Combined with the actual work of this Council, the specific implementation measures are as follows:

9. Unit infrastructure projects, installations, etc. may not be personally calculated or contracted by relatives and friends. To adopt open tendering and negotiation, we must adhere to collective research decisions, strengthen the management of infrastructure projects, strictly implement audit and acceptance systems, and eliminate overestimation. Counterfeit, guarantee the quality of the project, and prohibit private activities in the infrastructure.

10. It is not allowed to privately “small treasury”, and all economic accounts must be included in the financial revenue and expenditure.

11. No private or excessive money is allowed.

12. It is not allowed to conduct letters and visits and report to the public for no reason, and to establish a work system for registration, leadership approval, and contracting results.

Article 5: Further strengthen the personnel management of cadres and conscientiously implement the system of honesty and self-discipline of leading cadres

6. It is not allowed to make economic guarantees for external units and individuals in the name of the company.

7. The operating profit is not allowed to “extracorporeal circulation”. The purchase and sale of cigarettes make the goods truthfully accounted for. The actual price is truthfully stated on the company’s account, and the operating profit is truthfully reflected.

8. It is not allowed to provide any conditions for the units outside the system and individuals to purchase cigarettes in violation of regulations, including lending accounts, contracts, transportation permits, introduction letters, work permits, funds, etc.

9. "Diversified management" is not allowed to make personal decisions in terms of project establishment, investment, and entry, and must adhere to collective research.

10. The company's incumbents are not allowed to receive subsidies and bonuses in the “diversified business” enterprises and wholesale departments.

11. It is not allowed to operate a variety of cigarettes in violation of the regulations.

12. It is forbidden for the employees of the company to go to the wholesale department to eat cards, reimbursement documents and accept any gifts and gifts.

Article 8: Strictly implement the financial system, strengthen the internal management of the enterprise, make the economic activities of the enterprise orderly and well-organized, and gradually improve the financial management to standardize and modernize, and promote the continuous improvement of the economic benefits of the enterprise.

1. Do not violate the law of financial discipline.

2. No false accounts or accounts are allowed.

3. No tax owed.

4. It is not allowed to reimburse invoices that exceed the approval authority.

5. No public funds or unapproved loans are allowed.

6. No cadres or employees are allowed to borrow public funds for overdue.

9. The phenomenon of being fined by the auditing agency due to work errors is not allowed.

10. It is not allowed to disclose confidential matters in the audit.

11. Gifts and securities of the audited entity are not allowed to be accepted.

Article IX, accountability:
