According to the requirements of Zhong Baozi [2005] No.1 file, the confidentiality work leading group of the Bureau attached great importance to it and carried out a comprehensive self-examination of the confidentiality work of the Bureau. The self-assessment result is “qualified” and the basic situation is as follows:
I. The confidentiality work leadership responsibility system and the construction of the institutional team
1. Our bureau implements a leadership responsibility system for confidentiality work. The leadership team attaches great importance to the confidentiality work, regards it as an important task, and plans it with the business work, the same deployment, the same inspection, and the same summary. Our bureau specializes in a confidential work leading group, which is responsible for the overall confidentiality work. The team leader is headed by a deputy director. The members are the principals and secretaries of the main department heads of the party and government functions and the secret key units. The leaders are responsible for the arrest, and the handling personnel are specifically arrested. The facilities, equipment and funds required for confidential work can be valued and supported by the leadership team of the bureau to ensure the smooth running of daily work.
2. Construction of a confidential work team. In recent years, the personnel of our bureau has changed a lot. The bureau insisted that the confidentiality work organization is sound and the confidentiality work team is not scattered. The confidential staff will adjust and supplement in time, and the work will be handed over. This year, in order to strengthen the construction of the confidential work team, the bureau has recently adjusted and enriched the secrecy work leading group. The team leader is served by the county party committee secretary xxx, the deputy team leader is the deputy director, and the members have the heads of each unit. With a full-time file confidentiality staff, this confidential work team has a high basic quality. Most of the managers have college education or above, and they are proficient in the basics of confidentiality regulations and confidential technology, and are familiar with the basic work of the unit’s business and confidential work. .
Second, the confidentiality of the work of our bureau
1. The secrecy work of the confidential key stock room and key parts of our bureau has been determined by the confidentiality work leading group of the bureau. The stocks and parts of the staff and stocks and archives rooms of the bureau are confidential key departments and parts. The specific results have yet to be approved by the County Secrecy Bureau. These stocks have a wide range of contacts and deep secrets. 2. Confidentiality of computer information systems In recent years, due to the development of the situation and the need for work, the Office has equipped computers for each unit, established a regional network, and connected to the international Internet. 3. The establishment of the confidentiality rules and regulations of the bureau. 4. Conducting confidential education for the overall cadres and workers The Party branch of the Bureau attaches great importance to the work of confidential education and adopts various means to use various opportunities to conduct regular confidential education for the overall cadres and workers. Our bureau insists on quarterly and earnestly organizes the overall cadres and workers to study the "Decision of the Central Committee of the Communist Party of China on Strengthening the Secrecy Work under the New Situation", the Law of the People's Republic of China on the Protection of State Secrets, the Measures for the Implementation of the Secrecy Law, and the Should Be Known And the spirit of the meeting and the stipulation system for the confidential work. The development of these activities has enabled cadres and faculty and staff to enhance their concept of confidentiality and laid a solid foundation for the secrecy of the bureau.
Third, the main problems in the confidentiality work of our bureau and suggestions for improvement
1. The propaganda and education of confidential work needs to be continuously increased. It is necessary to profoundly understand Comrade Jiang Zemin’s proposal that "the period of revolutionary war, the work of secrecy is to preserve survival, to ensure victory; during the period of peace-building, the work of secrecy is to preserve and protect development", strictly enforce the law and rule according to law, so that confidentiality work along the legal system The track is constantly improving. The practice of carrying out confidential work in recent years has made us realize that it is very important to strengthen the confidential education of cadres and workers and to raise the awareness of the confidentiality of every citizen. Our bureau needs to continuously strengthen publicity, enhance people's awareness of secrecy, improve the initiative and consciousness of doing confidential work, and formulate corresponding rules and regulations to standardize ex ante behaviors and block possible incidents of loss and disclosure. Eliminate hidden dangers to ensure national security.
2. The confidential management of computers and regional networks is a daunting task and there is still a lack of fully guaranteed technical support. At present, it can only be restrained by the conventional secrecy system. Through strict monitoring measures, just in case, sometimes it seems to be powerless. Our bureau can only explore and practice in the exploration.
3. The problem of determining the confidentiality level of internal data is difficult to grasp due to the difficulty level of the fixed level and range, making it difficult to specify requirements and specifications in the work.
4. To do a good job of confidentiality requires a strong material foundation to ensure that, in addition to the necessary funds and equipment investment, it is also necessary to strengthen the business training for confidential staff and improve the quality of confidential cadres. At present, the city and county secrecy bureaus have less training on confidentiality, so the business training of secret cadres needs to be strengthened.
Over the years, under the leadership of the County Secrecy Bureau and the Secrecy Work Leading Group of the Bureau, the Bureau has gradually standardized and institutionalized confidentiality work, and there have been no classified incidents. In the future, we will continue to work hard to consolidate and carry forward the achievements we have made in the past, actively explore new situations and new problems in the secrecy work in the new era, and strive to take the secrecy work to a new level.
