Rural road construction "four-layer method"

——Report on the construction and management of roads in XX Township and ZZ Township

Rural roads are the link between township people's external contacts, economic development, and exchange of culture. In recent years, the construction of rural roads in our county has developed rapidly, and the traffic conditions in the county have been greatly improved. However, the management and maintenance of rural roads have not been properly solved, and long-term investment is required. Without input, the quality of roads has been declining year by year, resulting in the failure of many rural roads to function properly. In order to solve this problem, XX Township and ZZ Township combined with industrial development, explored the construction, management and maintenance mechanisms of rural roads, and changed the situation of rural road construction, management difficulties and maintenance difficulties.

I. Traffic overview of two townships

XX Township is located at the border of Fujian and Hubei. It has 12 administrative villages, 1968 households with 6,996 people and a geographical area of ​​75 square kilometers. The domestic highway was built in 1981. At that time, it was used as a provincial road, and the road conditions were good. The state allocated special funds every year to organize the maintenance of roads. After 1990, the state will no longer be organized and maintained. If the township government lacks funds, road maintenance will not be implemented. Over the years, the pavement of the section of the road has a small pit, a small trough set of small troughs. In the past, coal and cargo vehicles were carrying hoes, quilts, and instant noodles. The driver drove a car and went down to fill a few pits with a hoe. Cars, broken shafts, broken tires or traffic jams are quilted in the car, and the 37-kilometer road takes 11 hours to drive normally. In the case of traffic jams, it usually takes three to five days to clear.

ZZ Township is located at the junction of the east and the west of the county. It has 7 administrative villages, 1870 households and 6,700 people. The area is 48 square kilometers. It is known as the “hometown of coal”. In the past, there was only one road leading to the county. The coal in the township is bumped 45 kilometers through this road, transported to the county dock, and then transferred to other places by means of the Yangtze River channel. In order to reduce transportation costs, in 1979, the township decided to open the exit road from ZZ to a ferry on the Yangtze River. After the villagers gathered for 3 kilometers, they were stranded due to technical reasons. In 1985, the villagers once again called the villagers' migrant workers to build roads and repair roads. After extending 8 kilometers on the original basis, they could not know. In 1990, the township once again took the lead in road construction, completely negated the original survey plan, re-examined the survey, and repaired it to about 11 kilometers. It was stranded again due to constraints of funds and technology. In 1999, with the help of relevant departments, ZZ Township implemented the construction of Changhong Highway for the fourth time. After two years, it finally realized the initial pass, but the roadbed was not strong, the road conditions were extremely poor, and there was no management. Mud, fine weather and gray is a true portrayal of it. And the township government still owes more than 1.6 million yuan in debt and spread a lot of legacy problems.

Second, the "four-layer method" to solve the problem of highway construction management

Both XX Township and ZZ Township are rich in coal resources. In recent years, the coal-oriented industry in the two townships has developed rapidly and the traffic volume has grown substantially. Last year, XX Township's raw coal output reached 120,000 tons, flue-cured tobacco was 4,500 tons, and ZZ Township's raw coal output reached 250,000 tons. With the rapid development of the two township industries, the already rampant road has become a bottleneck restricting the economic development of the two townships. In order to break this bottleneck, the township party committee and the general government in-depth investigation and demonstration of the status quo of the coal enterprises that have formed a scale in the jurisdiction think that from the perspective of industrial development, the biggest income households of the two township roads are coal enterprises, and the road management is solved. The problem can be to explore the way companies participate, and improve the status quo of the road construction management. As a result, the two townships proposed a method of co-ordinating by the government and funding by coal enterprises, and began to work on the construction of rural roads. And from the unified thinking and understanding, meticulously formulating plans, conscientiously organizing implementation, and carrying out long-term management and protection, we explored a long-term mechanism for the construction, management and maintenance of rural roads.

