Administrative procedures for cadres and personnel files
In order to strengthen the management of the personnel records of the cadres of the bureau, improve the scientific management level of the archives business, effectively protect and utilize the personnel files of the cadres, and better serve the cadres' work, according to the Measures for the Administration of Personnel Files of the Entry and Exit Inspection and Quarantine System, These measures are formulated in the actual situation of the bureau.
First, the personnel records of the cadres of our bureau are under the responsibility of the Personnel Section. The management personnel must be official members of the Communist Party of China with political reliability, decent style and strong sense of responsibility.

Third, the content and classification of cadre personnel files
The cadre personnel file is the personal experience, political ideology, moral character, business ability, work performance and work of the cadres formed by the personnel department of the entry-exit inspection and quarantine system in accordance with the cadre policy of the Party Committee and in the work of cultivating, selecting and appointing cadres. The archival materials such as actual performances are an important basis for historically and comprehensively examining and understanding the correct selection and use of cadres, and are an important part of the national archives.

4. The scope of cadre file management should be consistent with the scope of cadre management. The scope of its storage is as follows:
The original copy of the cadre file shall be kept by the Bureau, and a copy of the file shall be established by the cadre at or above the deputy level.
After a cadre resigns, resigns, automatically resigns, or is dismissed, if his or her employment is not employed, his or her file will still be kept by this Council. If another employee is employed, his or her file will be transferred to the relevant organization or personnel department for custody. If there is no custody condition, the personnel department shall be attached. The Talent Mobile Service Center keeps it.
If a cadre is dismissed from public office and is not employed, his or her file shall be kept by this Council; if another employee is employed, his or her file shall be transferred to the relevant personnel department for custody. Where employment is obtained through the labor department, its files are kept by the relevant labor department.
After the cadres leave the country, disappear, or flee, their files are kept by this Council.
After the death of a cadre, it shall be kept in accordance with the Regulations on the Work of Archives of Cadres:
After the cadres retire, the files are still kept by this Council.
5. The collection, separation and filing of cadre files shall be carried out in accordance with regulations. The materials collected must be carefully identified. The archived materials should be true, complete and complete, with clear text, clear objects and complete procedures. If it needs to be reviewed and stamped by the organization or signed by the person, the signature of the seal can be classified into the cadre file. The archived materials were sorted and organized according to the "Detailed Working Rules for the Archives of Cadres", which were carefully identified, classified accurately, arranged in order, numbered, clearly cataloged, and neatly bound.
6. The cadre files shall be produced in accordance with the standard specifications of the national archives. Archival materials are sorted by time, content, and level. The numbered archiving materials shall be kept in a unified manner, and a special warehouse shall be set up, and the management shall be done in accordance with the “Warehouse Management System”.
7. The principle of custody of cadres' files should be safe and confidential, easy to find, and establish a registration and statistical system. It is strictly forbidden for any individual to privately store other people's files. The use of archival materials for malpractices should be dealt with seriously according to the seriousness of the circumstances. Any violation of the Archives Law and the Secrecy Law shall be dealt with according to law.
8. Due to the need to consult and borrow cadre files for work, the following provisions must be observed:
The consulting unit shall fill out the “Approval Form for the Inspection of Personnel Personnel Files” and go through the examination and approval procedures in accordance with the regulations on the personnel files of the cadres. You may not use the investigation certificate to refer to the cadre personnel file:

No individual may access or borrow the files of himself and his immediate family members:
To check the files, we must strictly abide by the secrecy system and the reading regulations. It is strictly forbidden to alter, circle, extract or replace the archival materials. The examiner shall not disclose or arbitrarily publish the contents of the file, and the violators shall be punished according to the relevant regulations and shall be investigated for criminal responsibility.
Units and individuals who borrow and access files shall not photograph the contents of the copied files without authorization. If the work needs to obtain evidence from the file, it must be approved by the supervisor and approved before it can be copied. The copied material must be stamped with the official seal, otherwise it will be invalid.
9. After the cadre transfer or job change, the file should be transferred to the new unit in time. The following rules should be observed for the transfer of files:
The cadre personnel files shall be transmitted by confidential transportation or sent by special personnel, and shall not be mailed or handed over to the cadres themselves;
The transferred files must be complete and complete, and carefully sorted and bound according to regulations, and materials must not be detained or transferred in batches:
