In order to further develop and expand the auto parts industry in our region, understand the development level and trend of China's auto parts industry, learn from the development experience of advanced areas, seek cooperation and attract investment, and our district united FAW Jiqi Company to form an inspection team on June 22 From July to July 2, I went to Jiangsu, Zhejiang and other parts of the country to inspect some local auto parts companies. Through inspection, we not only learned the advanced scientific and technological development level of the auto parts enterprises in Jiangsu and Zhejiang, the management concept, but also felt the strong atmosphere of the local enterprises. We saw the development gap and shortcomings, and we were greatly shocked. Some basic information, the gaps and enlightenment of the development of auto parts industry in our district and the conception of future development are as follows: 1. Basic situation of investigation In Jiangsu and Zhejiang, we have inspected Zhejiang Yuanji Plastic Co., Ltd. and Zhejiang Great Wall Yushi Group. Wenzhou Zhongzhi Auto Electric Co., Ltd., Wenzhou Jiulong Standard Parts Co., Ltd., Wenzhou Lucheng Hongfa Auto Parts Factory, Wenzhou Xintian Group, Zhejiang Wanchao Electric Co., Ltd., Zhejiang Ruipeng Auto Electric Co., Ltd., Nanjing Xiezhong Group, etc. enterprise. We feel that these 9 enterprises have the following characteristics: 1. The scale of the enterprise has been changed from primitive accumulation to large-scale production. The total assets of 9 enterprises are 1.18 billion yuan, the average households are 131 million yuan, and the fixed assets are 750 million yuan. The average household is 83.3 million yuan. Among them, 5 enterprises have fixed assets exceeding 100 million yuan. The annual sales income of 9 enterprises was 1.12 billion yuan, and the average household income was 124 million yuan. There are 6 companies with sales revenue exceeding 100 million yuan. The large scale is also reflected in the formation of group development, such as the six major holding companies under the Zhejiang Great Wall Yushi Group, the four major joint-stock companies, two major technology research and development centers, with total assets of 220 million yuan, including the Changchun Great Wall Auto Parts in Changchun. The company established Jilin Chideli Electric Appliance Co., Ltd. and Jilin Jishi Auto Parts Co., Ltd. in Jilin City. Zhejiang Yuanyi Plastic Co., Ltd. has established holding companies in Jiangxi, Chongqing, Liuzhou and Hefei respectively. Zhejiang Wanchao Electric Appliance Co., Ltd. has already acquired 100 mu of land in Shanghai, and 50 mu of land for each of Wuhan and Liuzhou has invested in the establishment of a subsidiary. 2, product diversification, serialization, market multi-channel, large share. The products of 9 enterprises are plastic parts, wire harnesses, connectors, electrical components, heaters, wipers, air conditioners, etc. For each enterprise, the products reflect diversification, serialization, and supply of multiple channels. The market share is large. For example, the main products developed and produced by Nanjing Xiezhong Group are stacked evaporator, tube air evaporator, drainage condenser, tube belt evaporator and condenser, heater core, automobile air conditioning pipeline, engine radiator, etc. The total output is 200,000 air conditioning systems. The products are supplied to major automobile factories nationwide. Wenzhou Zhongzhi Auto Electric Co., Ltd. has a total of 120 employees and 30 million yuan in fixed assets. It is a small-scale enterprise in our inspection. It specializes in the production of automobiles, locomotives, plug-ins and instruments, and produces 53 kinds of plugs and sockets. Fuse terminals, 153 kinds of plugs, socket sheaths, etc., the sales network has spread throughout the country, and to the Middle East, Southeast Asia, Europe and the United States and other regions. The annual sales income reached 80 million yuan. Zhejiang Yuanyi Plastic Co., Ltd. develops and researches automobile soft and hard plastic instrument panel as one of the top five domestic instrument panels. The bumper is one of the top five in China, and the steering wheel is one of the top five in China. The bus seat is one of the top ten in China. For domestic FAW, Second Automobile, Nanjing Automobile, Heavy Duty Truck, Changhe, Hafei, Liuwei, Changan, Futian and other more than 30 OEM plants. 