We have inspected the secondary schools in Jiaxing, Hangzhou, Xiaoshan and other cities, discussed with the leaders of the school, and learned from the education director of Cangnan County, Wenzhou City, the basic situation of the reform of the high school education system in Wenzhou.
First, the overall situation

It is ready to replace the Jiaxing Sanzhong Campus in the city center with a land replacement. After an assessment of nearly 100 million yuan, it can return the bank loan of Jiaxing No. 1 Middle School.
Jiaxing Yizhong cooperated with a silk company two years ago to establish Jiaxing Yizhong Experimental School, which was jointly organized by the two universities. The two schools set up a unified management team. The students of the experimental school were sent to a middle school. The two schools now have a total of 72 classes. This year, 90 acres of land will be acquired next to the new campus. It is under construction and will invest 58 million yuan. The registered capital of the experimental school was 12 million yuan, and the rest was loaned to the bank. Among them, the silk company invested 8 million yuan and the capital invested 4 million yuan. However, when calculating the shares, the intangible assets of the one accounted for 3 million yuan, so the cooperation agreement Zhongzhan has 47% of the total shares, silk companies account for 53%, and the cooperation period is 20 years. The cooperation period expires, and the assets of private schools are allocated according to the proportion of shares. However, the actual operation method is that Silk Company collects a certain percentage of interest from the registered 8 million yuan. The company does not participate in school management. This is similar to the fact that the school borrowed 8 million yuan from the silk company.
Charges. In the first year, a certain proportion of “three-line students” was recruited. Last year, the Education Bureau approved the recruitment of 84 people. This year, it may increase. The fees are as follows: high-school three-year one-time payment of 20,000-30,000 yuan, tuition and fees 2,000 yuan per year; experimental school high school three The annual one-time payment is 10,000 yuan, the tuition and fees are 5,000 yuan per year, and the national middle school is 8,400 yuan per year.
Admissions method. The Education Bureau stipulates that students in the National Primary School are not allowed to take the exam, and the school generally adopts an interview.
Faculty: The Education Bureau approves some public teacher establishments and the wages are paid by private schools.
2. Hangzhou Yuanqing Middle School Hangzhou Yuanqing Middle School is the first state-owned private school in Zhejiang Province. It follows the practice of Shanghai. 3, Dengfeng Xiaoshan Liuzhong Dengfeng Xiaoshan Liuzhong was founded by Xiaoshan Liuzhong and Xiaoshan Dengfeng Group. It covers an area of ​​257.7 mu, with a building area of ​​over 60,000 square meters and an investment of 110 million yuan. Its operation method is to set up an education investment company with a registered capital of 5 million yuan, Dengfeng Group's cash registration of 3 million yuan, and Xiaoshan Liuzhong's intangible assets of 2 million yuan. The Dengfeng Group will make a loan to the bank to build a new campus. The Management Committee, the Director of the Education Bureau, the Honorary Director, the Dengfeng Group Legal Representative, the Sixth Middle School President, the Deputy Director, and the Dengfeng Group sent personnel to manage the school logistics.
Dengshan Xiaoshan Sixth Middle School implements one school and two systems. The public school should ensure that the service area of ​​the 130,000 population is elevated. The scale of school running after the cooperation is expanded from 6 classes per year to 16 classes; the teachers have two parts. The teachers in the sixth school retain the status of public teachers, and the wages are paid by the government. The newly recruited teachers have the status of public teachers, and the wages are paid by the schools. The municipal finance has subsidized 72,000 yuan per class per year for the private students. There are two kinds of fees: six of the 16 classes are charged according to the public standards, and 10 classes are charged by the private, which is equivalent to three years and 18,000 yuan.
At the beginning of the cooperation between Dengfeng Group and Xiaoshan Sixth Middle School, the municipal government promised that the funds invested by Dengfeng Group from the after-tax profit part should be returned from the financial sector. However, due to the current policy changes, the government subsidized bank loans. The school is seeking from the Education Bureau to pay teachers' salaries by finance.
4. Introduction to Wenzhou Education The deputy manager of the logistics company of Zhejiang Education College and the former director of education of Cangnan County of Wenzhou City introduced us to the education reform situation in Wenzhou.
Wenzhou Middle School Wenzhou Middle School now covers an area of ​​300 mu, with an investment of 300 million yuan. It was built last year. The old school district was revitalized to the experimental national small school. It started with more than 20 million yuan accumulated by the original Wenzhou Middle School, and then built the mother and child school, which is called Wenzhou 51. The operation of the private operation mechanism and the integration of the two schools have been opened for five years and the scale of 30 classes is for the whole city. The fee is 3,800 yuan per semester.
Cangnan County's education reform Cangnan County was divided into high school and middle school five years ago. There are 18 middle schools in the county, including 3 private schools. The public schools have full implementation of the principal responsibility system. The principals form a team, and the education bureau strengthens the management of the giant. . The three private schools have different systems: Longgang Ergao is co-organized with Zhenqing Foreign Language School. The government accounts for 40%, private accounts for 60%, and the financial allocation is 1 million yuan. Beginning this year, the salary of public teachers should be weaned with the financial; Lingxi Sangao and Qiuzhi Middle School jointly set up two classes of public students, and the rest are charged according to private standards; Shuren Middle School, pure private school, lacks superiority in quality of teachers and students. The school benefits are not good.
Second, some experience
1. Basic education in high school is popular. During the discussion, we learned that the prevalence rate of high school education in the province has reached more than 80%, and the penetration rate of provincial cities and urban areas is over 90%. A strong economic foundation, and on the other hand, benefited from the rapid development of private education. In recent years, the development of private education has contributed to the high popularity of various educational undertakings in Zhejiang Province. It is very obvious that the education development level of Zhejiang Jiaxing, Hangzhou, Xiaoshan and other cities is much higher than that of our city. It is our goal of learning and catching up.
2. Thought development, concept renewal, and innovation. The first is to vigorously develop private education. Zhejiang Province can be based on reality. Under the circumstances that the state's financial investment in education cannot meet the development needs of education, it will give full play to the advantages of developed private enterprises and high enthusiasm for investment in running schools. It has taken the lead in developing private education as early as a few years ago. At the beginning of the school, it was supported by teachers and funds to help private schools to thrive and form a large number of high-quality private schools. The current proportion of private education in all types of public education is very high, which greatly compensates for the lack of financial investment education;
Secondly, it is truly "the people's education, the people's education, and the education for the people". Through various enrollment policies and even the first violation of the regulations, the school has accumulated a lot of funds, in order to expand the scale of schooling, increase the quality of education resources and height. Popularizing all types of education has laid a good economic foundation;
Third, scientific layout, optimization of resources, configuration and integration. Jiaxing No. 1 Middle School is a century-old school with famous celebrities. Judging from the degree of economic development and the proportion of investment in education, Quanzhou may not be able to compare with Jiaxing, Hangzhou, Xiaoshan and other cities in Zhejiang Province, but from its specific practices and major measures, it is worth learning and borrowing. In the first place, Quanzhou’s high school stage penetration rate is only about 50%. For example, Quanzhou No. 1 Middle School and Wuzhong Middle School are facing a small scale of schooling and cannot meet the urban demand for quality education resources. And southward, the distribution of quality education resources in urban areas is uneven. Therefore, we can completely follow the practice of Zhejiang Province, and give full play to the advantages of sufficient private funds in our city, develop private high school education, and further expand the resources of high-quality high school education.
