2. Promote the implementation of the spirit of the autumn broadcast conference. 3. Village-level financial operation. At present, the village collective advances nearly 20,000 yuan. There are still 50,000 yuan that cannot be solved. In addition, in the collection of medical expenses for major illnesses and the collection of joint defense funds last year, the collective also paid RMB 5,000. This year's summer tax collection, agricultural tax tasks have been completed, the collection of fees is still missing 20% ​​of the annual task. The certainty village has a book debt of more than 50,000 yuan. Last year, the construction of the Xi'antang project was similar to that of a certain village. It was also affected by a certain town. The funds received were only 6,000 yuan, but the construction of the Xi'antang project was 56,000 yuan. 4. Implementation of the activities of “four groups and two disputes” and “three levels of assistance”. 5. The overall situation of village-level teams and village cadres. Through investigation, we found that the configuration of these three village cadres is relatively reasonable, the team is operating normally, the village cadres can work together and work proactively, and can better complete the work of the town party committee and the government, but there are also Unsatisfactory places, for example, there are individual village cadres, the organization is not disciplined, and sometimes they make a disappointment among the people, revealing the internal control items without authorization, causing passive work, and some village cadres encounter major problems and lack of confidence. , lack of fighting power.

Third, the problem of exposure.

1. Contradictions in land. In the past two years, the central government has reduced the peasant burden to the local government, and the agricultural tax has been reduced year by year, but the contradiction in the use of land has been exposed. Some farmers' children have no land when they are studying at the school. However, after they reach the legal age, they have a head burden and because the amount of agricultural taxes paid is small. Therefore, these farmers are eager to need land, resulting in conflicts in land use. In addition, in this survey, the farmers involved in the land along the Yangtze River Road reported to our research team that the land to be requisitioned only had the compensation fee for the current year, but there was no land compensation fee and labor resettlement fee. Therefore, this part of the farmers requested to re-develop the land. Adjustment. In only a certain village, there are six or seventy households involving farmers along the Yangtze River, of which about 20 are basically without land. Analysis of the reasons, on the one hand, due to the adjustment of agricultural taxation policy caused by this phenomenon, on the other hand, the work measures of higher-level government departments are not one of the important reasons.

2. Current status of village work. The village cadres reflected that the work was difficult and the cadres were difficult. According to our survey results, the current work that the village cadres think is the most difficult to do is as follows: tax collection and land acquisition to complete the task of the higher-level center to develop private economy plan to deal with village disputes.
Most village cadres believe that fees are the first difficult job in rural areas. Village cadres report that in addition to agricultural taxes and fees, large-scale prevention and control funds, major medical care costs for medical care, five small vehicle maintenance fees, etc., are required to be collected by grassroots cadres. The amount and difficulty of work are relatively high. In addition, the current "reduction of burden" sounds a wave higher than a wave. Many farmers regard the fees they should pay as "disorderly charges" and there is a phenomenon of refusal. The reason is that the farmers' legal awareness is relatively weak, and the propaganda is not enough, which increases the difficulty of cadres' fees. Second, the main body of the fee is not clear, resulting in passive charges. Third, for village cadres, there is no effective restriction mechanism. If the farmers have not paid, the village cadres will have no choice. In the face of villagers who refused to pay the fees, most village cadres chose the “soft scam” and the ideological work solution. Some village cadres reflected that most of the work in the year was invested. In the case of fees, it is possible to end up, and many people have been offended for charging.

3. The problem of the style of the cadres of the government. Through the symposium, the public told us that the number of cadres under the government agencies is relatively small, and there are fewer opportunities for people to face each other directly. It has invisibly distanced people from the people, which is not conducive to the relationship between the cadres and the government. The team members under the grassroots research, they think this form is better, I hope that there will be similar activities in the future. At the same time, it is proposed that the number of agricultural science and technology guidance in broadcasting is relatively small compared with the previous ones. Especially in the current critical period of cotton cultivation, the relevant departments often need to go to the village to investigate and understand the situation, master the first-hand information, and make full use of the town. Broadcast programs for instructional publicity. They suggested setting up an agricultural technology station sales department in a certain town to sell agricultural materials such as seeds and pesticides.

