SFDA's target management implementation rules
Chapter I General Provisions
The first one is to standardize the goal management of the food and drug supervision and management system of the province, to promote the integrity, diligence, pragmatism and efficiency of the regulatory agencies at all levels of the system, to ensure the smooth flow of government orders, and to ensure the development of food and drug supervision in the province and various objectives and tasks. ~Complete, these rules are specially formulated.
Article 2 These Rules shall apply to the Municipal Drug Administration Bureau, the departments directly under the Provincial Bureau, and the provincial bureaus.
Article 3 The Sichuan Provincial Food and Drug Administration System Target Management Supervision Leading Group shall be established. The leader and deputy leader are headed by the provincial bureau, and the members are composed of the principals of the relevant departments. The Leading Group has a Target Management Supervision Office, which is co-located with the Provincial Office and is responsible for the day-to-day work of the System Target Management Supervision Leading Group.
Chapter II Goal Formulation
Article 4 The objectives are divided into annual work objectives, special goals and supervision targets.
Article 5 Target setting:
The annual work target is based on the objectives and tasks assigned by the provincial party committee and the provincial government to the provincial food and drug administration, the business tasks assigned by the State Food and Drug Administration, the work report of the provincial food and drug administration and the important work tasks of the units and offices. The annual target total score is 100 points.
The special target is based on the special target issued by the provincial government, the provincial party group meeting or the pilot task of the special task-making bureau confirmed by the main leaders; the single target score is 1 point.
The target of supervision shall be set by the Target Management Supervision Office to set the supervision target according to the important matters set by the provincial party group meeting; the upper limit of the single supervision target is 0.2 points.
Chapter III Target Operation
Article 6 The operation monitoring of the target shall be carried out in a half-year summary and year-end summary. The Provincial Bureau's Target Management Supervision Office conducts half-year inspections, spot checks and year-end comprehensive assessments on annual work targets, and coordinates and supervises problems existing in the operation.
Article 7 The monitoring of the special target and the operation of the supervision target shall be randomly checked by the provincial government's target management supervision office according to the target time limit.
Chapter IV Target Assessment
Article 8 In accordance with the principle of “unified standards, objective and fair, combined with evaluation and evaluation, and rewards and punishments”, the target assessment shall be carried out in a combination of self-examination, random inspection and comprehensive assessment.
Article 9 The target assessment shall be undertaken by the provincial party's target management supervision and leading group, and the provincial bureau's target management supervision office shall organize the implementation.
Article 10 Assessment content:
The main contents included in the annual target assessment are:
The leadership of each unit to carry out the "four good" activities;
The completion of the goal of building a clean government;
Annual work target completion;
The completion of the special target;
Supervise the completion of the target;
Target management work.
Article 11 Assessment Method: The target assessment shall be carried out by combining the semi-annual inspection and the random inspection, and the method of comprehensive assessment at the end of the year.
The half-year inspection is combined with the spot check. Before June 30 of that year, each target responsible unit and department conducted a self-examination of the completion of the target tasks in the first half of the year, and formed a brief text on the basis of comprehensive self-examination to report to the provincial government's target management supervision office. The Provincial Bureau of Target Management and Supervision conducted a key spot check on the operation of provincial targets, and spot checks only focused on the original materials.
Year-end comprehensive assessment. In mid-December of that year, the provincial government's target management supervision and leadership team conducted a comprehensive assessment of the target responsible units and the completion of the target tasks.
Article 12 Each unit and department responsible for the assessment shall carefully prepare the annual assessment materials, conduct self-inspection according to the prescribed assessment contents, and truthfully write the self-inspection report on this basis. The self-inspection report shall be submitted to the Provincial Bureau of Target Management Supervision Office at the specified time and requirements.
Article 13 The Provincial Party's Target Management Supervision Leading Group shall, based on the results of the assessment, submit a comprehensive opinion and report it to the provincial party group for approval.
Chapter V Scoring Principles
Article 14 The evaluation of the target management supervision shall be carried out in a non-percentage system.
