In 2019, under the correct leadership of the party group of the Municipal Judicial Bureau, under the correct leadership of the party's "16th National Congress", the Notary Lawyers Management Division did its due diligence and achieved certain results. We strictly abide by the various functional objectives identified in the “Golden City Justice Bureau's Target Management Responsibility Letter”, mainly focusing on the two major businesses of the city's notarization and the management and guidance of the lawyer industry. The main work of the year is summarized as follows:

I. Organizing and carrying out the centralized education and tidy activities of the lawyers in our city

At the beginning of this year, General Secretary Hu Jintao and other central leading comrades have made important instructions on how to strengthen the construction of the Chinese lawyer team. In order to conscientiously implement the spirit of the 16th National Congress of the Communist Party of China and the important instructions of the leading comrades of the central government, clarify the general requirements of the party and the state for the work of lawyers and the construction of lawyers in the new era, build a high-ranking lawyer team, and promote the process of governing the country according to law. In order to maintain judicial fairness and achieve social fairness and justice, in March this year, the concentration of lawyers’ collective education activities began to be carried out nationwide. According to the unified deployment of the Ministry of Justice, this concentrated education and rectification activities are divided into five stages: one is the learning mobilization stage, the second is the self-examination and self-correction stage, the third is the centralized investigation stage, the fourth is the establishment of the chapter, and the fifth is Rectification and acceptance stage.

In Jinchang City, at the beginning of the centralized education and rehearsal activities, the party group of the Municipal Judicial Bureau held a special meeting and established a leading group for the concentration of education and rectification activities of the city's lawyers. It was confirmed that the head of the team was led by Wang Huiqing and deputy director of Feng Zunqi as the deputy head of the department. Director He Yong is the leader of the team and the director of the office. Because the lawyers' concentration education activities involve all aspects of law firm management and personal practice of lawyers, the inspection time is long, wide-ranging, and deep, and basically covers all the functional objectives of the daily lawyer management and guidance of the public law. The work of lawyers in XX of our department mainly focuses on the concentration of education and tidying activities of lawyers. The key point is to implement the decision of the city's lawyers to concentrate on the education and leadership group, and organize the education and tidy work.

At present, the work of the first three stages of the concentration of education in the city's lawyers has basically ended, and will soon be transferred to the establishment of the chapter and the rectification and acceptance stage. Some of the work of the specific implementation of our department in the centralized education activities are as follows:

1. Learn the mobilization phase. The goal of the education and mobilization learning stage is to organize the city's lawyers to learn about the important instructions of the central leading comrades on strengthening the construction of the lawyers' team, the Ministry of Justice's regulations, the National Law Association's industry norms, and the provincial judicial department's relevant normative archives. In order to achieve the above work objectives, on April 13, the Municipal Judicial Bureau convened all the lawyers in the city to participate in the video conference held by the provincial government, and listened to the mobilization speech of Director Zheng Zhengfang and the arrangement of the education. On May 8th, the party group held a special meeting, set up a leading group of city lawyers to concentrate on education and rectification activities, and passed the implementation opinions of the city's lawyer team education and rectification activities. On May 13th, the Municipal Bureau held a mobilization meeting to make detailed arrangements for the significance, purpose, requirements, steps, and acceptance of the education and tidy activities. On May 25th, the leading group inspected and accepted the first phase of the work of five law firms in the city.

At this stage, the public law department is mainly to implement the decision of the leading group, and to do a good job in organization and implementation. This includes notifying relevant personnel to attend meetings, drafting speeches of conferences, and arranging conference matters; communicating with leading law groups and law firms, lawyers, understanding lawyers' ideas and practices on education and rectification, and collecting relevant information on education and tidying around the country. Provide theoretical and practical basis for leading group decision-making; organize, participate in inspection and acceptance, record and organize; draft the "work report" and "transfer notice" files at this stage.

2. Self-checking and self-correcting stage. The second stage of the centralized education process requires the law firms to manage the internal management of the lawyers, focus on the problems of “scatter, chaos, and bad” in management and the problems in practice, and conduct serious investigations and self-analysis. In accordance with the specific requirements of the implementation of the education and education in the city, the public law department mainly carried out the following tasks: First, urge the law firms and practicing lawyers to be examined item by item and implemented one by one. If the system is not perfect and is not implemented, it must be Formulated and sound. The second is to serve as the office of the city's lawyers' centralized education and leadership group. It is responsible for preliminary review of study notes, meeting minutes, investigation reports, rectification plans, and self-analysis materials submitted by law firms and lawyers. Return and ask for a rework. The third is to do a good job in self-examination and self-correction, to help law firms and lawyers “go out”, and to solicit opinions from people's congresses, CPPCC, courts, procuratorates, public security departments and all walks of life at all levels to help them talk about problems. Find the root cause. Fourth, in the two inspections and acceptances of the leading group on June 20 and July 15, the organization, communication, recording, and finishing work were done well.

3. Focus on the investigation stage. The centralized investigation and investigation stage mainly undertakes the stage of self-examination and self-correction, and timely investigates and corrects problems found in self-examination and self-correction. Therefore, it is difficult to distinguish between the two phases. Our working idea is that if we find problems after self-examination and self-correction, we must correct them in time, and the representative general problems should be included in the internal system construction of the firm. This makes the three links of self-examination, self-examination, centralized investigation, and establishment of the system to be organically combined.

