According to the work arrangement of the Standing Committee of the District People's Congress and the suggestions of some representatives, from October to November, the Standing Committee of the District People's Congress organized some members of the Standing Committee of the National People's Congress and representatives of the National People's Congress to go to the town and the street to conduct a special investigation on the work of returning farmland to forests in our district. . The research team listened carefully to the report on the work of returning farmland to forests by the Agriculture, Forestry and Water Resources Bureau of the district, and visited 10 households of returning farmland to forestry and some retail investors, including Baihe, Longxing, Jianxin, Sifang and Shuangqiao, and distributed 12 questionnaires. . In general, the work of returning farmland to forests in our district has achieved certain results.
I. Basic Situation Up to now, our district has implemented 11,000 mu of returning farmland to forests, involving 14 administrative villages and 5,290 households. There are 11 main varieties. 13 owners have been developed, with an area of 4,300 mu.
Since the start of the project of returning farmland to forests in the self-region, the district committee and the district government have regarded this work as the top priority of rural work. First, it has increased the guidance and supervision of the work of returning farmland to forests, and established a leading group and an inspection team. Second, it carried out in-depth publicity and launching, using television, radio, and market-based multi-channel and multi-forms to create public opinion momentum. 1. Improve the ecological environment. In our district, 11,000 mu of farmland was returned to forests, accounting for 81% of the rural area in the whole district. 80% of the sloping farmland in the whole district has implemented returning farmland to forests, which is good for protecting soil and inhibiting soil erosion. effect.
2. Promote the increase of farmers' income. - It is a subsidy that farmers can get 2.7 million yuan in cash from the country each year, which is roughly equivalent to a subsidy of more than 100 yuan per person; the second is to reduce the agricultural tax on cultivated land; and the third is according to the survey statistics. In the past three years, farmers in our district have obtained jobs from the main office. 4. The agricultural industrialization operation has made a breakthrough. Most of the industry has defined its own investment direction according to its own economic strength and the characteristics of its combined terrain, and has formulated practical and feasible measures to embark on a benign track of combining farming and breeding, and combining long and short benefits. III. Existing Problems Returning Farmland to Forests is a strategic measure proposed by the Party Central Committee and the State Council to improve the ecological environment, achieve sustainable development and increase farmers' income. In the three years of implementation of the project of returning farmland to forests in our district, although some achievements have been made, there are still problems such as insufficient policy grasp and insufficient basic work, and how to stabilize, manage well and not rebound in the future. High efficiency, ability to get rich and lack of in-depth research and thinking, highlighted in the following aspects:
1, zero, scattered, chaotic phenomenon is serious. Our district is a shallow hilly area. Farmers have less per capita arable land. 70% of the farmland is distributed by farmers. More than 8,000 acres are scattered among more than 5,000 farmers, which brings inconvenience to intensive management. Since the implementation of the plan for returning farmland to forests was not in place in 2002, the variety investigation and demonstration was not sufficient, resulting in too many varieties and too many varieties, and rushed to plant them blindly. 2. The phenomenon of lack of seedlings is serious. Although a large number of seedlings have been carried out in the autumn of 2003 and the spring of 2004, so far, there have been serious shortages. 3. Replant the light pipe. In the management of weeding, fertilization, pruning, and insecticide, farmers have the phenomenon of “two no two”. 4. The area of re-cultivation is not large. Some basic farmland and farmland were occupied and rehabilitated, which violated the relevant national policies. Although some farmland was withdrawn, there is still a considerable part of the basic farmland that has not yet withdrawn.
5, some owners are not strong, poor management, there are serious hidden dangers. Some owners have inaccurate options and lack of follow-up funds. They are totally dependent on the support of national policies. Some owners have poor management of contracted land and weeds. Since there is almost no short-term benefit from returning farmland to forests, owners who do not have economic strength backing cannot afford to pay real rents and farmer labor.
6. A few contracts are not standardized. In particular, the guarantees in the contract and the asymmetry disclaimer are easy to cause disputes. For example, the contract signed by the district agricultural science and technology park and the farmers is very likely to lead to contract disputes.
7. The state's policies cannot be fulfilled in time. This year, due to various reasons, money and grain subsidies could not be distributed to farmers in a timely manner, which affected the enthusiasm of farmers and brought difficulties to the turnover of owners.
8. Individual owners have difficulty in post-production sales and have damped their enthusiasm. The seedlings cultivated in the District Greenhui Science and Technology Park are growing well, but they have no way to sell. If they are not transplanted or sold in time, the operation of the company will be abandoned for several years.
Fourth, recommendations and countermeasures
1. It is necessary to further increase the propaganda of the policy of returning farmland to forests and improve the enthusiasm of farmers. It is necessary to vigorously strengthen the publicity of laws, regulations, policies and measures such as the regulations on returning farmland to forests, the land contracting law, and the work on replanting in the district. 2. Take effective measures to solve the phenomenon of “two no two” in management. 3. Practically strengthen basic farmland protection. In the case of returning farmland to forests, some owners who have poor management benefits, poor management, can't afford contract fees, and occupy a large number of farmland should persuade them to withdraw or reduce their leased land. 4. Some contracts need to be further regulated and supplemented. Abandon some asymmetric disclaimers in the contract. 7. It is necessary to timely implement policy subsidies and urge the owners to pay rent. The relevant state-level policy subsidies should be honored in a timely manner; if the landlord defaults on the contracted rent of farmers and the wages of migrant workers, they should be urged and helped to raise funds and be cashed in time to avoid intensification of conflicts. At the same time, when introducing some policy subsidies, we must pay attention to the economic strength.
