The Science and Technology Industry Management Office was established on November 7, 1995. There are 11 employees in the company. Another 3 employees are employed and 1 part-time employee is employed. The office consists of an office, a finance department, a green technology center, a civil engineering design and research center, and a legal service center. There are 8 enterprises in the school, namely: printing factory, tea factory of agricultural college, internship factory of engineering institute, bee product processing factory of scientific research department, feed factory of dynamic science institute, library bookstore and two joint-stock enterprises: Jiujiu Feed Technology Co., Ltd. and Agricultural technology company.

The development of the school-running industry of our school has been difficult. When the Science and Technology Industry Management Office was established, all the employees faced were: the loss of millions of biochemical plants; the difficulties of the Agricultural Science and Technology Corporation, the debt-ridden; the labor service company system was not smooth, Employees are aging and lack of stamina; industries with scientific and technological content are almost zero; traditional industries pay only 40,000 yuan in profits per year; most of the operating houses are simple houses that are in disrepair, long-term management, low efficiency, and annual income 10 Over 10,000 yuan, after deducting taxes and various operating expenses, there is not much left.

In view of its root causes, we believe that the establishment and development of school-run enterprises due to subjective and objective reasons has always been the management and operation mode of the project economy. Personnel, distribution, and risk are still in the management of the school and the economic environment of the project economy. The business activities are forced to be pushed to the market, which will inevitably lead to the disconnection between management and management, and the separation of risks and interests. In response to this reality, we have formulated the leading ideas of school-run industrial governance, such as “cleaning up the whole, getting rid of difficulties, strengthening management, and increasing efficiency”, and the development of school-running industry based on “smoothing the relationship, avoiding risks, basing on the market and developing steadily” policy. The school administration issued the No. 111 file, and the school implemented a three-year general contract for the Science and Technology Industry Management Office. The Industry Department should pay 850,000 yuan to the school in three years. Through the joint efforts of all staff, we have exceeded the various economic indicators issued by the school:

In 1997, the school was turned over to 330,123.25 yuan, a 57% increase over the number of transactions in 1996, and an excess of 80,123.25 yuan over the previous year's contracted amount of 250,000 yuan, an excess of 32%.

In 1998, it paid 400,980.11 yuan, an increase of 21.46% over 1997. Compared with that of the year, it was 280,000 yuan, with an excess of 120,980.11 yuan and an excess of 43.21%.

4) Employee position allowance, temporary wages, office expenses, vehicle travel expenses, small maintenance costs for operating houses, health and security expenses, occupation fees, staff training fees, reception fees, industrial and commercial tax administration, annual inspection fees, etc. 90,000 yuan, a total of 274,000 yuan in three years.

Main work task completion

1. Clean up and get rid of difficulties.

<1>, comprehensively deal with the problem of biochemical plants. The biochemical plant is the most difficult event since the establishment of the school in our school. According to the arrangement of the school party committee, from April 9, 1996, our staff have been fully involved in the work of the biochemical plant. The following tasks were completed: Hiring “Cloud High Accounting Firm” to conduct comprehensive financial audit and asset evaluation for the biochemical plant. The financial audit and asset evaluation indicated that the net value of all movable property and real estate in the biochemical plant was only: 1,880,400 yuan, and the other receivables were 670,000 yuan, the known fixed liabilities were 6,506,200 yuan, and the uncertain liabilities were 860,000 yuan. The debt is at least 4.52 million yuan. The school party committee made a full and powerful basis for the decision to “unswervingly end the Nongda Biochemical Plant; unswervingly transfer the factory housing and land use rights; actively handle materials, repay debts, and reduce losses”. Properly handled the installation, commissioning and use procedures for the 160 kVA power supply for the factory that has been left for two years. Remove obstacles for the transfer of factory buildings and land use rights. The transfer of housing and land use rights was completed quickly and satisfactorily and legally, and the six households rented factory buildings and education colleges, production teams, offices, Majie Town, electric power companies and other buildings, land and electricity. The relationship between the units has completely cut off the various interests of the above units and the Nongda and Biochemical Plants after the transfer of housing and land use rights. The labor contract relationship of 16 “contract workers” recruited by the original biochemical plant in the name of the factory was promptly removed, avoiding the occurrence of larger-scale labor and personnel. Completed the cleaning, registration, transshipment and storage of more than 100 kinds of materials and more than 200 tons of materials. Fully prepared and responded to the court. In the case of Youda, the possible economic losses were avoided by more than 530,000 yuan. Fully deal with materials, liquidation and debt. In the past few years, the transfer of housing and land use rights and the sale of materials have recovered more than 2.3 million yuan in cash, 37 debt repayments and debts, and repayment of debts of 2.58 million yuan. In this work, the transfer of housing and land use rights is 798,400 yuan more than the assessed price, the bargaining price is less than 104,401.17 yuan, and the income of the goods and debts is 194,445.82 yuan, and the three losses are 1,072,246.69 yuan. Increase the recovery of creditor's rights. Most of the creditor's rights of biochemical plants have faced more than the statute of limitations. The debt relationship is complicated, the contradictions are prominent, and the recovery is difficult. In order to effectively collect the creditor's rights, with the approval of President Chen, we entrusted “Yuanye Law Firm” to enforce the collection according to law. The Commission for Discipline Inspection sent a staff member who was mainly responsible for Li Qingming and the industry department. After thorough clean-up and verification, the book receivable of the biochemical plant is 677,840.69 yuan, and the actual effective book debts that can be checked and can claim rights according to law are only 125571.18 yuan, accounting for 18.53%, and the remaining 552269.51 yuan claims do not exist at all. Or has been unable to recover. After taking the negotiation and resorting to the court and other means, a total of 53,655.26 yuan was recovered, accounting for 42.7% of the effective creditor's rights. At the same time, Yuanye Law Firm legally issued the "legal opinion" for the creditor's rights of the Nongda Biochemical Factory, and pursued the creditor's rights of the Nongda Biochemical Factory. In the case of the situation, the concluding observations were given from the legal point of view. The Nongda Biochemical Plant has set up a “Yunnan Spice Biology Research Institute”, which is a subsidiary of the factory. It is heavily indebted and will be a loss-making enterprise of the Agricultural University. In order to properly handle this major issue, I was under the full participation of the Commissioner of the Discipline Inspection Commission, and through the means of consultation and resort to the court, the legal affiliation and joint economic responsibility of the enterprise with the Agricultural University and the Agricultural University Biochemical Plant were completely lifted. .

