The survey is summarized as follows:
I. The status quo of the advanced development of the new district The construction of an advanced manufacturing base must first define the concept of advanced manufacturing. We believe that advanced manufacturing is a newly proposed economic concept in China, which is relative to traditional manufacturing. The advanced manufacturing industry mainly refers to the manufacturing industry with advanced technology as the main production means, which is characterized by input of information and knowledge elements.
After the municipal party committee and the municipal government made a strategic decision to rely on the new district to build an advanced manufacturing base, the development zone and the Qibin district put the development of advanced manufacturing in an important position, but on the whole, the advanced position of the new district is still in place. In the initial stage, the foundation is weak, and there is a clear gap compared with advanced regions.
1. The advanced manufacturing enterprises in the new district have developed to a certain extent, and the leading industries have begun to take shape in recent years. 3. The advantages of the enterprise system in the new district are obviously obvious. Most of the advanced manufacturing enterprises in the new district are enterprises established by foreign merchants and individuals. Compared with the old ones, the burden is light, the phenomenon is less, the decision is quick, and the ability to adapt to the market is strong. There is a rapid development in the short term.

Except for Tianhai Group, which has radiated some auto electronics and electrical appliances enterprises, other enterprises have basically no connection, and it is difficult to form an industrial base that is competitive in the province and even in China.
3. Insufficient investment in science and technology, low technological content of products, advanced manufacturing industry is a technology-intensive industry. Among the enterprises in the new district, there are very few high-tech, high value-added advanced enterprises, and most enterprises still use backward production. Equipment, production process. Most enterprises are restricted by factors such as capital and talents. There are few investment in science and technology, they are unable to adopt high and new technology, the product is updated slowly, the technology content is low, and the ability to adapt to the market is relatively weak. Except Tianhai Group and Tianyuan Company, most of them are in their infancy, with small scale and few terminal products. Except for Tianhai Group and Mai Shitong, which have relatively strong technological innovation capabilities, other enterprises basically have no independent development capabilities, and their ability to digest, absorb and re-innovate imported technologies is insufficient.
4. Shortage of development funds and lack of talents In the course of this survey, almost all enterprises have reported lack of funds and difficulties in financing banks, especially private enterprise loans. Some companies find it difficult to get financial support from banks even if the projects are competitive and the development situation is good. The lack of financing channels and financial constraints have become the embarrassment that restricts the development of the city's advanced manufacturing industry.
Advanced manufacturing is a technology-intensive industry, and the lack of talent is also an important factor restricting its development. There are only 3,308 engineers and technicians working in industrial enterprises in the city, accounting for 10.34% of the city's professional and technical personnel of 32,000. The share is too small, far below the national average. The proportion of middle and senior professional titles in the advanced manufacturing enterprises in Qibin District is only 1%, and that of middle-level professional titles is only 3%. At the same time, the proportion of skilled workers, especially senior technicians, is too small and the gap is large. Due to the constraints of economic development, the wages of manufacturing enterprises in our city are generally lower than those in economically developed regions, resulting in serious brain drain. It is understood that Tianhai Group's annual introduction of college graduates or above, after several years of training, nearly two-thirds of the skills are skilled in the economically developed areas.
III. Suggestions for accelerating the development of advanced manufacturing bases in the new district
1. Formulate scientific planning for the development of advanced manufacturing industry. The municipal government shall formulate relevant archives and make detailed plans for the development of advanced manufacturing in the city. Through research, we recommend giving priority support to the following companies.

4. To exert comparative advantages and attract foreign enterprises to speed up the construction of advanced manufacturing in the new district, we should give full play to our advantages and form a breakthrough in attracting enterprises to transfer and use existing carriers to become bigger and stronger. The first is to take advantage of the environmental advantages of the new district. The new district has a good environment and a relatively complete service function. It is a good platform for the development of advanced manufacturing.
