There are 5 vocational schools in the county, more than 900 faculty members in vocational schools, and 18,420 students. The enrollment ratio of secondary vocational education and ordinary high school education in high school has remained at around 5:5 since 2000. In 2005, the number of enrollment in vocational education even exceeded The number of enrollment students. Among the five vocational schools in the county, the Shaoyu vocational and technical schools with a high student base and a scale of more than 10,000 people are particularly dazzling. Second, the main experience of Hejiang vocational education development is guided by the government. Hejiang is an agricultural county. The government regards the development of vocational education as an important way to cultivate practical technical talents, accelerate the transfer of rural labor, and enrich the people and strengthen the county. It attaches great importance to and vigorously supports the development of vocational education. The first is to grasp organizational leadership. A vocational education work leading group was established, and a joint meeting system of vocational education work departments composed of the county government office, the education bureau, the agricultural bureau, the labor security bureau, and the construction bureau was established to timely study and solve the difficulties in the development of vocational education. problem. Diversified school. In order to promote the reform of the vocational education system, Hejiang County has taken various measures to actively encourage and guide the social forces to set up secondary vocational education. For example, public vocational schools can introduce private institutions and attract social forces through shareholding cooperation, civil office assistance, and state-owned private organizations. Or cooperate in running schools; encourage enterprises to cooperate with vocational schools to provide part-time teachers, internships and equipment for schools. After the Shaohao Vocational and Technical School was transformed into a private school in 1999, its development vitality has been significantly enhanced. At present, the school covers an area of ​​350 mu and has a construction area of ​​150,000 square meters. It has more than 13,000 staff members and teachers, and has opened 13 vocational education courses. More than 8,000 students are enrolled each year. Recently, the county is embarking on the reform of the public Fuyang vocational school, integrating the existing assets of Fuyang Vocational School, and introducing the “three schools in one” of Fuyang Vocational School, Adult Education Center and Hejiang Health School, and introducing private funds to form government holdings. The joint-stock school will be established into vocational education and adult education, and academic education and short-term training will coexist to develop a new vocational school.
Market operation. Market-oriented, improving the vitality of running a school is the biggest feature of the development of vocational education in the county. Take the Shaohao vocational and technical school as an example. The school first insists on setting up a professional for the market and making timely adjustments according to market changes. It has successively cancelled the majors of chemical, construction and agriculture that are not in demand, and integrated mechanical, electronic, security, automobile, secretarial professions, targeted mechatronics, driving and other professional, and will take advantage of the situation. It develops into a backbone professional. Second, according to the market demand for talents, the implementation of order-based training, according to the needs of employers to adjust teaching plans and content, teaching on demand, to meet the needs of employment, to obtain professional qualifications as a standard, to train qualified personnel for the market. The third is to stay close to the market, establish an employment network, and open up smooth employment channels. The school designated a special person to visit the company regularly to collect feedback from the employed students. At present, the school has set up a graduate employment contact and tracking research team composed of more than 50 people. More than 2,000 employment information points have been established in and outside the province. The annual employment rate of graduates has remained above 90%. Moreover, the number of people who have reserved appointments is increasing year by year.
Self-management. In order to enhance the independent development ability of vocational schools, the county guarantees that vocational schools enjoy full autonomy in terms of professional setting, enrollment scale, student status management, teacher recruitment and use of funds. For example, when focusing on supporting the scale and quality of Shaoyu vocational and technical schools, we have adhered to the "three live-offs": First, let the school take the autonomy of running schools, let the schools take the road of industrialized management, enterprise management, and market-oriented education. Self-investment, self-enrollment, and self-defined professional; second, the autonomy of the employer, the vocational school implements the full recruitment of faculty and staff, only the move, the only thing is to do; the third is to release the autonomy of management, the government, the education department does not Intervene in the internal management of vocational schools, vocational schools have absolute management and use rights to people, money and things.
Third, the revelation and suggestion are also agricultural counties with relatively weak economic foundation. In just a few years, the development of vocational education in Hejiang County has produced remarkable achievements. It is worthwhile for my county to seriously think about it. Taking advantage of the experience of Hejiang and Jiang, the vocational education of our county should make a breakthrough in the "Eleventh Five-Year Plan" period. In addition to seizing the favorable opportunity and making full use of external conditions, we should also make efforts from the following aspects:
First, we must change our mindset. Whether it is the government or the education authorities and schools, it is necessary to attach importance to and publicize vocational education. More importantly, it is necessary to establish a concept of big service, base on the peasants to get rid of poverty, make vocational education serve the children of the peasants, serve the rural labor, and serve the farmers. The increase in services will make vocational education closer to the children of farmers, and effectively enhance the attractiveness of vocational education with visible benefits.
Second, we must keep up with the market. As a vocational school, whether it is professional setting or employment placement, the market must be the baton and obey the market needs. Exports can be imported smoothly. Cultivating qualified skilled talents needed by the society is not only an important criterion for running a vocational school, but also a key factor in determining the survival and development of vocational schools.
Third, we must innovate mechanisms. School independence and flexible mechanism are valuable experiences in the development of Hejiang Vocational Education. To vigorously develop vocational education in our county, we must start with fundamental problems. On the one hand, we must give vocational schools the autonomy in professional setting, enrollment and employment placement, teacher appointment, school management, etc., and make full use of restructuring and restructuring. Promote diversified schooling, integrate vocational education resources, and expand the ranks of vocational education. More importantly, vocational schools should gradually realize the transformation from the higher authorities to the enrollment plans to the students and parents to choose their own vocational education by strengthening their professional characteristics and doing well in publicity.
