Centralized heating refers to the district heating method that transports thermal energy economically and reliably to various hot users such as production, living and heating. With the continuous development of the economy and society in our district, the application of thermal energy is becoming more and more extensive in production and life. Doing a good job in the production, transportation and use of thermal energy in our district is of great practical significance for improving the carrier function of urban infrastructure, improving environmental quality, and promoting urban construction; it is of great practical significance for saving energy, improving the environment, promoting industrial production, and facilitating people's lives. Therefore, the district government proposed “investigating the problem of central heating in our district”, which is a major measure for our district to establish a scientific development concept and adhere to the sustainable development strategy.

The status quo and characteristics of central heating in our district

Since 1990, the district government has actively promoted the development of centralized heating in our district. Especially in recent years, with the steady growth of the economy in our district, the scale of development of residential buildings has been continuously expanded, and various types of parks and industrial functional areas have gradually increased. The district government has attached great importance to the work of centralized heating and accelerated the pace of development of central heating. The overall appearance of the following three characteristics:

It started late and developed faster. The district's central heating started in 1990. It was marked by the establishment of the district heating office. It has successively launched the XX dormitory dormitory area, the XX dormitory area, the XX dormitory area and the ××× community. Thermal engineering, but the heating area and heating scale are relatively small. Since 1997, with the completion of residential areas such as ×××, ×××,×××,×××,×××,×××, the district's district heating has entered a period of rapid development. In March 2004, our district adhered to the principle of operating a city. In accordance with the idea of ​​“starting in one year and building in three years”, it launched the largest central heating project in our district—the district central heating project of ×××. The total investment of the project is nearly 80 million yuan, and four 40-ton boilers are installed. It is mainly responsible for the centralized heating of residential quarters, administrative institutions and commercial and residential buildings within 3.0 square kilometers. At the end of October, the first phase of the project with an investment of 41.9 million yuan was completed, achieving a heating area of ​​400,000 square meters. The implementation of this project is of great significance for improving the air quality of our district, optimizing the layout of urban heat sources, and creating a good living environment. So far, the district has developed 2 book heating units, 8 social heating units and 13 self-provided units.

The heating rate of residential buildings is high. As of the end of October 2004, the city completed 1.9 million square meters of various residential buildings, of which 1.67 million square meters of residential property management, 110,000 square meters of self-managed residential construction units, and self-managed residential heating of property management houses and construction units. The rate is 100%; the unmanaged unit housing is 120,000 square meters, and the heating rate is 75%. The heating rate of residential buildings in the district was 98.4%.

Centralized heating in industrial parks has begun to take shape. In order to further create a good investment environment, under the unified deployment of the district government, all kinds of parks in our district adhere to the concept of “building a high-standard construction platform for attracting investment from our district”, focusing on the new planning and construction of central heating. . At present, in the three district-level industrial parks in our district, the ××× Industrial Park has built a heating station, and installed one 10-ton and 20-ton steam boilers for industrial production and heating in the park; ××× Industrial Park The planning, preliminary design and other work of central heating have been completed.

The main problem of central heating at this stage

The urban heating system needs to be reformed. First, decentralized management restricts the development of urban heating. Over the years, there has been a lack of unified planning and management of centralized heating in our district. The development of a residential building, the development of a commercial and residential building, and the addition of a small boiler room have resulted in the widespread presence of a large number of decentralized boiler rooms. These heating units are incompletely formed, management is chaotic, and short-term behavior is serious. Individual units even abandoned the pipe during the heating period last year, causing frozen residents to petition. Second, there is a contradiction between the marketization of heating and the backward heating system. At present, all district central heating houses adopt single-tube series heating, which binds the majority of heat users as a group, which damages the interests of the payers, makes it difficult for hot commodities to enter the market, and hinders the reform process of the heating system. . Third, energy saving and consumption reduction are not on the agenda. Since the heat consumption is not related to the economic interests of the heat users, the heat users are indifferent to the heating energy consumption, resulting in great waste of energy, and building energy conservation is difficult to promote.

The scale of district heating in urban areas needs to be expanded. At present, there are still a large number of street-facing faces, bungalows, and villages in the central city without centralized heating. The energy consumption is high, the thermal efficiency is low, and the heating mode is backward. It is the main source of pollution affecting the urban winter atmospheric environment.

The management level and service quality of heating enterprises need to be improved. The management level and service quality of individual heating enterprises are not high, the temperature is not up to standard, and the maintenance is not timely, which causes difficulties in collecting fees, which makes the heating enterprises difficult to operate, unable to make ends meet, unable to adopt new technologies, transform old equipment, and form malignant The loop has also affected the development of central heating in our district to a certain extent.

Centralized heating in various industrial parks has yet to be promoted. Centralized heating in industrial parks is still in its infancy. For example, there are more than 300 enterprises in the ××× Industrial Park, but due to the nature of the company and the scattered sites, there is still no centralized heating. In addition, in the township industrial functional zone, except for the district heating station that has been built in the ××× industrial functional zone, other townships that have built industrial function zones have adopted or are prepared to adopt a one-unit heating mode for various reasons.

