The basic practice of carrying out educational activities to maintain the advanced nature of party members in the whole party is a major deployment made by the 16th CPC National Congress. At the beginning of 2003, the central government divided the party and government organs, the rural areas, the urban grassroots units, the vertical management units, and the comprehensive five types, and carried out pilot projects in 19 units across the country. The two places we visited this time were among the 19 units. Among them, Hangzhou belongs to the urban grassroots type, which is carried out at seven levels: state-owned enterprises, non-public organizations and communities. Tai'an City is a comprehensive type that covers all members of the field. The pilot work of the two places began from the end of the national pilot work symposium at the end of February last year, and basically ended in September, roughly in three steps:
First, the investigation of the bottom, the development of a pilot program is to fully understand the basic situation of the party members and grassroots party organizations. Before the educational activities were fully rolled out, there were 19 research groups at the lower levels of Hangzhou City, 213 visiting units, 180 individual interviews, 164 symposiums, and more than 1,200 people in Tai'an City. In-depth investigations were conducted in groups, such as key surveys and questionnaire surveys. In the investigation, they conducted a comprehensive analysis of the grassroots party organization team, focusing on the investigation of the unsound and weak and decentralized team; for the party members, the focus was on the number, distribution and ideological status of the party members. On the basis of clarifying the base, the retired party members, laid-off workers, party members, mobile party members, and urban non-professional party members, etc., pull out the list, proceed from the actual situation, clarify the affiliation, and implement management responsibility one by one.
The second is to focus on rectification and adjustment of grassroots party organizations that are not suitable. If the team is not sound, it should be improved as soon as possible; for the mediocrity of work, lack of combat effectiveness, and strengthen education and assistance measures; for the team that is not united, weak, and sloppy, find the crux as soon as possible and immediately make organizational adjustments. In the new economic and social organizations, those who have not established the conditions for the establishment of party organizations and establish them in various forms as soon as possible. If there is no condition for the establishment of party organizations, they will organize the activities of party members in the form of associations, establishment of joint branches, and escrow. The activity smoothly paved the way. Before the pilot work was launched, Tai'an City concentrated its efforts on the 348 grassroots party organizations with various problems and adjusted them to a total of 19,687 mobile party members, unemployed re-transfer soldiers and college graduates, bankrupt or discontinued. Party members of the company rationalized the organizational relationship; Hangzhou Xiacheng District adjusted 284 new corridor branches, added 1185 party groups, and found “herd family” for 625 mobile party members and 16 “pocket” party members. Fourth, timely training of the backbone of educational activities. Both places insisted on the backbone training first. Before the educational activities were fully rolled out, they concentrated on intensive training on party organizations, party workers, team cadres, and members of the educational activity leading groups at all levels to clarify tasks and implement responsibilities. Effectively eliminated the "blank spots" of educational activities.
The second stage: party analysis, democratic review. This is a key stage of the entire educational activities. There are three main links: First, the party organizations at all levels guide the broad masses of party members, adopting various forms such as self-dissection, public referrals, party members' evaluation, and mutual search, and solicit opinions from all sides. In the disposition of unqualified party members, three methods of correcting, revoking, and delisting were determined. In implementing the policy, we must earnestly and leniently and moderately, and do not dampen the enthusiasm of the party members because of the excessive disposition of the party, nor do they not be disposed of due to the disposal and affect the party’s prestige. According to the democratic appraisal and prescribed procedures, Taian City has a total of 63,140 outstanding party members, accounting for 19.65%; 244,361 qualified party members, accounting for 76.07%; basic qualified members, 9,637, accounting for 3%; 4,412 unqualified party members, accounting for 1.28% . Among the unqualified party members, 3510 were rectified within a time limit, 80 were dismissed, 264 were delisted, and 258 were subject to party discipline or legal responsibility.
The third stage: education transformation, rectification and improvement. For example, Xiacheng District of Hangzhou has set up a sound working mechanism in terms of “care, service, education and incentives for party members”, “party members fulfilling their obligations”, “party members correctly exercise democratic rights” and “party internal and external supervision”. Tai'an City has also made active research and exploration on how to establish a long-term mechanism for party members' education and training, management supervision, incentive guidance, organizational guarantee and grassroots party organization construction, and has gained useful experience. III. Seriously summarizing and proposing opinions and suggestions The central government put forward high requirements for the pilot work of this educational activity. To this end, the party committees of the two places have always regarded the research to answer the questions raised by the central authorities on the pilot work as an important task, and deployed and implemented the same with educational activities.