3. Advanced equipment and strong production capacity. The nine companies we surveyed have completely got rid of the hand-work-style production model. For example, Nanjing Xiezhong Group's main production and experimental equipment are imported from Japan, the United States, South Korea, etc. Zhejiang Yuanyi Plastic Co., Ltd. has an injection molding machine group from 100g to 20,000g/2500 tons connected with the suspension line, two plastic machines. Focus on talents and strong research and development capabilities. For example, Zhejiang Yuanya Plastic Co., Ltd. Technology Development Center has two UNIX workstations, dozens of high-end microcomputers, and flat and three-dimensional design software. It is specialized in the development of nearly 30 plastic products and molds, and can complete the whole process of product development from CAD/CAMD. Zhejiang Great Wall Yushi Group has 5 senior engineers, 5 senior managers, 35 engineers, 40 junior titles, and more than 30% of employees in colleges and universities. It has formed a market research, research and development, and technological innovation. Production, engineering, information systems, product marketing, service support and other eight functions in one integrated business network. Zhejiang Jiulong Machinery Manufacturing Co., Ltd. is a production enterprise mainly based on tight and tough body. It has 400 employees and 30 professional and technical personnel. The company adheres to the tenet of “people-oriented, realistic and innovative”. The 9 companies we have visited have a total of 2,440 employees, including 323 professional and technical personnel, accounting for 13.2% of the total number of employees. Most enterprises form technical mutual assistance with universities and research institutes, and simultaneously absorb and digest the latest development technologies in China. 5, management science, survive by quality. All 9 enterprises have passed the ISO9000 standard system, and most enterprises have passed the ISO9002 international identification and introduced the ISO/TS16949 management system. According to the requirements of the international quality system, combined with the actual situation of the enterprise, it analyzes the customer's needs and forms a comprehensive management system from product design, mold development, production process coexistence, from processing to packaging, transportation and delivery of customers and services. Thanks to the advanced quality control testing method combined with the standardization of the workers' operation and the consistency of the operation, the high quality of the manufactured products is guaranteed. Each company strengthens product testing and performance testing. Such as the plug-in parts of Zhongzhi Auto Electric Co., Ltd., the wiper of Ruipeng Auto Electric Co., Ltd., the electric device of Lucheng Hongfa Auto Parts Factory, these three relatively small-scale enterprises, but 100% of the product performance test gives We are deeply impressed. 6, the company's purpose and concept are clear, and strive to practice the concept of focusing on credibility, honesty and trustworthiness, striving for first-class, brand-name, leading domestic, and exploring the international market. For example, the Great Wall Yushi Group proposed that the group's philosophy is “integrity and win-win, people-oriented”, and the Group's pursuit “to create a brand of Yushi and build an auto parts carrier”. Zhongzhi Auto Electric Co., Ltd. puts forward the tenet of "Quality for survival, science for development" and adheres to the tenet of "Quality First, Credit First, User First". Yuanyi Plastic Co., Ltd. puts forward the company's business objectives: Science and technology to develop factories, quality survival, unity and enterprising, integrity management. It is precisely because of the distinct corporate philosophy and purpose that the company has a clear business direction and persistent conviction. 2. The gap and enlightenment rely on the advantages of FAW Jiqi Co., Ltd. located in our district. In recent years, the auto parts industry in our district has developed rapidly. At present, there are 46 auto parts enterprises, with an annual output value of 200 million yuan and a tax revenue of 1,000. Ten thousand yuan, 3,000 employees were resettled, 46 enterprises had fixed assets of 270 million yuan, including 12 enterprises with assets exceeding 10 million yuan, and the average assets of the other 34 enterprises were 1.5 million yuan. The main products are rubber and plastic parts, stamping parts, casting processing, forging processing, machining, painting parts, interior parts, electrical components, wiring harnesses, lamps, etc., respectively, Jiguang Factory, Ha Light Factory, Shenyang Jinbei, FAW Volkswagen Compared with the FAW Liberation Package or sales of spare parts, the auto parts industry in our district has some development, but there is a big gap compared with the advanced regions. Through this visit to Jiangsu and Zhejiang, we feel that the gap is mainly reflected in: 1. The scale of the enterprise is small, 2. The assets are small, and the level of parts and components is low. The average household assets of 46 households in our district are 5.87 million yuan, and the average assets of 12 enterprises with a certain scale are only 18.33 million yuan, which is far lower than the average fixed assets of 83,000 yuan per household of 9 enterprises. In 2003, the automobile and motorcycle parts industry in Rui'an County, Wenzhou District, where Xintian Group and Ruipeng Automobile Electric Co., Ltd. are located, achieved a total output value of 3.48 billion yuan. In 2003, our district was only 200 million yuan, showing a large gap. The low level of parts and components is reflected in the fact that the products of parts and components enterprises in our district are mostly small pieces and single pieces, failing to form a total supporting package and large-scale production. 