1. Improve the level of administrative work according to law. In order to further consolidate and improve the administration according to law, the Commission has carried out several key tasks in a targeted manner: First, strengthen project management. According to the national and provincial enterprise investment approval methods, our committee drafted and promulgated the Interim Measures for the Approval of Investment Projects of Yancheng Enterprises and the relevant approved catalogues and the Interim Measures for the Recording of Yancheng Enterprise Investment Projects to standardize enterprise investment approval and filing work. Work on the on-site office of the window, two and a half days a week, the relevant office staff engaged in project approval and filing will go to the administrative approval window to work on site, shorten the work flow and improve the efficiency of work. The second is to strengthen institutional development. Focusing on doing a good job in administrative law enforcement, the Commission has successively promulgated a series of rules and regulations such as the administrative regulations on the law, the provisional provisions on the accountability for administrative licenses, the provisional regulations on the promotion of legal publicity and education, and the provisional regulations on the openness of government affairs. Standardize with legal publicity and education. The third is to do a good job in administrative reconsideration. In response to the increasing trend of the administrative reform and reconsideration of the development and reform system, the committee has prepared for the preparation of the administrative reconsideration response and strengthened the study and training of the administrative reconsideration regulations. 2. Carry out legal education and publicity activities. The first is to sum up the "fourth five-year" law and the "two-five" rule of law. This year is the last year of the "Fourth Five-Year Plan" and the "Twenty-Five" rule by law. We have carefully reviewed and summarized the law-enforcement and legal administration work of our committee over the past five years, summed up the achievements and experience, and formed The Municipal Development and Reform Commission's "Four-Five" Law and the "Second Five-Year" Self-examination Report on Governing the City According to Law. In August this year, he also participated in the “Four-Five” Law-Phrough Work Exchange Conference of the province, reporting and exchanged the practices and experiences of our committee. One staff member was rated as the advanced staff of the “Four-Five” law-enforcement work in the province. The second is to strengthen legal education and training. According to the unified arrangement of the Municipal Legal System Office, all the administrative law enforcement personnel of the whole committee were organized to participate in the State Council's "Promoting the Implementation of the Outline of the Administration in Accordance with the Law", and all of them passed the assessment and achieved good learning results. In order to meet the implementation of the Civil Service Law, our committee specially invited the legal experts of the Party School of the Municipal Party Committee to conduct special counseling on the Civil Service Law for all staff members of the Committee, and conducted examinations, which achieved good learning results. The third is to do a good job in propaganda of relevant laws and regulations. I will undertake the work function of the Municipal Bidding and Bidding Management Office. This year, the "Tendering and Bidding Law" was promulgated and implemented for the fifth anniversary. Based on this theme, the committee published an article in the "Yanyan Popular Newspaper" to summarize the bidding situation of the city in the past five years. Analyze existing problems and look forward to the prospects for bidding. The reporter also made an exclusive interview with the person in charge of the Planning Commission on the important significance of the promulgation of the "Tendering and Bidding Law", the achievements of the bidding and tendering work of the city in recent years, the functions of the Planning Commission in the bidding and bidding work, and the next steps. In addition, slogans and banners were also hoisted in major urban streets and important places to publicize and celebrate the promulgation and implementation of the Tendering and Bidding Law, which further strengthened the atmosphere of bidding and tendering work and expanded the influence of our committee in the field of bidding and tendering.
3. Strengthen the investigation of administrative legal system work. In order to promote the bidding and bidding work of the city, we conducted a comprehensive survey on the bidding and bidding work of the city with the Municipal People's Congress Financial and Economic Committee, and successively called the bidding and tendering departments of the construction, economy, trade, finance, water conservancy, transportation, health, science and technology industries and some tenders. The trading center and bidding unit symposium reported on the operation of the bidding and bidding market, supervision and management, and the implementation of laws and regulations, and heard the audit department's report on the auditing of construction project bidding. In addition, I went to Wuxi and Suqian to inspect and study the typical experience of bidding and bidding management. On this basis, the research report on “There is a need to regulate the bidding market problem urgently” was drafted and submitted to the main leaders of the municipal party committee and the municipal government, which received great attention.
