According to the "Notice" of the October 18th Organization Department of the Municipal Party Committee, we have recently conducted investigations on 27 wholly foreign-owned, holding and shareholding enterprises in our district in the form of in-depth field visits, individual interviews, and listening to reports. More than 60 copies of the opinions and suggestions of nearly 30 comrades were analyzed, and the existing problems were analyzed and several suggestions were made.

I. Current status of party building work in wholly foreign-owned, holding and shareholding enterprises in our district

1. The scale of the enterprise is small, and the party organization has a low market share. At present, there are 27 foreign-owned, holding and share-holding enterprises in our district, of which 13 are normally produced, 6 are under construction, 1 is in trial production, and 6 are applying for registration. The companies have moved to other places but have not yet logged out. Among the 13 enterprises that are normally produced, there are 10 foreign-owned enterprises, 2 holding companies, and 1 share capital. Among them, 7 have an annual output value of 5 million yuan or more, accounting for 53.8%; There are 10 enterprises, accounting for 76.9%, including 3 enterprises with more than 3 party members, all of which have established party organizations, accounting for 23.1% of the total number of enterprises, and the party organization coverage rate is 100%; other 10 enterprises that have not established party organizations All the qualified enterprises have established trade unions and Communist Youth League organizations. The group organization rate is 100%. Among the 9 enterprises with 25 or more employees who have not established the party organization alone, 7 party construction work instructors and 2 party construction work liaisons are selected. Party members among them participated in the activities of the resident party organizations, and the party’s work coverage rate was 100%.

2. There are many employees employed by the company, but the number of party members is small. Among the 13 normal production enterprises, there are 1,581 employees, of which 2 are more than 200, accounting for 15.4%; 8 of them are more than 100, accounting for 61.5%; the rest are small enterprises of less than 50, accounting for 38.5 %. Among the 13 enterprises, there are 52 party members, accounting for 3.3% of the total number of employees. They are distributed among 10 enterprises. Among them, 43 people have been transferred to the party organization, accounting for 82.7%. Seven enterprises have only individual party members.

3. There are more new start-up companies, and the lack of institutionalization of party members' activities. The 13 normal production enterprises are mostly enterprises that have been introduced by investment promotion in the past two years. They have a thin base and small plates. Among them, only two have profits and taxes exceeding one million yuan, accounting for 15.4%, and those with profits and taxes below 200,000 yuan have 8 Home, accounting for 61.5%, two have only tens of thousands of yuan, and four have not yet formed profits and taxes, accounting for 15.4% and 30.8% respectively. They are limited by manpower and financial resources. They are usually busy with production and management. They are limited in their efforts to build party organizations. In addition, most of the business owners are not party members. They are not aware of the support of party organizations and their norms are inadequate. They are providing positions for party building activities. The activities, activities, and funding of activities are often not done enough, which makes the party members in the enterprise lack institutionalization.

Second, the main practice of party building work for wholly foreign-owned, holding and shareholding enterprises in our district

1. The pace of formation is accelerating, and the level of self-construction of enterprise party organizations is gradually improving. On August 8 this year, at the symposium on party building work of the non-public economic organization in the whole district, Xu Chao, secretary of the district party committee, clearly stated that in the organization of the party organization, three 100% standards must be reached. In this regard, we first understand the base, issued the "Tinghu District Non-public Economic Organization Information Collection Form" and "Tinghu District Foreign-owned or Holding Enterprise Party Construction Work Understanding Table", the number of business owners, employees, party members, the party Organize and organize group organizations, select party construction instructors, production and operation, etc. to investigate and understand the situation of the enterprise, so as to facilitate better work. For the 8 foreign-owned, controlling, and share-holding enterprises with a large scale of more than 100 employees, especially those with more than 3 official party members and a better working environment of the party, all party organizations have been established. Actively carrying out work, and realizing the purpose of the party group built in the assembly line, the team, and the role of party members in the post. The third is to speed up the selection. There are 9 foreign-funded, holding, and share-holding enterprises with more than 25 employees, and there are 7 foreign-invested party instructors and 2 party-building liaisons. They are also instructed to help enterprises establish two trade union organizations. Party activists, creating conditions to establish party organizations as soon as possible. The fourth is comprehensive coverage. For the Australian-Chinese economic and cultural consulting service company, which has only one employee, we also actively explored and clarified that the party organization of the enterprise location has selected one party construction liaison to ensure the full coverage of the party's work.