The basic work targets undertaken by each unit and office are basically divided into 100 points.
The formula for calculating the total score of each unit and office is: real score = basic score + bonus point - deductible.
The target scoring is divided into four levels: 1. Exceeding the target task with excess or high quality, adding points; 2. Completing the target task and counting the full score; 3. Completing the target task by more than 70%, and scoring according to the actual performance of the completed goal; Complete the target task below 70%, count 0 points.
Article 15 Extra points.
For the extra points of the quantitative indicators in the annual work target, the upper limit is 10% of the basic score of the target. For the high-quality completion of non-quantitative indicators, the bonus points are 10%, 8%, and 5% of the basic points of the target according to the recognition of the national bureau, province, or city government or the main leaders.
The special target and the supervised target are scored according to the target.
Individuals, departments or individuals are commended by the Party Central Committee, the Provincial Party Committee, the Provincial Government, the Municipal Party Committee and the Municipal Government for 1 point, 0.6 points and 0.3 points respectively. The bonus points are based on the awards, medals, certificates and recognition notices of the approved units, and the same content is added once at the highest level.
Individuals, offices or individuals were commended by the provincial bureau and the provincial leaders were given a mark of 0.3 and 0.2 respectively. For the completion or over-fulfillment of various objectives and tasks, obeying the overall situation and smooth government orders, but the units and departments with few extra points due to the target, such as the outstanding performance of the year, the assessment team can propose 0.5-1 in the assessment. The bonus points for the points are approved by the Provincial Bureau of Target Management Supervision and Leading Group.
For units and offices that have made outstanding contributions to the food and drug supervision and management industry and industrial development in the province, or have major reforms and innovations in their work, and have a leading role in the whole system, the Provincial Bureau of Target Management Supervision Office can press 1 - 5 points proposed to add points to the provincial party group to review. &nbs

Article 16 Subtraction
If the target project is not completed, the approved target is basically divided into a base number, the completion amount is more than 70%, and the performance is scored according to the completion target; the completion amount is less than 70%, and the target is calculated as 0 points.
Units and offices that have not completed the special targets and supervised the targets shall be reduced by the provincial target management inspection office according to the set points.
Deduct 2 points for fraud in the target management supervision work.
In the completion of the target task and supervision work, emphasizing the unit and the local or local interests, disobeying the overall situation, pushing each other and affecting the completion of the target task by 2 points.
For other special circumstances, it is necessary to deduct the points from the provincial government's target management supervision office and the provincial party group to approve.
Chapter VI Target Adjustment
Article 17 In the following cases, the provincial government's target management supervision office confirms the application to the provincial party group for approval, and allows adjustment targets:
Target projects adjusted by the provincial government's target management supervision office;
The target group approved by the bureau group;
Force majeure factors affect the target project completed by the target task.
Article 18 The target to be adjusted shall be submitted to the Provincial Office of the Target Management Supervision Office in writing before October 15 of the current year, stating the reasons for the adjustment target, and shall not be approved upon expiration. The approved target project has only a basic score.
Chapter VII Awards and Punishments
Article 19: Ways of reward and punishment. The rewards are combined with spiritual encouragement and material rewards, with spiritual encouragement. If you are outstanding in accomplishing the target task, you will be given a report; if you have a poor target task, you will be notified.
Article 20 The target assessment score shall be in the top 3 of the provincial bureau, the top 5 of the municipal and state bureau, and the former of the directly affiliated unit, and fully complete the main work objectives issued by the provincial bureau, which shall be regarded as the advanced unit of system target management. The provincial bureau will report and reward.
Article 21 The calculation of the target management bonus. The offices of the provincial bureaus shall be implemented in accordance with the relevant provisions of the provincial government. Units not included in the scope of the provincial government's calculation and distribution shall be appropriately rewarded by the provincial bureaus, and specific measures shall be formulated separately.
Chapter VIII Supplementary Provisions
Article 22 These Measures shall be interpreted by the Objective Management Supervision Office of the Provincial Food and Drug Administration.
Article 23 These Rules shall be implemented as of the date of promulgation.