4, poor scientific and technological development capabilities, 5, lack of talent. There are 112 engineering and technical personnel in 46 parts and components enterprises in our district, accounting for 3.7% of the total number of employees, which is far lower than the 13.2% level of 9 enterprises in Jiangsu and Zhejiang. There is also a big gap in the composition of engineering and technical personnel. The engineering and technical personnel of Jiangsu and Zhejiang enterprises There are overseas students, doctoral students, and university students. Most of the enterprises in our district recruited retired engineering and technical personnel from state-owned enterprises, which have fallen behind in the current rapid update of knowledge. In Jiangsu and Zhejiang, we saw engineers and technicians working in the design room with microcomputers and 3D design software, and we are still using traditional methods to climb the board. Zhejiang Yuanyi Plastic Co., Ltd. can design the instrument panel that meets the requirements of the OEM according to several boundary sizes provided by the OEM. It fully participates in the design work of the main engine factory, and the enterprises in our district can only request the OEM to provide product drawings to process the production. . The president of Great Wall Yushi Group said that the company has experienced four stages of learning, imitation, improvement and innovation. The enterprises in our district are in the stage of learning and imitation. 6, equipment 7, aging, 8, production methods are behind. Due to the serious shortage of technical innovation in the parts and components enterprises in our area in recent years, the equipment is old and aging. Most enterprises still use the equipment of the 70s and 80s, and the old equipment that the state-owned enterprises have eliminated is not suitable for the domestic and international manufacturing. Industry development needs and requirements of the OEM. In Zhejiang, we can see CNC injection molding machines everywhere, automatic punching machines replace old-fashioned machine tools, large CNC machining centers are making high-precision, high-quality molds, and we are still working along the hands-on workshop. 9. Management is backward. 10. The overall quality of the enterprise is in urgent need of improvement. Most of the component companies in our district still use the original experience-based family-owned enterprise management methods, and a considerable number of enterprises have not passed the quality system identification, in terms of technology, quality, production, on-site, logistics, after-sales service, etc. A big gap, the quality control system needs to be improved urgently, and efforts must be made to form an advanced corporate philosophy culture and improve the overall quality of employees and enterprises. Through study and study of the development experience of the auto parts industry in Jiangsu and Zhejiang, compare the gaps in our region, and inspire us to develop and expand the parts industry in our region must: First, rely on excellent products, provide quality, reasonable price, industry Leading, user-satisfied products. Second, people-oriented, cultivate a high-quality entrepreneurial team and high-tech talent team. The third is to establish a sense of integrity management. 3. Development Countermeasures Through studying and studying the experience of developing auto parts industry in advanced regions, we have found out our shortcomings and also saw the development potential and direction of our district. 1. Create a good environment for the development of the auto parts industry. First, form a consensus, and vigorously expand the leading industry of auto parts. The automobile industry is one of the pillar industries of our province. By 2001, the total vehicle production capacity of Jilin City was 600,000 units, of which 20 per year. Ten thousand models of cars, 100,000 high-end T4 vans, 50,000 multi-purpose vehicles and 150,000 Geely economy cars. This plan brings unlimited business opportunities and development opportunities to the development of the auto parts industry in the automotive industry. The industrial economy of our district has initially formed five leading industries of auto parts, food, building materials, wood products and pharmaceuticals. Due to the advantages of Jiqi Company in the district and the foundation of development for many years, the auto parts industry should be the focus. The industry has formed a strong consensus on key developments across the region. The second is to formulate the development plan for the near, medium and long-term development of the auto parts industry in Fengman District. The basic structure is that by 2006, the total number of auto parts enterprises will reach 100, of which 40 will be large-scale enterprises, and 300,000 units will be provided for FAW Group and Jiguang Factory. The output value of each vehicle will reach 5,000 yuan, and the total output value will be 15 yuan. 100 million yuan, tax revenue of 90 million yuan, creating 15,000 jobs. 2 The grades of supporting products have leapt to a new level. The supporting parts of the general contracting class must reach a certain number, and the key parts must occupy a certain proportion. 