4. The burden on farmers, especially the hidden burden, has increased the actual income of farmers. The burden of farmers is a prominent problem in the development of rural economy. Although the annual tax payment by farmers is significantly lower than that of previous years, the other expenses of farmers are increasing, mainly in the following aspects: First, small fees are charged in rural China, and individual schools are still compelling students to make summer courses, purchase uniforms and extracurricular reading materials. Second, the relevant departments apportioned the newspapers and periodicals to the village collectives. This problem is reflected in a relatively strong situation. From the survey situation, the general village collective subscription publications are all around 400 yuan; the third is the excessive education burden, the tuition and living expenses of an ordinary college student. Both are around 10,000 yuan, and the consumption of middle school students and high school students is also between 3,000 and 5,000 yuan. Such expensive education expenditure is indeed a heavy burden for the current income situation of farmers; fourth, the hidden burden of farmers is too heavy. Mainly due to the heavy burden of human relations, feudal superstitions and other folk culture activities, each household is between 500-2000 yuan.

5. The distribution of compensation for village cadres is unreasonable. In the investigation, a certain village and village cadre proposed that at present, the remuneration of the village cadres in the town is coordinated, and there are unreasonable phenomena. Like the cadres of their villages and villages, because they have fewer staffs and work harder, the completion of the tasks for the town is not outstanding, resulting in a year-end assessment results are not significant, the corresponding village cadres pay less, and the number of village cadres Ample villages work hard and work, and the task indicators are completed well. The village cadres have high evaluation points and correspondingly high rewards. Suggestion: When the village cadre is distributed, whether it is based on the village, according to the assessment points of each village, the rewards are distributed to the villages, and then in the village according to the individual performance of the subdivision.

6. Village affairs disclosure is sometimes in the form. The village affairs are open, what do farmers want to know most? In this survey, we also focused on the public to understand the results of the survey, the survey results show that the people interviewed are in favor of the implementation of the village affairs open system. The general view of farmers on the openness of village affairs is: through the open village affairs, the transparency of village affairs management has been enhanced, and the corruption of some village cadres, public and private, has been effectively prevented, and the awareness of villagers participating in democratic management and democratic supervision has been enhanced. . However, the public also reflected that some of their concerns, such as: village collective financial revenue and expenditure, homestead use, land contracting, use, and village cadre target responsibility system and compensation, etc. have not been able to block the village affairs publicly Really embodied. From the survey, it can be found that the problems that farmers care about in village affairs disclosure are basically related to financial disclosure. Therefore, to do a good job in financial disclosure and ensure the comprehensiveness and truthfulness of the public content can truly understand the villagers.

7. The problems existing in the development of the private economy restrict the further development and growth of the private economy. Through research, we found that the problems are mainly manifested in the following: First, the management is backward. Most private enterprises implement an extensive and closed family management model, and the sense of innovation, marketing awareness and development are not enough. Second, the ability of scientific and technological innovation is insufficient. In the private enterprises of the whole town, enterprises with high export-oriented and high-tech content are very limited. Famous brand products and fist products are rare. Third, the investment in science and technology is seriously insufficient, and the progress of science and technology is slow. Some enterprises produce a product for a long time, and they cannot do “production generation, develop a generation, develop a generation” and lack competitiveness in the market.

Fourth, a few thoughts.

1. In view of the contradictions highlighted in the land, we believe that land is still the most basic income and social security of most farmers, and it is the basis for the peasants to settle down. Therefore, the stabilization of the current land policy is the current and long-term rural work. A basic task. However, under the premise of stabilizing the land contracting system, the relevant competent authorities at the higher level should consider the new situation triggered by the change of the agricultural taxation policy, and the situation in which the land needs to be used when the population increases and the land contracted by the large-scale farmers are requisitioned, and the corresponding response should be issued as soon as possible. Measures to avoid the phenomenon of new populations or land requisitioned by farmers who have been requisitioned in a relatively short period of time, and maintain social stability.