Countermeasures and suggestions for promoting central heating in our district

According to the development status and existing problems of district heating in our district, we believe that to continue to maintain the healthy development of district heating in our district, it requires the guidance and promotion of the district government, and more strict supervision by the departments of planning, construction and heating. The efforts of various park management committees and heating enterprises to improve services to achieve. The main countermeasures and suggestions are:

Starting from reforming the heating management system, we will build a new pattern of centralized management in urban areas. The rationalization of the system is the core issue and the primary issue related to the healthy development of the heating industry in our district. First, actively promote the reform of the heat management system. The city's district heating centralization group will be established with the head of the district as the leader, and the district planning, construction, heating, environmental protection and other departments as the member units, and centralized and unified management of district district heating. Starting from the central heat supply in our district, we will focus on heating planning, strict control of decentralized construction, and promotion of heating system reform. Strictly control the development of chaos and construction, and newly-developed various types of residential and commercial buildings should be strictly prohibited to add small boiler rooms. In principle, they should be merged into boiler houses of more than 10 tons. The second is to actively promote the transformation of the grid-connected boiler room. The work plan was issued, the implementation steps and guarantee measures were clearly defined, and the existing distributed boiler room was connected to the grid. The principle of grid-connected transformation is: it can be incorporated into the district-wide central heating project in the ××× area, and it can be incorporated into the district heating project in the vicinity of the city. Basically cancel the boiler room below 10 tons. For those small units that do not have a unit to manage their homes, one or two buildings and a small boiler room, and those small small boiler rooms that do not talk about the overall situation, do not talk about the public's point of view, and arbitrarily stop heat, resolutely implement the grid-connected transformation. The measures for grid-connected transformation are as follows: 1. The regional boiler room within the grid-connected area can adopt the method of grid-connected, that is, the overall heating facilities such as boiler room and auxiliary equipment are handed over, and the network fee is free; 2. There is no grid connection. In the commercial and residential building that is included in the central heating, the supporting fee will be charged to the property owner at ×××yuan/m2; 3. The municipal management unit will charge the matching fee according to the file standard within the scope of the grid; 4. The third is to actively promote the household circle system. In principle, new residential buildings must implement installation of heating metering devices, and carry out checks on design, construction organization, and completion acceptance, and fundamentally solve problems such as energy waste, hot rides, etc., so that “heat payment, energy saving and consumption reduction” The concept is deeply rooted in people's hearts.

Starting from the popularization of urban central heating, we actively plan to operate large-scale heating projects. Accelerating the construction of heating infrastructure and improving the central heating rate are not only important measures to enhance the function of urban carriers, but also an important content and basic conditions for promoting the reform of urban heating system. Therefore, in accordance with the "plan control, rational layout, social investment" approach, we will actively operate large-scale central heating projects, and within 3-5 years, the central urban residential buildings, commercial and residential buildings, etc. will be fully concentrated in more than 10 tons of boiler houses. Heating. It is recommended to build a large heating station in the south and north of the city respectively, and implement centralized heating for the north and south regions. According to the "XXXX City Overall Planning", the central city of our district will be "westward into the south". Therefore, the first step is to construct a 40-ton boiler room in XX in 2005 or 2006, and start the district central heating project in the southern part of the city, responsible for the centralized supply of the ××× community and the XX industrial park and various types of houses. Heat, and then increase the capacity of the boiler room according to the situation. In the second step, it is recommended to build a 40-ton boiler room in ××× Road East within 3-5 years, and implement grid connection for commercial and residential buildings on both sides of ×××,××× dormitory, ××× villa area and ××× road. Central heating can be implemented in the urban area of ​​our district. It meets environmental protection requirements and saves energy.

Starting from the regulation of the heating industry management, improve the service level of heating enterprises. The heating industry implements normative services to further improve the quality and standard of heating services. It is not only the premise and guarantee for the survival and development of heating enterprises, but more importantly, it can establish a good image of the party and the government among the people. On the one hand, a series of measures and measures to strengthen services such as the “××× Heating Industry Service Specification” should be formulated to strengthen supervision and management and standardize corporate behavior. On the other hand, heating companies should improve service commitments, user repairs, household temperature measurement, and listing services to increase service transparency and improve service standards.

Starting from unified planning and steady operation, we will promote the centralized heating of various parks. It is recommended that district parks with conditional conditions should implement centralized heating; unconditional parks should strictly control the construction of small boiler houses, build gas and oil-fired boiler rooms as much as possible, and prohibit the construction of coal-fired boiler rooms to protect the atmospheric environment. The recommended measures for centralized heating in various industrial parks or industrial functional areas are as follows: First, the XX-industrial park centralized heating solution. According to the overall plan of the XX Industrial Park, the first phase of the park covers an area of ​​704 hectares. Considering the use of the boiler room in the park, it must meet the central heating and meet the industrial steam in the park. In 2005, one of the construction and heating stations of the ××× road can be planned in the park, and two 20-ton steam boilers will be installed to meet the park. Heating and steam supply requirements. In the future, according to the situation of attracting investment, further capacity expansion will be carried out. The second is to solve the problem of centralized heating in the XX Industrial Park. The enterprises in the ××× Industrial Park were stationed earlier, involving feed, machinery, furniture, clothing and other industries. These enterprises have more warehouses and workshops, and the amount of industrial steam is very small. In addition to office space, there are not many houses that need centralized heating. For the central heating of the park in the ××× area, it may be considered to be incorporated into the ××× project; for the central heating in the ××× park, it may be considered to be incorporated into the ××× heating station. The third is to solve the problem of centralized heating in the XX Industrial Park. The park currently has 5 companies in the company, and the two steam boilers installed can meet the production and living needs. In the future, with the increase in the number of companies entering the country, we can consider the expansion of capacity.
