First, the state-owned places

The existing state-owned premises are six legal entities, with a total of 2,153 employees, including 1,382 incumbents, 453 retired, and 318 other empty and automatic resignations, with a total area of ​​35,500 mu.

There were no signs of pine caterpillar damage. 113 acres of tea gardens have produced 3,500 kilograms of tea, including 500 kilograms of high-grade bud tea. From January to May this year, the total output value of the whole project has reached 3.7 million yuan, accounting for 88% of the annual project plan of 4.2 million yuan. The citrus and tea leaves in the horticultural field are a good harvest. This year, the seedling field has introduced famous names, excellent, new and special small fruits, and the varieties are six categories, covering an area of ​​more than 40 mu.

In the first half of this year, the Industry Section mainly did three things in the management of state-owned places. First, deepen reform, further advance, and improve the restructuring. According to the spirit of the archives of the Wuzheng Office [XX] No. 102, small and medium-sized state-owned enterprises are required to be fully liberalized. In about two years, the property rights reform of small and medium-sized state-owned enterprises in the city will be basically completed, and all state-owned assets will be withdrawn or withdrawn from the controlling position. Enterprises have been transformed into private enterprises or mixed-ownership enterprises. Employees have reformed the status of employees of state-owned enterprises. Through the efforts of the past few years, five of the state-owned places should be restructured, and four have been restructured. . At present, these three units are actively raising arbitration funds; the horticultural field restructuring has not yet signed At present, the contracted land is being cleared, the restructured area and the amount of the exercise are checked, and various procedures are completed in accordance with relevant policies to consolidate the results of the reform. Although the restructuring of Qinglongshan Forest Farm started late, this year, the enterprise restructuring and pension planning and medical insurance can be successfully completed. By the end of June, two employee representative conferences have been held. A series of reform and restructuring plans will be launched in the near future. The project will raise 8 million yuan to completely solve the worries of employees. It has been carried out with the restructuring office, the co-ordination office and the medical insurance office. After consultation, a preliminary operational plan was reached. Second, in-depth investigation and research, find out, and resolve historical issues. The biggest problem left over from history is the debt problem. The accumulated debt of state-owned places has reached more than 10 million yuan, of which bank debt accounts for 70% and internal debt accounts for 30%. The debt problem is a fundamental problem in suppressing the speed of economic development in state-owned places. How to help state-owned places deal with the problems left over by history is a very important task and new task of our industry department. This year, the Qinglongshan Forest Farm, the horticultural field and the Nanzhuchang have started. Our working method is to start with clean-up: first, clean up debts, audit finances, and establish regulations; second, clean up the land contract fees over the years. Clean up the contracted area that is considered to be the wasteland, and clean up the contracted area without paying the fee; the third is to re-pricing the area cleared. Through these three clean-ups, the pressure on internal debt can be alleviated, and some positive factors that are conducive to the development of production can be mobilized. Third, actively cooperate with the venue to expand investment attraction. With its unique geographical advantage, Qinglongshan Forest Farm has already taken the lead in attracting investment and has also tasted the sweetness and seen the results. New investment projects are also underway. This year, the horticultural field and the bamboo farm have started to attract investment. According to the spirit of the party committee, the partial shipping area can put the investment conditions on the principle. First, the lease term can be extended to 50 years; the second-year rent transfer can be lowered a little. According to this principle, Nanzhuchang has signed a land contract of 30.8 mu, and the developer has paid 80,000 yuan in advance, and more than 100 Mu is in negotiation. There are also 200 acres of horticultural fields in the area. Tea farms and forestry institutes are also actively looking for businesses. Our working principle is: master the situation, the client of the meeting, actively cooperate, participate in the negotiation, and inform the party committee.

Second, business and industry aspects

There are 12 existing industrial and commercial enterprises, including Changdi Wire and Cable Factory, Rongfu Factory, Furniture Company, Metal Factory, Integrated Sales Department and Changlin Company. For the enterprises that are in production, we take the first step of strengthening management, focusing on several major economic indicators such as output value, profit, and taxation, and supervising the issuance of basic living expenses for retirees. For the enterprises that have been sold or sold, we mainly urge the rents to be in place, check the scope of rent use, and prevent the loss of state-owned assets. For the industrial and commercial enterprises that have gone bankrupt and have not yet been logged out, we have legally related matters. We have adopted a calm, calm, clarifying right and wrong approach, and actively responded to the problem. Things have been done.

Third, stable work

In the first half of the year, 31 cases of letters and visits were received, including 2 at the municipal level, 6 at the district level, 23 at the bureau level, 4 with written texts, and 120 as many petitions, and 3 court cases were resolved. 1 and 2 are in mediation. This year's petition cases, visits, and court cases have grown by 30%, 50%, and 30% respectively compared with last year's date. The characteristics of this year's stable work are: "three more than four no", more than three: more cases of petitions, more petitions, and courts There are many lawsuits and four: there are no conflicts and accidents, no abnormal order of the organs, no troubles for finding the main leaders, no unreasonable troubles. The main reasons are three: First, the party committee attaches importance to it, mainly based on frequent personal reception. Letters to visitors; second, the specific staff work is done carefully, patiently, problem-solving is not procrastinating, do not shirk; third, the reception staff in-depth practical, multi-faceted grasp of first-hand information, to make the situation clear, my heart , everywhere in an active position. In the past six months, our industry department has done specific work in the above three aspects and achieved certain results.