2. In view of the difficult work done by the village cadres and the difficulty of doing cadres, we believe that on the one hand, we must strengthen education and training to improve the overall quality of the village cadres. The work of village cadres is difficult to carry out. Apart from objective factors, subjective reasons are also closely related to the fact that the overall quality of some village cadres is not high. In the contradiction between the cadres and the masses, cadres are the main aspect of contradictions. Some village cadres are not suitable for the grasp of Deng Xiaoping Theory and the needs of practice. The ideological concepts, knowledge standards and the development of the times are not suitable. The actual skills of developing the economy and doing the work of the people are not suitable for the actual work requirements. These are increasingly restricting the rural areas. Important factors for reform, development and stability. Therefore, improving the overall cadre of the village cadres has become the primary task of doing a good job. Therefore, we must combine the actual situation, adopt various forms, and plan to systematically train village cadres on basic socialist theories, policies and regulations, management knowledge, market economy, modern science and technology, agricultural practical technology, etc., and improve village cadres. The level of administration according to law, enhance their ability to do the work of the people and the ability to lead the people to develop the economy and get rich together. On the other hand, as a higher-level government, it is necessary to reduce the burden on village cadres in light of the actual situation when arranging work. In the face of various charges, inspections, conferences and various activities, the village cadres are too poor to cope with, tired of running around, time and energy are wasted on some trivial matters, both labor and wealth, but also caused peasants to resent, miserable. As a higher-level department, we must improve the working methods, reduce the burden for the village cadres, do not mention unrealistic requirements, do not engage in hard appraisal, less formalism, and less trouble for the following troubles. In particular, in the release of certain indicators, it is necessary to change the mandatory indicators as a guiding indicator for villages, localities, and timely adjustments, creating a relaxed and harmonious working environment for village cadres, and spending more time and energy on Do practical things for the people and seek development.

3. It is necessary to effectively change the work style of government cadres, and the work style directly reflects the image of our grassroots cadres in the public. Transforming work style is the basic requirement for practicing the "three represents" and is an important part of strengthening and improving the party's work style. As the saying goes, "contacting the people to get water and getting rid of the people's roots" is therefore a requirement for an official cadre. 4. Promote farmers' income increase, reduce the burden on farmers, or accelerate the development of agricultural industrialization. Adjusting the optimal agricultural structure and vigorously developing high-yield and high-quality agriculture is the central task of current agricultural and rural work, and also the fundamental way to increase farmers' income. Our town has achieved certain results in agricultural industrialization, but we must continue to promote the adjustment of agricultural and rural economic structure. First, focus on improving the quality of agricultural products, and continue to adjust the structure of optimized varieties. Second, focusing on the development of high-efficiency economic crops, we will continue to adjust and optimize the structure of crop production and continuously increase the proportion of economic crops in the output value of crop production. Third, focusing on the development of animal husbandry, continue to adjust and optimize the structure of the agricultural industry, and promote the transformation of the livestock industry from the traditional family sideline to the leading industry, comprehensively improve the comprehensive production capacity and economic benefits of the animal husbandry, so that the animal husbandry in agriculture The proportion of output value has been rising, and the structure of agriculture, forestry, animal husbandry and fishery has gradually become more reasonable. 5. Further management of village affairs open management. We must adhere to the principle of "everything that the public cares about, the major issues in the village must be open to the villagers", and comprehensively and truthfully regulate the content of village affairs disclosure. Especially in the hot spots and focus of the public's concern, it should be more practical, and should not be spent. In the open way, it is also flexible and convenient for the public. 6. Suggestions for accelerating the development of the private economy. With the changes in the ownership structure and management system of enterprises, most enterprises are private enterprises.