According to this line of thinking, the centralized investigation and punishment stage, the city's lawyer team concentrated education and rectification leading group held a special meeting of lawyers throughout the city on October 11 and December 5. The theme of the October 11th meeting was to organize the relevant files of the lawyers to study the centralized investigation stage, and arrange the various departments to continue the work of self-examination and self-correction, and prepare for the next stage. The task of the December 5th meeting was to summarize the situation of the activities in the first three stages of education and rectification, and to review the work in the centralized investigation stage, and to deploy the work of establishing the system and rectifying and accepting the work. In the meantime, from October 21st to 27th and December 7th to 9th, the leading group examined and accepted the relevant work of the “reviewing” and centralized investigation stages of the five law firms in the city.

At this stage, the public law department is still mainly doing the uploading and organization implementation. With the gradual deepening of education and tidy activities, some problems have been exposed and the workload has gradually increased. However, the comrades in our department can carry forward the spirit of facing the difficulties, and complete the tasks assigned by the superiors with quality and quantity. At the stage of centralized investigation, the public law drafted a number of materials such as summarization, report, speech, etc.; organized the organization of work and inspection and acceptance; accepted and preliminary reviewed the system compilation, transfer report, study notes, etc. submitted by various lawyers and proposed amendments. Complete other administrative tasks required by the leadership team.

Second, strengthen the management guidance for the notary work in our city

Jinchang City currently has two notary offices of the City Notary Office and the Yongchang County Notary Office. Judging from the scale of business, Jinchang City Notary Office has handled 6,349 kinds of notarizations in the past XX years, including 1,561 pieces of notarizations such as evidence preservation, real estate affairs, wills inheritance and gifts, civil and enforcement, and foreign-related Hong Kong, Macao and Taiwan. Since XX years, Yongchang County Notary Office has handled 373 various types of notarization, including 117 civil cases and 256 economic categories.

In accordance with the “Responsibility Letter for Departmental Target Management”, the Public Law Department has mainly done the following work in managing and guiding the notary business of the city:

First, do a good job in the business training of notaries, actively organize notary personnel to participate in various types of training arranged by the higher-level business departments, and do a quarterly check and study. The fourth is to organize the inspection of the quality of the notarization case. According to the spirit of the “Notice of Gansu Provincial Department of Justice on Carrying out the Work of Notarization Quality Inspection in the Province”, our department has organized a comprehensive inspection on the notarization quality of the Notary Office of Jinchang City and the Notary Office of Yongchang County since XX on November 1st. This inspection is based on the Notarization Rules and related laws and regulations. It is closely related to the four major aspects of authenticity, legitimacy, stylization and standardization in light of the notarization quality standards of the China Notary Association. The focus is on evidence preservation and real estate affairs. Five kinds of notarization matters such as civil, compulsory execution, foreign-related Hong Kong, Macao and Taiwan, etc. The inspection is carried out in two stages. From November 1st to 15th, it is the self-examination stage of the notary offices. It takes the self-examination of the office staff, the mutual inspection of the notaries, and the centralized evaluation of the whole office. On this basis, the notary office The comprehensive inspection conclusions were obtained and reported to the public law department; November 16 and 17 were the inspection stages of various regions, led by the deputy director in charge, and two mutual inspections were organized between the city and county notary offices.

The fifth is to participate in the reception of the provincial department inspection team, accepting the inspection and acceptance of the quality of the notary work of the city. On November 26th and 27th, the Provincial Department of Notary Public Quality Inspection Team led by the Director of the Notary Public Administration of the Provincial Department of Justice, Wu Yongtao, came to the city for inspection and acceptance. Our department participated in the inspection process all the time, and reported the results of the inspection from the 16-17th self-examination stage to the leaders.

Third, other tasks specified in the functional objectives

During the year, the Public Law Branch also carried out other tasks as defined in the following functional objectives:

1. Organize and arrange the judicial examination work of our city. In July this year, in accordance with the deployment and requirements of the provincial department, the public law department carefully organized the registration of the national unified judicial examination, established electronic information files for all candidates, and opened a secure channel for confidential information across the province under the guidance of the provincial government. . At the beginning of September, our department issued the admission ticket on time. In the middle and late, the competent director led the team to the Zhangye area to participate in the examination work. Now the test results have been announced, this judicial examination Jinchang a total of 61 people signed up, 54 people actually reference, 4 people scored to reach the qualified line, the pass rate was 6.6%, 4.1 percentage points higher than last year. At present, our department is in accordance with the regulations, and has plans to complete the examination, report, qualification certificate, filing, and file retention in a step-by-step manner.

2. Cooperated with the missionary education department to produce two "legal walks with the law" legal TV programs.

3. Completed the annual inspection registration of lawyers and law firms of the Legal Aid Center. There are five law firms in the city and twenty-nine lawyers. There are three legal aid centers and five lawyers.

4. Complete the work of all kinds of lawyers' notarized statistical reports.