The first layer: unified thinking and understanding. It is not an easy task for enterprises to voluntarily come up with hundreds of thousands or even millions of yuan. In response to this difficulty, the two townships have set up a main working group for the group leader and township cadres. From the perspective of the development of coal industry and the development of coal enterprises, from the perspective of doing good things for the people, carry out propaganda and launch, and talk with the responsible person of the enterprise, patiently calculate the transportation cost, increase the output, and increase the efficiency of the enterprise with the enterprise owner after the road renovation. Value, comparative analysis of the efficiency ratio of highway investment and actual production, let the enterprise realize that the renovation of highway is the need of enterprise development. The second layer: elaborate plans. The third layer: seriously organize the implementation. In order to ensure the smooth progress of road renovation, XX Township and ZZ Township have established a coordination and coordination group, a financial management team, a material procurement team, a quality and safety inspection team, a contradiction dispute mediation team and a road renovation team to implement overall coordination and group operations. The Coordination and Coordination Group is headed by the township party committee secretary, the person in charge of the enterprise and the person in charge of the village community. They are responsible for the coordination of work between the groups during the road renovation process and the coordination work between the neighboring towns and towns during the renovation process. The financial management team is headed by the township head and the company representatives are members, responsible for the budget management of road renovation. The road renovation group is composed of the township government and the person in charge of the enterprise, and is responsible for organizing the specific renovation work. In the implementation process, the two townships also strengthened the "three public". First, the expenses of public funds, the establishment of a public notice column, and the release of expenditures at any time. The heads of the capital-funded enterprises collectively reviewed the expenditures. The second is to purchase materials for public use. The prices of various materials are determined jointly by the government and the person in charge of the enterprise in accordance with the requirements of “pursuing quality in quality”. The third is to publicize the quality inspections, so that they can be announced every day, and every half month.

The fourth layer: long-term management. A group of people in XX Township and ZZ Township fully realized that roads must not only "manage" the current, but also "carry" long-term, and establish a long-term mechanism to play the long-term role of rural roads. XX Township and ZZ Township together with the heads of enterprises and village cadres have formulated long-term management and protection measures for roads. The establishment of the long-term management and protection mechanism in the two townships is mainly reflected in the “three-oriented”: First, long-term. The company is responsible for funds, government management, and the establishment of a management and protection fund to ensure the safety of management and protection funds. At the same time, the government allocates certain funds as an incentive fund for management and protection work to encourage and improve the quality of management and protection. XX Township has established a management fund of 500,000 yuan and ZZ Township of 200,000 yuan. The second is standardization. The duties of road maintenance personnel were formulated, the maintenance road sections, maintenance standards and maintenance requirements of each road maintenance personnel were clarified, and the road maintenance personnel were publicly recommended by the people passing by the roads to ensure the image of the road management. XX Township employs 20 management and maintenance personnel, and ZZ Township employs 18 management and maintenance personnel. The third is institutionalization. A regular inspection and appraisal system was established. The government and the village cadres conducted a patrol every month. The founders were ordered to immediately renovate the problems found. At the end of the year, the government, enterprises, and village cadres formed an inspection team to evaluate. If the road maintenance management fails to meet the standards, the subsidies and wages will be deducted, and the road maintenance personnel will be replaced in time to make appropriate material rewards for the road maintenance villages and maintenance personnel, so that the road management and protection will enter the institutionalized track. At the same time, the government has signed an agreement with various coal enterprises, that is, the national transportation limit standard must be strictly enforced. If the coal mine exceeds the limit, the coal enterprise must pay a certain road repair fee, and the government finds two overloads in the traffic safety inspection. For the coal transportation vehicles, it is reported that each coal mine shall not allow the vehicle to transport coal again.

Third, traffic improvement to promote industrial development

Through the "four-layer method", XX Township invested 1.1 million yuan to complete the 37-kilometer road renovation. It took 11 hours for the original vehicle to drive normally. Now it only takes 2 hours; ZZ Township invests 3.1 million yuan to complete the 18-kilometer length. Highway rectification, the government's debts in the road construction process are fully repaid, the mileage of coal transportation is 27 kilometers less than the original, the freight rate per ton of coal is reduced by 6 yuan, the past day to run, and now can run two miles per day. The road construction has greatly improved the investment environment, expanded the exchange of foreign economy, technology and materials between the two townships, and accelerated the development of advantageous resources. On the basis of last year, the output of raw coal in XX Township increased by 50,000 tons this year, and the output value of flue-cured tobacco increased by 1.77 million yuan. The output increased by 50,000 tons. The establishment of a long-term management and protection mechanism provides basic conditions for the adjustment of the industrial structure of the two townships and the active cultivation of new economic growth points.