<2>, completely reform the labor service company. The labor service company is a collectively owned enterprise of the school. There are 8 employees in the reformed fashion. Due to market, management and other factors, coupled with the system is not smooth, the mechanism is not live, the staff is aging, and so on, the enterprise benefits are getting worse. After the approval of the school, our department has reformed the company according to law. After nearly two years of hard work, it finally solved the management system and operation mechanism fundamentally. Facts have proved that the reform of collective ownership into individual private ownership not only solves the problems of medical care, old-age care, and re-employment of employees, but also reduces the burden on schools, is beneficial to schools, benefits workers, employees are satisfied, and schools are satisfied.

<3>, terminated the business activities of the Agricultural Science and Technology Corporation. The Agricultural Science and Technology Corporation has only one formal employee, and is weak and sick. In addition to the mechanism and system, it not only occupies dozens of square meters of operating houses for a long time, but also has a difficult operation and debts. It has already reached the situation of being surrounded by all sides. In 1997 and 1998 alone, several individuals and units claimed debts from the Agricultural and Commercial Corporation, and several times the school was admitted to the court as the second defendant. Three units including Tianjin Sanfeng Company and Zhenxiong County Veterinary Station sued. The company and the Agricultural University nearly 200,000 yuan indemnities. In order to minimize losses, according to the school's deployment, our department timely terminated the business activities of the Agricultural Science and Technology Corporation, and fully participated in litigation and handling creditor's rights and debts. In the end, the school lost more losses.

2. Strengthen corporate financial management. Business management, financial management, and employee management are the mainstays of enterprise management, and financial management is the lifeline of enterprise management. On the basis of summing up the experience, in March 1996, the school approved the establishment of the Finance Section in the Industry Department, and clarified that “any enterprise with a business license and a separate financial establishment without the approval of the school’s financial management” is managed by the Office. The accounting business of the factory, the internship factory, the bookstore, the labor service company and the industrial unit 5 units; the bank accounts opened by these units outside the school were promptly posted. And the implementation: unified account establishment in the school bank; unified organization of the annual inspection of enterprises with business license; unified organization of the enterprise's accounting and year-end final accounts; unified payment of taxes and fees to the industry and commerce, taxation, school settlement and the delivery of school profits. Practice has proved that the financial centralized management, the implementation of "four unification", to a certain extent can avoid the occurrence of undesirable phenomena such as multi-head management, different standards, and external fund loops.

3. Rationalize the management system of business premises and standardize the management procedures for business buildings. The wall economy is an important channel for colleges and universities to generate income. The wall economy of our school has always been ineffective. Apart from the influence of location factors, the reason is that all the operating room departments have long-term rental. Before being handed over to our office, there were multiple units renting out to varying degrees; second, insufficient development and small scale; third, extensive management and low efficiency. According to the school's decision that "the business premises are all managed by the industry, and other departments are not allowed to rent out", first of all, the management of Xiaobanqiao is entrusted to be directly managed, and only one change will increase the income of the school by nearly 200,000 a year. Second, comprehensively clean up the long-term low-cost and unpaid occupation of the West Railway Hospital and private electricity, water schools to pay the problem, the annual income increased by more than 100,000 yuan; Third, timely repair of Lux West business premises, reform The rent management has increased the annual rental income of Luxi's operating houses from 8,000 yuan to nearly 50,000 yuan. At the same time, it has properly and completely solved the historical problems left by the former Guandu District catering service company's pickled vegetables in the long-term free use of our school houses. Fourthly, while completely solving the historical problems left by the former Guandu District Coal Construction Company and our school, with the approval of President Chen and Vice President Chen, the company invested 200,000 yuan and added 21 operating rooms with a total of 340 square meters. It not only achieved the results of the year when it was invested, but also completely recovered the land of the school.
