In order to further improve the county's new rural cooperative medical work, and ensure the successful completion of the pilot task, the leadership was appointed. On August 7, the County Government Office Supervision Bureau conducted a survey on the progress of the cooperative medical work in seven townships in the county. The investigation will be reported as follows:
I. Current development status According to the survey results of 11 households in 7 towns and villages, 4 households have not paid the cooperative medical fund, accounting for 36%; 3 households have not paid the cooperative medical fund but not issued, accounting for 27%; Four households have already paid the cooperative medical fund and received the "cooperative medical certificate". According to the investigation, the people in Xiaomiao Village, Renmiao Village and Su'an Township of Deping Town basically did not pay the cooperative medical fund; Zhang Zhaosen of Xinzhai Village of Linyi Town and Fan Yongmei of Lijia Hutong Village did not pay the cooperative medical fund; The cooperative medical fund of Wang Xiaowu of Wangliang Village in Linpan Town has been handed over, but the agreement has not been signed. Judging from the overall situation, the work in Qijia Township is progressing rapidly. There are 27,199 agricultural populations in the township, and 26,777 people have been issued. The issuing rate has reached 98.5%. The identification of village-level health clinics is underway. The 6-member Wang Fengyou family of Wangsi Village in Mengsi Town paid the cooperative medical fund and received the Cooperative Medical Certificate on April 7. Judging from the situation in the county, it is now in the stage of issuing certificates and issuing certificates, and there has been no substantial progress in the reimbursement of medical expenses.
II. Problems and shortcomings in the work Through investigations, it is found that the lack of publicity in townships and villages is the root cause that the general public does not understand the new rural cooperative medical care system, does not know, and then participates in supporting the cooperative medicinal initiative and low initiative. In addition, in very few villages, due to the weak fighting power of the village team, the people’s petitions have been prolonged for a long time, and the suspension of agricultural tax arrears has caused the people to fail to pay the cooperative medical fund. The main problems:
The propaganda was not in place and the people did not really realize the benefits of the new rural cooperative medical system. Among the 11 households surveyed, only Yan Enhua of Xinzhuang Village in Deping Town and Zhao Tongchang of Zhaojia Village in Yujia Township generally know the benefits of the new rural cooperative medical care system, but little is known about the specific reimbursement procedures and reimbursement rates. There is a vague understanding. Only 4 of the other 9 households only know to pay the cooperative medical fund, but they don’t know the specific content and the real benefits. Wang Fengyou of Wangqian Village in the former Mengsi Town received the "Cooperative Medical Insurance Card" on April 7. However, because he did not know the specific reimbursement procedure, when his grandson suffered from myocarditis, he did not go to the Mengsi Town Health Center for treatment. Going to the Lijia Health Center in Linyi Town for treatment, and therefore cannot enjoy cooperative medical reimbursement. During the discussion, Wang Fengyou was found to have lost the "Cooperative Medical Insurance Card" in the pile of books. It took a long time to find it. He said: "I will pay the money in the town, and who knows what the card is for?" . It can be seen that because the township and village propaganda work is too simplistic and formalized, the people simply do not realize the true benefits of cooperative medical care, and have also formed a misunderstanding of “disorderly charging”. The establishment of a new rural cooperative medical care system is one. The project is a "German government" project and a "people's heart" project for the people of the people to do good deeds and do practical things. However, because the work measures are not in place, it is counterproductive and affects the image of the government.
