First, the basic situation

There are 44 administrative villages in Qiujiadian Town with a population of 66,000. There are 4 party branches, 66 party branches and 2678 party members in the town.

1. The status of the village party branch secretary. There are 44 village party branch secretaries in the town, including one female secretary. At present, there are 24 branch secretary posts, which account for 55% of the total number; 7 people are appointed as branch secretary by the town government officials. Judging from the inspections of the town party committee, there are 26 outstanding branch secretary, 16 competent, 1 basic competent, and 1 incompetent.

2. The situation of the “two committees” of the village. There are 242 members of the “two committees” of the village, including 197 males, accounting for 81.4%; and 45 females, accounting for 18.6%. The age structure is too large, including 13 people under 35 years old, accounting for 5.4%; 77 people aged 36-45, accounting for 31.8%; 113 people aged 46-54, accounting for 46.7%; 32 people aged 55-59, accounting for 13.2 %; 7 people over 60 years old, accounting for 2.9%. The "two committees" cadres have cross-employed 158 people, and the proportion of cross-partship is 65.3%. According to the overall quality of the village team, work ability, solidarity officers and the evaluation of the people, 44 villages are divided into three categories: 25 of the rest assured team, accounting for 57%; 16 of the basic rest assured team, accounting for 36%; Three teams, accounting for 7%.

There are three groups that are not assured: Wulijing, Dongshang County and Yaojiapo. The common feature is that the economic base is poor and the internal facts are serious. The party members and the public have different opinions on the cadres and have great differences. Wulijing Village has a strong clan concept and obvious faction. Party members and members have different opinions. The main responsible persons of Dongzhao County Village are frequently replaced, the contradictions in the village are complicated, and the people's foundation is not good. The “two committees” of Yaojiapo Village are not united. The two skins are serious. Among the three unreliable teams, there are 22 members of the "two committees." Dongshang County Village has already started a branch conference election on May 28th due to the recent work of the team, and on the basis of full investigation and recommendation, a new team has been created.

There are 16 basic rest assured groups: Liyuan, Liujiazhuang, Qiujiadian, Haojiazhuang, Yulin, Sunjiazhuang, Guanzhuang, Cuijiazhuang, Wujiazhuang, Dongguozhuang, Zhongguozhuang, Houyan Village, Dongyan Village, Zhongwangzhuang, North Wangzhuang, Guilin. The common problem of existence is that the village's economic base is poor, the cohesiveness and combat effectiveness of the village party branch team are not strong enough, and the members of the team are not balanced. Specifically, it can be divided into three situations: First, the village is small, the population is small, there are few party members, and there are few candidates for cadres. There are 7 villages in this case. Second, the villages are larger, the branches have poor overall ability to control, and the people’s foundation is not very good. Firm, there are five villages in this situation; third, there are more than two large clan in the village, there are more obvious differences in the faction, the team is relatively weak, and there are three villages in this case. There are 16 basic reassuring teams, including 55 branch committee members, 66 village committee members, 48 ​​cross-employed staff, 73 actual staff members, 4 village-deficient branch committee members, and 1 village-deficient village committee member. . The initial plan for adjustment is: 4 villages remain unchanged; 1 village is accredited as a basic competent staff member due to the assessment of the secretary, and the deputy secretary is the secretary; 2 villages under the cadre of the lower cadre, have been elected by the clerk, It is proposed to withdraw the cadres who are sent to the lower cadres; one branch committee member will not be able to play the team due to his ability or function, and will be transferred to the team at the same time. One member will be retired, one member will be retired, and one member of the four village branch members will be absent. 4 people.

The rest are for the rest of the team, a total of 25. Due to the different economic conditions of the villages, the situation of party members is not balanced, and the specific conditions are different. At present, the three villages of Lijiazhuang, Huanggou Port and Songguan are still under the authority of the cadre to serve as the branch secretary. In order to ensure the stability during the transition period and facilitate the development of the village work, it is decided to continue to be the secretary of the lower cadre. Therefore, the above 3 villages can be considered as a peace of mind. There are 25 reassuring teams, 163 members of the two committees, 6 people absent; 10 villages keep the current team and members unchanged; 14 villages retired 12 people, adjusted 2 people, added 6 missing staff, a total of 20 people. In addition, Fuyangzhuang Village needs to be adjusted due to the retirement of the secretary. The deputy secretary of the original branch can be a suitable candidate for the secretary; the branch secretary of the village is appointed by the general branch secretary, and one branch secretary is selected according to the recommendation.