3 Improve the R&D system, and have a certain number of scale enterprises with research and development capabilities to keep up with the needs of vehicle replacement. 4 Improve management standards, use advanced and modern enterprise management methods, and meet the requirements of management digitalization. The third is to adjust the regional planning and set up the auto parts industry base. In the Jianhua Village of Jiangnan Township with a small supporting radius, three sets of Yongqing Village and Shijinggou Village are set up, and one place is set up in the Fengman Economic Development Zone. A total of four auto parts industry bases are set up. Meet the needs of various auto parts companies. Do a good job in base planning, give slopes on infrastructure such as traffic road network, communication power, water supply and sewage, give priority to arrangements, and do a good job in infrastructure construction. The fourth is to formulate relevant policies to support the auto parts industry. The district government has formulated opinions on the support services for the auto parts industry. 1 Adopting various forms on the land to enable enterprises to enter at low cost, and special affairs will be given to the land acquisition and planning and construction. 2 Relevant departments have given advice on support services. For example, the labor and employment department has taken out the advice on guaranteeing the employment of the enterprise. The personnel department actively provides technical talents for enterprises. The Public Prosecution Law Department has taken out the advice on how to escort the service, and the large-scale enterprise leads the package insurance contact system. 3 The fiscal taxation gives policy tilt. 2. Operate government functions well and closely contact with Jiqi Company. The first is to serve the company and build a community of interests. The province has put forward a community of interests close to the local and FAW Group. With the same breath, we have formed a group of famous auto parts and supporting enterprises with high technical standards, large economic scale and strong market competitiveness. To develop the auto parts industry in our district, the government must establish the service idea for the company and manage the government functions, from the district committee, the government, the people's congress, the CPPCC, the public prosecution law to various departments, township streets and various auto parts companies. The third is to coordinate the contact between the parts and components enterprises and Jiqi Company, expand the supporting share of auto parts enterprises in our district in Jiqi, and expand the scale of large parts and components enterprises. The fourth is to provide services for parts and components enterprises in our district by leveraging the advantages of Jiqi Company's information, technology research and development, and management. 3. Play the role of the association and carry out the activities of the association. In order to strengthen the relationship between the government and Jiqi Company and the parts and components enterprises, strengthen the cooperative relationship, build a community of interests, and use the talents of Jiqi Company to enhance the research and development capabilities of auto parts enterprises in our district. Absorption capacity, improve the management level of enterprises, expand the auto parts industry, and establish the Fengman District Auto Parts Enterprise Association. First, hire the leaders of the Jiqi Company and the relevant department leaders and technicians to participate in the association. All auto parts companies and supporting enterprises in the absorption area participate in the association. The second is to carry out regular activities with communication, networking, learning, collaboration, and technical research as the main contents. The third is to integrate resources within the industry, implement joint ventures and cooperation, complement each other's strengths, and do a good job in internal collaboration. The fourth is to coordinate and solve problems in the industry and serve enterprises. 4. Strengthen guidance and comprehensively improve the quality of component companies. First, do a good job in product positioning, increase support for 8 enterprises listed in the supporting route of Jiqi Company, expand and strengthen to create famous brand, play a key supporting role, help create conditions for other parts and components enterprises, choose Proper product or internal resource integration to improve product positioning. The fifth is to build a corporate philosophy and establish a sense of integrity management. 5. Increase investment promotion efforts. First, continue to jointly introduce foreign auto parts companies with Jiqi Company to settle in our district. The second is to focus on packaging a number of auto parts projects to attract foreign investment.
