I. Basic information As of the end of XXX of 200x, there are 24 township party committees, 488 village party branches, 9153 party members, 7 street party work committees, 43 community party branches, and 1 non-public organization party work committee. There are 23 non-public ownership party branches with 326 party members.
Second, the status quo of party building
1. The situation of the party organization: The soft, sturdy, unstable and relatively backward party branches accounted for 10.6% of the total number of party branches, and the party organization's life was normal or basically carried out 84.4%. In recent years, the party branch without party members has been developed. 5%.
2. Construction of party members: On the whole, the mainstream of party members in the region is good. It can help the people to solve problems and lead the people out of poverty and become rich and play a leading role as a party member. However, the minority party members have a weak concept and do not seek advancement. Discipline is lax.
Third, there are problems and causes
1. The organization is not perfect. In the investigation, some non-public organizations have party members, no organization, or organized, and can not normally carry out party activities. State-owned enterprises that have ceased production, closure, bankruptcy, and difficulties in production and operation have the phenomenon of lack of secretary or deputy secretary, and some are owned by the factory manager and manager. They are only passively coping, making the non-public party building and enterprise party building lack of pioneering and proactive. The organizational life is difficult to guarantee, no one is arrested, or unmanned, and is paralyzed. There are individual rural party branches with shackles and scattered phenomena, especially in the southern mountainous areas, where village cadres are lacking.
2. Know the vagueness. Non-public ownership organizations and restructured enterprises lack the correct understanding and understanding of the characteristics of party building work, and they have no idea how to carry out party building work.
3. There are many mobile party members, and there has been a bad situation in which “management is difficult and difficult to manage”. First, the production and operation of the reformed enterprise is not normal, and party building work is difficult to carry out. The employees of the enterprise, including the party members and employees, are generally in difficulty, the ideological work is difficult to do, the number of diverted and laid-off party members is increasing, the party members are highly mobile, and the rural party members go out to work a lot. Some party members do not go home for many years, making management, education, and supervision appear to be difficult to manage. The situation is difficult to manage, difficult to supervise and difficult to supervise; second, the party building funds are difficult to guarantee, and work cannot be carried out normally. These have seriously restricted the normal development of party building work.
4. The party cadres are not high. In the investigation, we learned that apart from the training of party cadres in towns and villages, non-public organizations and party cadres in enterprises generally have a problem. They lack knowledge of party affairs, rely on experience, and rely on self-study. The party affairs training and training, in the face of some new situations and new problems in the party affairs work, seemingly lost, and the work is not in place.
Fourth, the main countermeasures and measures
1. Developed a series of files. On the basis of extensive solicitation of opinions, we have formulated the “Three-Year Plan” for the construction of rural grassroots organizations, the “three-year plan”, and the “three-level joint creation” activities for rural grassroots organizations. The “three-level joint creation” activity put forward new and higher requirements, continuously strengthen the construction of township party committees, build village party branches, improve the level of “agriculture, rural areas and farmers” at the district-level agriculture-related departments and grass-roots agriculture-related stations, and promote rural social economy. Development has a very good effect. On the basis of investigation and research, the "Three-Year Plan" for the construction of non-public-owned organizations and the "Implementation Opinions" for further strengthening the party building work of non-public organizations were formulated, which further clarified the guiding ideology, objectives and tasks of non-public ownership party building, and non-public ownership. Organizing the status, role and responsibilities of party organizations, clarifying the formation of leadership and affiliation, and effectively standardizing and guiding the development of party building in non-public organizations throughout the region.
2. Strengthen supervision and guidance. According to the archives requirements of the district committee, the organization department and grass-roots office of the district committee will intensify supervision and work to develop party members and organize party organizations in the construction of “three-level joint creation” activities, community party construction demonstration sites, and non-public ownership organizations in rural grassroots organizations. Wait for the work to supervise and guide, find problems in time, analyze and correct, and report on criticism, and timely rectification.
3. Intensify work, do a good job in the development of party members, and improve the structure of party members. In non-public organizations and enterprises, the development of party members focuses on the frontline and key positions of production and management, and key key positions, especially the proportion of party members in decision-making management, to lay the grassroots for party organizations to participate in decision-making and play a political core role. Develop a reserve force for the development of the party organization. In the rural areas, the focus is on the knowledgeable, thoughtful and creative migrant workers and the reintegration of military personnel and all kinds of wealth-generating talents, laying the foundation for cultivating advanced models of rural economic development and village-level reserve cadres.
4. In accordance with the requirements of strictly administering the party, increase the intensity of handling unqualified party members. For those unqualified party members who have long-term organizational life, weak revolutionary will, shaken their ideals and convictions, fail to perform party members’ obligations, and fail to pay party fees on time, those who have not changed their education should be persuaded to quit or remove them according to the relevant procedures stipulated by the Party Constitution. The party is to ensure the purity and advancement of the party members.
5. Strengthen training. The focus is on the training of non-public-owned party organizations, state-owned or collective enterprise party organizations, party cadres, village and community party branch secretaries, adapting to the needs of the development of the situation, changing concepts, improving working methods, innovating work thinking, and promoting development with party building.