The operating procedures are not standardized, and the public has a misunderstanding of the new rural cooperative medical care. In the investigation, it was found that when the towns and villages collected the cooperative medical fund, they were collected together with the agricultural tax and the “two workers”. Therefore, the people mistakenly realized that the so-called participation in the new rural cooperative medical care means that each person pays 10 yuan per year, and does not know the province. The municipal, county, township and township governments subsidize 15 yuan for each person. The people have such doubts, so the enthusiasm for participation is not high. In addition, during the investigation, it was found that none of the 11 households had seen propaganda materials on the new rural cooperative medical care system. Some just heard a little propaganda content in the village radio, knowing a little. Fan Yongmei of Lijia Hutong Village of Linyi Town once worked as a salesman in the county life insurance company. Due to the cumbersome insurance procedures and complicated procedures, he had doubts about cooperative medical care. He generally went to the county medicine company to buy medicines because of the medicine company medicine. The price is lower, so her family of 3 did not pay the cooperative medical fund. According to Fan Yongmei, most people close to the county are willing to go to the county medicinal materials company to buy medicine. They think that the drug price after joining the cooperative medical reimbursement is higher than the drug price of the medicinal material, which makes some people reluctant to join the cooperative medical care.
A very small number of villages are not perfect, their combat effectiveness is weak, the relationship between the cadres and the masses is tense, and the people are resistant to the new rural cooperative medical work. Judging from the investigation, those villages whose villages are not perfect, weak and scattered, and have weak combat effectiveness, the people have resistance to the new rural cooperative medical care work, and the participation rate is very low. According to Xu Weifu of Xiaoxu Village in Su'an Township, the village is not perfect due to the unsound village team, and the relationship between the cadres and the masses has led to the people's collective petition. So far, the agricultural taxes and fees have not been paid, so it is even more impossible to pay the cooperative medical fund. Ren Lianzhong of Renjiamiao Village in Deping Town, a family of six people, all the agricultural taxes and fees have been handed over, but did not pay the cooperative medical fund. He said: "There are more agricultural taxes and fees, and what is going on with cooperative medical care. I really don't know very well. Our village may not have paid, and the village cadres did not urge this." From this reasoning, on the one hand, the people's problems reflected by the petition were not effectively resolved, and the agricultural taxes and fees were temporarily suspended, so they did not pay the cooperative medical fund. On the other hand, because the village cadres only pay attention to collecting agricultural taxes and fees, and do not pay attention to the collection of cooperative medical funds, the public has not recognized enough, so they have not paid the cooperative medical fund, but the most fundamental reason is that the village team has no appeal, cohesiveness and combat effectiveness. The people do not trust or be convinced of the village cadres, and thus they have a resistance to cooperative medical work.
Third, several suggestions for comprehensive investigation and analysis, the county's new rural cooperative medical office made full use of radio, television, newspapers, clear paper, publicity vehicles, slogans and other forms to carry out a full range of three-dimensional cross-propaganda, but because of townships, villages The propaganda was not in place and there was a phenomenon of “intestinal bottlenecks”, which made the work unbalanced. In order to further improve the work of new rural cooperative medical care, the following suggestions are proposed.
First, further increase publicity efforts. All towns and villages should organize the production of cadres and village cadres, and in-depth publicity of the new rural cooperative medical care system by the farmers, and do a good job of explaining the work, so as to be a household name. At the same time, the county TV station established a new rural cooperative medical interview column, timely reports of those cases of medical reimbursement for major illnesses, and the use of real people and things education to guide the general public to truly recognize the benefits of the cooperative medical system.
The second is to speed up the issuance of certificates and to enable farmers participating in the new rural cooperative medical care to receive the "cooperative medical certificate" as soon as possible to eliminate their doubts.
The third is to speed up the construction of township health centers and village-level health clinics, to ensure that insured farmers receive medical treatment as soon as possible, reimbursement of medical expenses in proportion, and use facts to speak, so that the general public can benefit.
The fourth is to strengthen the supervision and management of township hospitals and village clinics, especially the dynamic supervision of the medical qualifications, drug quality and price of the village clinics, the establishment of report telephones, and public telephone numbers.
Fifth, farmers holding the "Cooperative Medical Insurance Card" can choose to have medical treatment-qualified health clinics in their hometowns to seek medical treatment and purchase medicines, so that they can go to the health room they trust.
