First, the natural situation of Donggang City

Donggang City withdrew from the county on June 18, 1993. Located in the eastern part of the Liaodong Peninsula, at the junction of the Yellow Sea and the Yalu River estuary, across the river from the Republic of Korea, it is an emerging port city along the coast, along the river and along the border. Donggang City has 3 sub-district offices, 16 townships, 3 farms, 17 community neighborhood committees and 245 village committees. The total population is 650,000 and the area is 2,495.78 square kilometers. There is a national road of 201 in the territory, from the east of Dandong City, Sidaogou, the junction of Xizhi and Zhuanghe City, with a total length of about 88 kilometers; one provincial highway line, the junction of Gushan Town and 201 National Road in the south, and Xiuyan in the north. At the junction of the county, the total length is about 24 kilometers; 10 county-level roads, with a total length of about 314 kilometers; and 53 township-level highways, about 540 kilometers.

There are more than 45,000 vehicles in the city. National Highway 201 is the main thoroughfare connecting Dandong City and Dalian City, with an average daily flow of more than 8,000 vehicles. Since 2003, due to the closure of the Shenyang-Dalian Expressway, traffic volume has increased dramatically, with an average daily flow of more than 10,000 vehicles. The daily flow of county-level roads is more than 3,000; the daily flow of township roads is more than 1,500.

Second, the current situation of road traffic safety management in Donggang City and its main problems:

In June 1999, the Donggang City Traffic Police Brigade carried out the establishment of Ping An Avenue in the Donggang section of National Highway 201 in accordance with the unified requirements of the Ministry of Public Security and the Provincial Department Traffic Management Bureau. Three road patrol squadrons were set up on the 88-kilometer section. The squadron is equipped with 10 civilian police and 3 police patrol vehicles. According to the mileage of National Highway 201, the responsibilities of each squadron are divided, and each squadron is about 30 kilometers. However, according to the region, the jurisdiction of the three squadrons is 919.44 square kilometers, 662.11 square kilometers, and 669.32 square kilometers. According to the jurisdiction, each police area covers an area of ​​about 75 square kilometers. According to the national roads, county and township road mileage, the city has a total of 966 kilometers of roads, according to the road patrol squadron 30 people, the average person is 32.2 kilometers, according to the actual road squadron 8 people calculated, the average person Jurisdiction 40.25 km. In view of the above analysis, the main problems are:

1. Insufficient police force. According to the actual police force and road mileage, each person manages an average of 30-40 kilometers, which is difficult to manage.

2. There are many unlicensed vehicles. In particular, the two-engined vehicles have a large proportion of non-licensed vehicles. According to incomplete statistics, there are nearly 10,000 unlicensed locomotives, accounting for about one-third of the total number of motorcycles.

3, unlicensed driving motor vehicles can be seen everywhere. Due to insufficient police force, management is not in place. After many people in the countryside purchase locomotives, they cannot get a driver's license in time, and they are riding without a license.

4. Agricultural vehicles and two-wheeled vehicles are illegally carried. Especially in rural markets, the phenomenon of agricultural vehicles and two-wheeled vehicles is more serious.

5. Poor traffic safety awareness. Since the traffic safety propaganda did not form a social atmosphere, it was limited to the traffic police itself. Therefore, the coverage was limited and the traffic safety propaganda work was not in place.

6. Self-protection awareness is not strong. Rural people can't consciously abide by traffic regulations, arbitrarily crossing the road, riding a bicycle and suddenly slamming.

7. Insufficient traffic safety facilities. There are no traffic signs and markings for county and township roads, especially for township roads.

8. There are fewer public vehicles. There are many villages that do not have buses. Even if some villages have buses, they are limited to one round trip per day.

9. There is no traffic safety committee in townships and towns, and no one cares about traffic safety.

10. The management methods of science and technology are poor, lack of advanced equipment, mainly relying on people.

III. Analysis of the characteristics of road traffic violations and traffic accidents in counties and towns

Traffic violation:

In the county and township road traffic management, the more prominent behaviors of violations are:

1. Unlicensed driving; 2. Driving after drinking; 3. Agricultural vehicle owners; 4. Overloading of trucks; 5. Assembling vehicles and modified vehicles on the road; 6. Road scrapping on the road; 7. Reverse driving; 8. Speeding; Do not overtake according to regulations; 10, do not follow the rules of the car; 11, night driving does not use the lights according to regulations; 12, riding a locomotive does not wear a safety helmet.

Analysis of traffic accident characteristics:

In 2003, there were 51 general traffic accidents on the roads of counties and towns in our city, 14 people were killed and 30 people were injured. The direct economic loss was 74,000 yuan. The main features of traffic accidents are:

1. From the time distribution, from 12:00 to 24:00, there were 38 traffic accidents, accounting for 75%, and 13 traffic accidents from 0:00 to 12:00, accounting for 25%.

2. From the distribution of road sections, the accidents in the rural areas were prominent, with 30 cases occurring, accounting for 59%, and 21 cases in the county roads, accounting for 41%.

3. From the distribution of accident vehicles, 21 of the two-wheeled vehicles accounted for 41%, 15 of the agricultural vehicles, accounting for 29%, 10 of the large and small trucks, accounting for 19.6%, and 5 of the rental cars, accounting for 9.8%.

4. From the perspective of accident occurrence, frontal collision, side collision and trailing collision are the main manifestations of traffic accidents throughout the year. There are 45 traffic accidents in general and above, and 12 deaths, accounting for all accidents. Number and deaths were 88.2% and 85.7%.