3. The situation of reserve cadres. There are 123 village-level reserve cadres in the town, including 93 males and 30 females, accounting for 75.6% and 24.4% of the total. 34 people under the age of 35, accounting for 27.6%; 55 people aged 36-45, accounting for 44.7%; 34 people aged 45-54, accounting for 27.6%. There are 38 people in the following cultures, accounting for 30.9%; 83 people in high school culture, accounting for 67.5%; only 2 in college culture, accounting for 1.6%.

4. The situation of party members. The town has 2010 rural party members, accounting for 75% of the total number of party members, including 1785 males and 225 females, and 170 rich people. 199 people under the age of 35, accounting for 9.9%; 322 people aged 36-45, accounting for 16%; 495 people aged 46-54, accounting for 24.6%; 322 people aged 55-59, accounting for 16%; 60 years old or older 672 people, accounting for 33.4%. There are 1657 people in the following cultures, accounting for 82.4%; 334 people in high school culture, accounting for 16.6%; only 19 people in college culture, accounting for 1%. A total of 78 activists joined the party, including 47 males, 31 females and 22 wealthy. 34 people under the age of 35, accounting for 43.6%; 32 people aged 36-45, accounting for 41%; 11 people aged 46-54, accounting for 14.1%; one person over 60 years old. 15 people in the middle and lower cultures accounted for 19.2%; 39 in high schools, accounting for 50%; 24 in junior colleges, accounting for 30.1%.

5. Collective economic situation. The collective economic situation of the villages in the whole town is relatively difficult overall. There are only 5 villages with an annual income of more than 100,000 yuan, the highest income of 370,000 yuan, and 18 villages with an annual income of 50,000-100,000 yuan, 3-5. 5 villages of 10,000 yuan, 16 villages of less than 30,000 yuan. The collective income of the village mainly comes from the rural land contracted income. The income of sand resources can be obtained from 14 villages along the Wenhe River. Only Wang Linpo and Qianyan Village have enterprise income, and the village of Xinzhuang Village can earn about 50,000 yuan.

Second, the main experience

In recent years, the party committee of Qiujiadian Town attaches great importance to the construction of village-level organizations. In the face of the fact that there are many backward groups and cadres as a whole, the overall situation of the cadres is weak, strengthen leadership, strengthen measures, increase efforts, and pay close attention to the overall construction and achieve certain results. .

1. Practically strengthen leadership and earnestly perform the duties of managing the party. A group of town party committees have established the idea that the "party must manage the party", can earnestly perform the duties of managing the party, and insist on strengthening the village-level organization as the primary task. In particular, we have carefully adjusted and implemented the system of cadres and cadres in the government. According to the actual conditions of each village and the characteristics of the department, the insurance department and the responsible person shall be reasonably determined. For the financial management is more confusing, the auditing and management department cadres are selected to Baocun; for the land contracting and housing site problems, the construction department cadres are selected to Baocun; for the uncoordinated, the elected organizations and civil affairs departments cadres Baocun have made reasonable Match and optimize the combination. 2. Pay close attention to the organization and carefully select the party branch team. The town party committee attaches great importance to the construction of the village-level team. Each year, the leaders of the town team lead the team to conduct a comprehensive village-level team inspection. Through symposiums, questionnaires, and household visits, the village-level organization construction is fully grasped. Conclusion, set the key point, and determined the "working in the village into a breakthrough, promote the strong, help the weak, with the middle, supporting linkage, overall advancement" work ideas, pay close attention to the post-team deployment. On the basis of doing a good job of thinking and rectification, we adopt four ways to grasp the organization and rectification: First, internal election. Adopting the "two pushes and one choice" approach, vigorously select party members who have a good work style, strong and prosperous, want to be officers, dare officers, and officers to serve as secretary of the village party branch. The second is to return. For those villages that do not have suitable candidates in the interior, the competent comrades who work outside the village are invited to return to the village. The third is seeking talent. For party members and cadres who are economically conscious, have high prestige, and have rich experience in the countryside, but are reluctant to work in the village due to the development of the individual economy, the party appointed a special person to work as a branch secretary. The fourth is the next faction. If there is no suitable candidate for this village, the cadres who have rich experience, strong and prosperous years, and have a promising future will work in the village to effectively resolve internal contradictions and promote the growth of reserve cadres.