2. Management has been continuously strengthened, and the effectiveness of corporate party organizations' activities has gradually increased. The "Opinions on Strengthening the Party Building Work of the Non-public Economic Organizations in the Region" was issued, which further standardized the party building work of the non-public economic organizations in the whole region. A symposium on party building work for non-public economic organizations in the whole district was held, which set clear goals and requirements for party building work of non-public economic organizations in the whole region. Through organizing the "double good enterprise party organization" striving for "five good enterprise party organizations" and striving to be "four good owners", the "enterprise party building work demonstration base" and "enterprise party members education management demonstration points" activities were established, and a total of There are 7 demonstration labor camps for municipal non-public economic organizations, and 23 demonstration sites for party building work at district-level non-public economic organizations. In the enterprise, “Party members’ bright identity, tree image, performance rate, and contribution” and party member responsibility area and party member demonstration post activities were carried out. Among the 13 wholly-produced foreign-owned, holding and joint-stock enterprises, 52 party members worked in uniform time. Wearing the party emblem, showing the identity, establishing two party members' responsibility zones and six party members' demonstration posts, mobilized the employees to do their duty for the enterprise, contribute to the society, and enthusiasm for the party flag, showing the party members in the new era. Some enterprise party organizations have also carried out effective explorations of party building activities in light of their own characteristics. Some use the pre-class class to organize and carry out study, and hold various cultural and sports activities such as “Essence for the Party Flag, Entrepreneurship Pioneer”, essays and speech contests, and some “small reforms, energy conservation and consumption reduction around the production and operation of enterprises. Technological innovations and labor competitions such as “double-enhancement and double-story”, “speaking ideals, contributing to competition, winning the cup”, and some organizations have carried out activities such as “creating the first to compete for excellence” and selecting “party members’ demonstration posts”. effect.

3. The operation is more strict, and the construction of the active positions of the party organizations of the enterprise is constantly regulated. In June this year, a training class for private enterprise owners and private enterprise party organizations and party building work instructors was held in the whole district. Famous experts from the city and district were invited to give lectures, and 243 private enterprise owners and 225 corporate party workers were trained. There are 13 owners and 10 enterprise party workers participating in the wholly foreign-owned, holding and shareholding enterprises. The party committees also held training courses according to the unified deployment of the district. In August, the "Opinions on the Standardization of Grassroots Party Organizations in the Whole Region" was promulgated, and the "Ten Systems for Party Building Work of the Non-Public Economic Party Organization" was formulated, and the "Guidebook for the Standardization of Grassroots Party Organizations" was printed, which stipulated the non-public economy. Party positions must reach the "six haves." In October, the "Notice on the Supervision of the Standardization Construction of the Non-Public Economic Party Organizations in the Whole Region" was issued, and the "Investigation and Random Inspection on the Supervision of the Standardization Construction of the Non-public Economic Party Organizations in the Region" was formulated. Third, measures to strengthen the party building work of foreign-owned, holding, and share-holding enterprises

Fourth, a batch of demobilized veterans are selected. 2. Deepen understanding and strengthen the understanding of party building work of wholly foreign-owned, holding and shareholding enterprises. Fourth, clear the train of thought, clear goals, and strive to do well in foreign-owned, holding, and shareholding enterprises

3. Intensify efforts on typical demonstrations, and the demonstration surface must meet the 20% requirement. At the same time, it is necessary to focus on the effectiveness of enterprises, pay attention to actual results, actively carry out party building activities with corporate characteristics, and strive to build the party organization of enterprises into a strong fortress that enterprises need, understand by the owners, supported by employees, and welcomed by party members.

4. Intensify efforts in building the team, and the “double-face” must reach 70%. It is necessary to formulate incentive measures for foreign-invested, controlling, and share-holding enterprise party workers as soon as possible, and establish a training and selection mechanism for foreign-owned, controlling, and share-holding party organizations, and establish foreign-owned, holding, and share-holding enterprise workers.