5. According to the nature of the accident, after the accident, the majority who did not report the escape.

The main causes of the accident are:

1. Unlicensed driving Unlicensed two-wheeled vehicles and two-wheeled vehicles illegally carry people, which is one of the causes of traffic accidents. With the continuous development of the market economy, the two-wheeled vehicles have developed rapidly in the countryside. According to statistics, there are more than 30,000 two-wheeled vehicles in our city. Many farmers are not aware of the traffic, buy a locomotive without a license, and ride around without a driver's license. In addition, many rural buses do not have access to buses, and the two-engined vehicles will take up the task of pick-up and drop-off. At the temporary station of the county road, there are often two two-wheeled vehicles for rent. Among the 21 two-engine accidents, there were 10 undocumented and unlicensed, accounting for 47.6%.

2. Agricultural vehicle violations are another cause of traffic accidents. Due to the low price of agricultural vehicles and rapid development, some agricultural vehicle drivers lack the common sense of traffic safety, can not consciously abide by traffic regulations, and the poor condition of the vehicles, resulting in a high proportion of traffic accidents.

3. Truck overload is also a cause of traffic accidents. In 10 truck accidents, 6 traffic accidents caused by overloading accounted for 60%.

In addition, vehicles overspeed, violation of regulations, illegal cars, drunk driving, non-compliance, pedestrians crossing the roadway is also an important cause of traffic accidents.

Fourth, comments and suggestions

In order to strengthen the traffic safety management of county and township roads, we believe that:

1. Increase the police force. According to the situation of the county and township roads, the county and township roads in our city are nearly 900 kilometers. Three squadrons should be set up, and each squadron should be set up with about 10 people to strengthen the management ability of the county and township roads.

2. Household registration management. The traffic management police office is set up in towns and villages, and the traffic police implements the resident responsibility system, which is responsible for traffic safety education and vehicle management, and conducts follow-up assessment.

3. Establish a group defense system. The implementation of special forces and the strength of the people, towns and villages must establish a special organization to participate in the traffic police, to do a good job of the people's traffic safety education.

4. Establish traffic safety management institutions in towns and villages, so that township governments can incorporate traffic safety work into the agenda, and incorporate traffic safety work into civilized villages and civilized households as a one-vote veto.

5. Road and township roads should increase traffic safety facilities.

6. Develop public transportation, increase rural bus routes and shifts, solve the problem of farmers' difficulty in riding a car, and eliminate the problem of illegally manned vehicles for agricultural vehicles and two-wheeled vehicles.

7. Increase investment in technology management, set up electronic monitoring equipment, electronic reminder equipment, automatic monitoring equipment and radio communication equipment.

5. The specific practice of road traffic management in the past few years

1. Strengthen the construction of the highway patrol squadron. In June 1999, three road patrol squadrons were set up, each with 10 squadrons and 3 patrol cars. The squadron party branch was formed. Each squadron was equipped with 3 leaders and built more than 1,000 office buildings on the second floor. In the square meter, a canteen, a bath, a small laundry room, etc. were established, and police management was implemented.

2. Strengthening the construction of traffic safety villages and traffic safety schools. The city established 21 traffic safety villages along the National Highway 201 and 14 traffic safety schools. The police implemented the responsibility system for the village, and implemented the organization, implemented the activities, and implemented the activities. In 2001, the National Committee of the Huangtukan Center was rated as “Traffic Safety Civilization School” by the Provincial Public Security Department and the Education Department.

3. Strengthen the work of the road patrol squadron on duty and accident handling. In the evenings and holidays, weekends, the squadron has two people on duty, the rest of the police are on duty, and the National Highway 201 is supervised for 24 hours, so that the police car is seen during the day and the police lights are seen at night. In addition, we have two accident handlers in the squadron to conduct on-site investigations on traffic accidents that occur in the jurisdiction. The squadron directly handles the following accidents, ensuring fast and efficient.

4. Strengthen the drills and training of various plans. The brigade formulated the "Group Emergency Disposal Plan", "Disposal Plan under Bad Weather Conditions", "Traffic Accident Site Disposal Plan", "Traffic Accident Rapid Rescue Plan", "Public Security, Criminal Case Early Disposal Plan", " The police contact system, etc., and organizes 1-2 times a year to drill and train relevant plans to improve the actual combat capability of the highway patrol squadron.

5. Strengthen publicity and education on traffic safety. Give full play to the leading role of the news media, set up columns in the city's TV stations and radio stations, use traffic safety villages, traffic safety schools, and traffic safety communities as platforms to use typical accident case charts, wall charts, leaflets, publicity vehicles, and traffic safety knowledge lectures. In the form of traffic police cup children's calligraphy and painting exhibition, traffic safety knowledge contest, and 10,000-person signature, publicity of traffic safety laws and regulations, public awareness of traffic safety, awareness of traffic civilization and self-protection, and the purpose of consciously obeying traffic laws.

6. Strengthen the investigation and management of black spots in accidents. On the basis of the annual accident analysis, the accidents are easily investigated, and the government proposes rectification suggestions and actively coordinates other departments for governance. The black spot management rate detected before 2003 is 100%.

7. Strengthen the management of illegal vehicles for agricultural vehicles. In response to the problem of illegal use of agricultural licenses in rural fairs, every time the squadrons in the township market districts concentrated their police forces, they strictly investigated and dealt with agricultural violations and arrested them. Once they were discovered, they were resolutely banned. It has ensured that there have been no major road traffic accidents involving more than three deaths in the jurisdiction for six consecutive years.