3. Pay attention to comprehensive management and strengthen the concentration of the village. On the basis of grasping the whole face, the old and the most difficult villages with many outstanding problems and various contradictions are adopted by means of sending a joint working group, using a combination of administrative, economic, legal, ideological and political education and other means. Pneumatically carry out centralized management and rectification. For villages with financial management confusion, centralized auditing, timely disclosure, and problems, according to law; for the approval of homesteads, the problem of land contracting, the centralized clean-up, the notarization of the contract according to law; the temperament of the cadres is not true or weak, Insist on changing people without changing ideas, and earning a good choice.

4. Strengthen education and training to comprehensively improve the cadres of party members and cadres. In response to the outstanding problems in the ideology, work, and life of party members in rural areas, the education and training of party members and cadres have been strengthened in a targeted manner. Party members and cadres with poor dedication have highlighted the education of world outlook, outlook on life and values, and guided them to correctly handle the relationship between "everyone" and "small family" and play a leading role in leading the people to become rich together. Party members and cadres who are conservative in thinking and fearful of difficulties have highlighted the education of emancipating the mind. By intimidating with the advanced villages, they have inspired and guided them to carry forward the spirit of dare to dare to test and persevere, and do everything possible to lead the people to develop the economy. Party members and cadres who keep the old and eat the old, highlight the education of the entrepreneurial spirit of the officers, organize them to visit and study in advanced areas, let them find gaps, change their brains, and enhance the sense of urgency to accelerate development. For party members and cadres who lack the ability to get rich, they have strengthened practical science and technology training to help them improve their ability to become rich. In recent years, the town has held 10 scientific and technological lectures, trained more than 2,000 people, and trained more than 600 party members to become rich, and promoted the role of party members as vanguard models.

5. Based on local conditions, actively explore the road of Fuminqiang Village. In recent years, based on the actual situation of the town, we actively helped the villages to explore the path of development in line with reality, and implemented three major strategies: First, implementing a professional village expansion strategy. Relying on the traditional advantages, we actively guided each village to create a village and product, and continuously expanded the scale to realize the transition from a professional village to a regional characteristic economy. At present, the town has formed 22 professional villages such as post-processing wood processing, pre-swallow yarn processing, Lijiazhuang boiler manufacturing, Yaojiapo knitting and garment processing, etc., with more than 6,300 professional households, creating a new way to develop characteristic economy. The second is to implement the “leading” strategy. Taking the provincial-level science and technology demonstration park in South Wangzhuang Village as the “leading”, it vigorously promoted new varieties and new technologies of forest fruit, and promoted the development of more than 2,000 acres of forest fruit in surrounding villages, forming an industrial pattern with farmers in the base. At the same time, it is actively affiliated with Taian Asia Food Company to develop organic vegetable cultivation in Xinzhuang Village. At present, the planting area has reached more than 500 acres, becoming the only organic vegetable production base in the region. In this case alone, the households have increased their income by more than 2,000 yuan. The third is to implement a strategy of leveraging and revitalizing. In view of the outstanding problems of many idle assets and low output efficiency in Wang Linpo and other villages, through vigorous investment promotion and revitalization of idle assets, the development of village-level economy was promoted.

Third, the outstanding problems

1. The village-level economy is still relatively weak overall. Although in recent years, some villages have taken some measures in their development and have received certain results, due to economic base, geographical location, traffic conditions and other reasons, the village-level economy is still a common problem in most villages in the town. As a large agricultural town, the original village-level income mainly relies on three mentions and five systems, which can basically ensure the normal operation of the village level. In recent years, with the reform of taxes and fees, the burden on farmers has fallen sharply, and the collective income of the village has been seriously affected. Many villages have no operating income, and 17 villages earned less than 30,000 yuan last year. This year, the No. 1 archives of the central government implemented a strict protection policy for basic farmland, further reducing the space for the development of the village collective economy, and increasing the pressure on village-level economic development. The construction and work of the village team are facing severe tests, the service is not strong, and the village team's cohesiveness and combat effectiveness are affected.

2. The problem of lack of people in the village-level team is outstanding. Due to the heavy task, pressure and low treatment of the current village cadres, the mediocrity can not be done, and the people are unwilling to do it. Especially with the reform of the enterprise and the reform of the cadre and personnel system, the situation of promotion and appointment of outstanding cadres is gone, and the political future is rampant. The attraction of village cadres is reduced. Many village cadres are served by the old party members of the village who are large and prestigious. Some old cadres do not pay attention to the cultivation of the descendants, and the problems of the village cadres are obviously exposed. A total of 123 village-level reserve cadres in the town, with an average of less than 3 villages per village, and 5 villages without suitable reserve cadres.

