I. Basic situation of party members in the cultural system Party members constitute a total of 23 party organizations in the city's cultural system, including 2 party committees, 2 party branches, and 19 party branches. There are 208 party members, including 56 party members in the party and government organs and 152 party members in the public institutions. In terms of gender ratio, 60 female members, accounting for 28.8% of the total number of party members; at the age level, 32 members under the age of 35, 48 members aged 36 to 45, 46 members aged 46 to 54, 55 years old There are 15 members of the 59-year-old party members and 67 members of the 60-year-old and above. In the academic structure, there are 1 party member with postgraduate qualifications, 44 members of the university university degree, and 56 party members with college degree, secondary school and high school education. There are 44 party members and 63 members of the school with or without junior high school education.
The role of the party members has been working for many years. Under the strong leadership of the municipal party committee, the municipal government and the party committee of the Cultural Bureau, the party members of the cultural system of the city have earnestly studied Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thinking of the "Three Represents" and implemented them. 1. The age structure of the party members is obviously aging, and the proportion is not coordinated enough.
There are 208 party members in the whole system, only 32 young party members under the age of 35, accounting for 15.4% of the total number of party members; 101 members with college education or above, accounting for 48.6% of the total number of party members. The age and academic structure of the party members are aging and low-educated. The disparity between the old, the middle and the young is large, and there are many retired old party members. The proportion of young in-service party members is small, resulting in a lack of vitality and vitality for the party members in the whole system. What is even more worrying is that the party members of some units are close to the gap. For example, there are 19 party members in the city's film company, 12 of whom have officially retired; since the main business of the unit has been legally terminated in the film system reform, two party members have been arranged to retreat or remain on duty; Survival is difficult, and two other party members have left their posts for many years and are self-employed. At present, only one party member is employed on the post. Another example is the existing party members of the City Drum Tower Cinema, of which 5 have retired or retired, and only 1 is an active party member.
2. Party members' ideological and political factors need to be further improved.
In the investigation, we found that some party members in some units have conservative ideas, backward concepts, lack of study on theoretical knowledge, and cannot keep up with the pace of development of the times. The party members' attitudes of individual party members are not strong, and they do not play the vanguard and exemplary role of party members, and even affect the work sentiments of other comrades. At Anyang Art School, when the school encounters difficulties, individual party members are pessimistic, lacking in spirit, not enterprising, and passively waiting; even the very individual party members are scattered, and in some respects are not as good as ordinary people. Under the impact of the tide of the market economy, the ideals and beliefs of very few party members have been shaken, the spirit of dedication is indifferent, the sense of enterprising declines, and the role plays a general role. In particular, some retired old party members basically do not participate in organizational life. In the case of difficulties faced by the unit, they often go to the petition department for petitions because the retirees cannot be paid in full, the medical expenses cannot be fully reimbursed in time, and the unit defaults on pensions. .
3. The life of the party at the grassroots level is not sound enough.
Cultural system institutions have fewer general staff and fewer party members, and the party’s organizational life often cannot be carried out normally. Although some party organizations can carry out organizational life normally, the methods of learning and education within the party are relatively monotonous, and some even flow in form, and the educational effect is not satisfactory. Some units have a low quality of self-criticism, less self-criticism, less mutual criticism, talk about problems involving themselves, not involving others, self-criticism, and many roots. It is difficult to unify thoughts and promote unity. . There are still some difficult theaters, party members are more mobile, and party organizations are not well-made. Take the Oriental Red Cinema as an example. Since the unit was shut down due to unqualified fire safety in 2001, all the employees have been laid off and returned to the present. In the past four years, there has not been a complete branch organization, and laid-off party members cannot guarantee full participation in organizational life, and individual party members and organizations are lax.
Cause Analysis
1. With the development of the socialist market economy and the deepening of reform and opening up, the city's cultural system is facing a new test brought about by the economic transition. Some cultural units are also undergoing direct management from the state to indirect management. In the process of institutional reform and mechanism transition, many units have difficulty in survival and are undergoing leasing, auction or joint-stock reform. This situation has brought about no small negative impact on the party building work of the grassroots units. As a result, the party's organizational life cannot be carried out normally, and the party members' education is lax, which restricts the improvement of party members.
2. Some grass-roots party organizations do not have a clear understanding of the advanced nature education of party members. Their organizational life is weak and scattered. They do not pay enough attention to party activities such as party classes. They are not effective in training and training of party members. They are inflexible, boring, and even in the form of party members. Comrades are interested in this.
3. Some economically difficult units are not satisfied with the party members' ability to study and educate. In particular, they do not care about the thoughts and lives of retired old party members. They have not rationalized the organizational relationship for laid-off unemployed party members after the suspension of production, and “pocket” party members and “hanging empty”. Party members listen to it.
