I. Basic situation There are 24 enterprises and institutions in Longyang District Water Conservancy System, with 311 employees, including 23 in public institutions. The main problems are based on the statistical analysis of this year. The development of our water system professional technology evaluation work is not Balanced, only one person qualified for senior professional and technical qualifications, no one has declared for many years, and there are few senior professional and technical personnel. The intermediate professional and technical positions tend to be young and middle-aged professional and technical cadres, and the cultural level is high, and the promotion is fast, resulting in intermediate positions. The job indicators are severely strained, and the competition is fierce. There are also professional and technical positions in the past, mainly technicians. Due to blind evaluation, the level of education is not high and not strict. After the evaluation, the position of technicians is stagnant. It’s a big deal, and technicians are retiring. At present, such people have become a historical problem that is difficult to solve.
