I. The motivation for planning construction is accelerating along with the urbanization and urban-rural integration of rural areas. With the development of rural productivity and people's demand for material and cultural life, the rural surplus labor force is gradually transformed from primary production to secondary and tertiary industries. Changes and transfer, land transfer has become an inevitable trend of future development. In order to protect the legitimate rights and interests of farmers and ensure that the land contractual management rights and income rights are not encroached after the transfer, the establishment of land share cooperatives is a perfect improvement of current stable household contract management. Measures. I personally think that we can understand from two aspects. On the one hand, from the perspective of efficiency, after the establishment of a cooperative, we can ensure that the land is fully used, and the original multi-family, too fragmented land is concentrated and organized by the cooperative. To operate or open bidding bidding to the society, so that those with economic strength, business minds, and right-handed projects should operate under standard conditions, promote scale planting, realize science and technology, realize sustainable agricultural development, and continuously develop new agricultural products projects. Transform to market. In the end, it can also improve economic efficiency, so that the original contractor, that is, the shareholders, will get more benefits from the income. On the other hand, from the perspective of land management and management rights, at present, through the form of shareholding cooperation, each villager becomes a shareholder, and the share cooperatives concentrate on the willingness of the shareholders to operate, so that the peasants can truly become the masters and earnestly maintain Good self-interest. After the establishment of the cooperative, not only the representatives of the shareholders can participate in the proceedings, but also the shareholders of all cooperatives can make recommendations to the board of directors through a certain program, so that the board can make reasonable decisions, that is, promote the rural land share cooperation system. 2. Reality We have established 3 land share cooperatives, namely: Gezhuang Land Share Cooperative, Hewan Land Share Cooperative, Dongjin Land Share Cooperative, involving 6 villages in 6 villages, and 223 households entering the company, with a shareholding area of ​​910.5 mu. Each 1 mu is converted into 1 share, totaling 910.5 shares, including 855.5 shares of farmers and 55 shares of collective shares. The cooperative set up the general ledger and cash account. Third, the main practice is to carry out bidding activities. The chairman of the board of directors and the members of the board of supervisors shall convene the contents of the contracted project, the contracting period, the reserve price, the bidding announcement, and the bidding time. The board of directors convened a representative meeting of shareholders, fully brewing the consensus, clarifying the category of contracted projects, contracting period, reserve price, tender announcement, and bidding time. And the majority of shareholders are invited to widely publicize and post the tender notice. Seven days later, the Zhennong Service Center hosted a tender meeting to conduct open, fair and fair bidding activities.
The second is to carry out tracking service activities. The third is to carry out social affairs open activities. Significant matters relating to the interests of shareholders, such as equity setting, account creation, and business methods, shall be publicly disclosed to all shareholders on a regular basis, not less than twice a year. The contents of the public notice shall be approved by the board of directors. After review by the board of supervisors, public notice shall be made through meetings and written forms. Take the Gezhuang Land Share Cooperative as an example. On January 20 this year, a general meeting of shareholders was held to distribute dividends.

Income situation, including: 152 shares of farmers, covering an area of ​​152 mu, of which 10 groups are 76 mu, 11 groups are 76 mu, the price of each package is 270 yuan, the annual contract fee is 41040 yuan; the collective stock is 55 shares, the area is 55 acres, of which 10 groups of 15 mu, 11 groups of 40 mu, annual contracting fee of 6,200 yuan, according to the distribution of shares, of which 10 groups of 1400 yuan, 11 groups of 4,800 yuan; total should be distributed dividends total: 47,240 yuan.
2. Expenditure, including: employment at the tender meeting: 260 yuan; investment in farmland water conservancy facilities: 980 yuan; total expenditure 1240 yuan
3. The actual total dividend distribution is 46,000 yuan, and the dividend distribution is based on 152 shares of farmers, 302.6 yuan per share.
The fifth is to carry out normal social activities. Each year, there are work plans and work objectives, and the working system of shareholders' meeting, shareholder representative meeting, board of directors and board of supervisors is clarified. Shareholders' meetings are held regularly, not less than once a year, and shareholders' meeting, board of directors, and board of supervisors meeting are held at the end of each quarter. Fourth, the effect analysis
1. Through the land transfer, the establishment of land share cooperatives has effectively improved the use efficiency of land and increased the income of farmers. The Gezhuang Land Share Cooperative was formally established in October 2005. It consists of two groups of 207 mu of land, each of which is converted into one share, totaling 207 shares, of which 55 shares are collective and 152 shares are farmers. It is estimated that the original income per mu is deducted from the net income of all expenses by 260 yuan, but it is operated by the land share cooperatives without any expenses. The net income is more than 300 yuan, and the income per mu is 40 yuan.
2. Through land transfer, the establishment of land share cooperatives has effectively promoted the development of efficient agriculture. The 152 mu of farmland shares of the Gezhuang Land Stock Cooperatives were distributed to the Zhejiang people. They were contacted by the Baoying County Baoqi Rice Factory and became the pollution-free rice production base of the Baoqi Rice Plant to develop efficient agriculture.
3. Through the transfer of land, the establishment of land share cooperatives has promoted the transfer of rural labor. We have three land share cooperatives in Gezhuang, Hewan and Dongjin, involving 223 households, with an average of one labor per household, and a net income of 7,000 yuan per person per year.
Five, there are problems
1. The land share cooperatives have relatively single operating projects, and the shareholding area can only be engaged in the primary industry.
2. The land share cooperatives are basically engaged in contract management, with low benefits and weak direct operations.
3. The economic strength of the land share cooperatives is not strong, and the funds for farmland infrastructure renovation are lacking.
Sixth, work plan
1. Give full play to resource advantages, actively strive for financial support funds, establish pollution-free and organic rice production bases, establish brands, do a good job in supporting farmland infrastructure construction within cooperatives, develop modern agricultural projects, and increase the income of investors.
2. Increase investment in cooperatives, contact with power supply and other departments, upgrade and upgrade farmland infrastructure such as power facilities and machine farm roads, improve the scale of farmer households, save the contractor's farmer's capital, enhance the development potential, and increase the income of investors.
3. Adhere to democratic decision-making, democratic management, and democratic supervision, give play to the role of shareholder representatives and the "two sessions", and implement various management systems. Regularly or irregularly conduct social disclosure to enhance the transparency of business management.
4. Standardize operations, innovate land management mechanisms, and continuously absorb other farmers' land, technology, capital and other shares.
5. Increase the use of technical training by farmers to promote labor transfer. Give play to the functions of the labor station of the town, carry out technical training courses in batches to improve the labor skills of farmers.
