Inter-communication between departments, online resource sharing and information exchange, jointly develop and promote online application systems on a unified network platform to improve investment efficiency and avoid duplication of investment waste.
On the basis of the unified network platform, we will vigorously promote the construction of government office automation and business information systems, develop internal information resources and government public service databases, and realize the informatization of government affairs management. Further improve the government website, integrate the information resources of various government departments, and gradually establish a "one-stop" e-government service window for enterprises and the public.
4. By borrowing external talents, we will adopt various flexible methods such as engineering outsourcing and joint development for major e-government projects to alleviate the contradiction of talent demand in our city. At the same time, we will also reduce the shortage of government information institutions and alleviate the shortage of preparations.
5. Plan and organize the popularization of e-government knowledge and information technology in a step-by-step manner, widely improve the information awareness and information technology skills of civil servants, and vigorously promote the wide application of e-government in various departments.