3. The aging of party members is serious. The aging of party members is common in all villages. Some villages do not pay attention to the training of party members. The work of individual village party members is affected by the clan concept. Some village development party members have the phenomenon of seniority, which affects the quality of party members and village-level teams. Among the 2010 rural party members in the town, party members over 55 years old accounted for nearly half, 322 people aged 55-59, accounting for 16%, 672 people over 60 years old, accounting for 33.4%, and only 199 people under 35 years old. Only 9.9%, the task of absorbing excellent young people into the party and improving the age and academic structure of rural party members is very urgent.

4. The subsidy for village cadres is low. Due to the weak village-level economy, the subsidies for village cadres are generally low. The average wage of village cadres in the town is less than 400 yuan. There are 4 villages with only 240 yuan, and many villages cannot be issued normally, which affects the enthusiasm of the current cadres. It has restricted the improvement of the construction level of village-level organizations.

5. The proportion of the village party branch secretary and the village director is low. In the implementation of cross-employment, the work is not strong enough. At present, there are 24 branch secretary posts, which only account for 55% of the total. The core role of the party branch is not obvious in some villages. There are two skins in individual villages. The phenomenon has affected the overall combat effectiveness of the team.

Fourth, several suggestions

1. Make great efforts to develop and expand the village-level economy. It is suggested that the town party committee actively strive for higher-level support policies, based on the actual situation, and tap the potential. In the areas of professional village development, agricultural industrialization, and investment attraction, further efforts will be made to summarize the successful experiences of villages such as Wang Linpo and Qianyan. Explore new ways. In particular, in conjunction with this general election, we will boldly use a group of talented people who have strong ideas, ability, knowledge, and management to enter the “two committees” of the village, optimize the team structure, improve the village cadres to control the market, and develop the economy. The ability to promote the rapid development of the collective economy of weak villages and consolidate the material basis for serving the people.

2. Effectively solve the problem of aging of cadres and party members. Enhance the sense of crisis, take excellent measures, do a good job in the training of reserve cadres and party activists, and focus on developing party members, cultivating cadres, and improving the village-level team among the rich, veterans, and returning graduates. And the structure of party members and teams to improve the overall quality of grassroots party members and cadres. In the development of party members, the implementation of a combination of guiding and mandatory plans, limited the development of party members age, education and other structural proportions, optimize the team structure; further enrich the reserve cadre talent pool, each village must be enriched before the change Young cadres under the age of 35 will be trained in key areas and mature in conditions, and will be absorbed into the team as soon as possible to promote the exchange of old and new.

3. Strive to improve the subsidy treatment of village cadres. It is suggested that the town party committee, under the guidance of the district's large-scale policy, learn from the experience and practices of other towns and villages, study and introduce policies and measures that are in line with the actual conditions of the town, implement and gradually improve the subsidy treatment of village cadres, effectively remove the worries of village cadres, and mobilize rural areas. The enthusiasm of outstanding talents to participate in village-level management. At the same time, formulate relevant incentive policies, so that the village cadres who have the ability and ability to be officers are politically honored, economically affordable, and enhance the vitality of the grassroots team.

4, the right medicine, pay attention to the key team remediation. For the basic rest assured and unreliable team, we will dissect the village and formulate countermeasures. On the whole, conditions that are mature should strive to be fully adjusted by the end of July. The newly-adjusted Dongshang County village team can not relax their vigilance. In view of the complicated contradiction in the village, strengthen the assistance measures, consolidate the new team, and actively prepare for the village committee change. Yaojiapo village is very factional. In the absence of mature candidates, the cadres can still be appointed as secretary, but they must be equipped with reserve candidates, select those fair and decent cadres to join the team, and do a good job to help them mature as soon as possible. The current party members and people in Wulijing Village have half of the support for the current team. They need to further investigate, increase assistance measures, resolve the focus of public attention early, establish a team's prestige, unite people's hearts, and create conditions for team building. If other opinions are not uniform, continue to conduct in-depth inspections, be realistic and rational, and make reasonable adjustments. If individual people vent their anger at the election election and incite the people to disturb the election order and cause adverse consequences, they must resolutely crack down and ensure that the election is not lost.

5, to play the core role of the branch, and vigorously promote cross-employment.
