Chapter 3: Duties of the Chairman of the State Council
1. Assist the party branch and administrative organization, do a good job in the politics, culture, and business study of the faculty and staff, mobilize the accumulation and creativity of the members, and run the school with one heart and one mind.
2. Do a good job in the life and welfare of faculty and staff, organize faculty and staff to participate in cultural and recreational activities, and enrich the cultural life of employees.

8. Organize a teaching representative meeting to discuss major decisions of the research school. 9. Caring for the physical and mental health of faculty, safeguarding the legitimate rights and interests of faculty and staff, caring for the material and cultural life of members, and assisting the executive leadership in solving the practical difficulties of members.

Chapter 5: Duties of the State Council
