According to the requirements of the Municipal and County “Notice on Doing a Good Job in the Investigation of the Scale Operation of the Whole City”, our town has seriously organized a comprehensive investigation on the current scale of land management in the town. The investigation is now reported as follows:
I. Overview of Current Land Scale Management Our town is located in the eastern part of the county town, at the junction of Yancheng, Taizhou and Huai'an. It has been merged from the original towns of Sheyang, Tianping and Shuiyu. The existing layout area is 194 square kilometers, 34 In the administrative village, the agricultural population of the town is 8.21, with a population of 49,000, and the labor force is 49,800. The labor force engaged in the primary industry is 20,500, and the labor force is 29,500. In 2005, the total agricultural output value of the town was 599.07 million yuan, and the per capita net income of farmers was 5022 yuan. 2. Measures taken to promote the scale operation of land
1. Advance the establishment of the "Land Share Cooperative".
With the acceleration of rural urbanization and urban-rural integration, with the development of rural productivity and people's demand for material and cultural life, rural surplus labor gradually transforms from primary production to secondary and tertiary industries, and labor changes and transfers. Land transfer has become an inevitable trend in future development. In order to protect the legitimate rights and interests of farmers and ensure that the land contractual management rights and income rights after the transfer are not invaded, the establishment of land share cooperatives is a perfect measure for the current stable household contract management. Our town established the “Daizhuang Village Land Share Cooperative” in Daizhuang Village in July this year. After the establishment, we believe that there are two advantages. On the one hand, from the perspective of efficiency, we can ensure that the land is fully used. Multi-family ownership, too fragmented land is concentrated, organized by cooperatives or tendered to the society, so that those with economic strength, business-minded, and right-handed projects should promote the scale planting, realize the development of science and technology, and realize agriculture. Sustainable development, continuous development of new agricultural products projects, and gradually transform to market, in the end can also improve economic efficiency, so that the original contractors, that is, shareholders, get more benefits from the income. On the other hand, from the perspective of land management and management rights, at present, through the form of joint-stock cooperation, each villager becomes a shareholder, and the shareholding cooperatives focus on the willingness of the shareholders to operate, so that farmers can truly be the masters of their own and earnestly safeguard themselves. Rights.
2. Give full play to the advantages of resources and make eco-tourism articles.
In recent years, the town government has leased 1200 mu of land in Chonglin Village, making full use of the intangible assets of the “Hometown of China's Lotus”, and built an ecotourism tour in the region. There is no pollution around the area, the air is fresh and the water quality is clear. . Every year, it attracts a lot of Chinese and foreign tourists and builds a platform for attracting investment.
3. Accelerating the expansion of labor services is an effective way to alleviate the contradiction between land resources and gradually realize the scale operation of land.
The water resources in my town are relatively abundant, but the per capita cultivated land is only about 1 mu. With the increase of the technical content of agricultural production, the surplus labor force in rural areas has been increasing, the contradiction between people and land has become increasingly prominent, and the problem of hidden unemployment of farmers is more serious. Facts have proved that all villages with a large number of labor exporters are busy making money out and “climbing together”. There are few people in the village, fewer resource disputes, family harmony, good relationship between the cadres and the society, and social stability. In recent years, rural grassroots cadres in our town have overcome the fact that labor export is a one-sided understanding of individual behavior and collective irrelevance. Overcoming fears and difficulties, starting from rural development and stability, emancipating the mind, changing concepts, and enhancing the initiative of labor export work, help The peasants eliminated their ideological concerns and worked hard to clear the channels of labor export. Incentives have been formulated to encourage farmers to get out of the house and become rich as soon as possible. The secretary of each village branch is personally responsible for the export of labor services, and assigns a major cadre to specifically grasp, so that someone can manage things and do things, and fundamentally solve the current situation of labor exporting a piece of sand. At the same time, according to the market demand and the traditional characteristics of the locality, the town labor department selects some types of work as the key points, carries out skills training, adheres to the first training, and then outputs, according to the collected job information, organizes the output personnel to conduct targeted employment training. At present, there are 29,500 foreign workers in the town, and 59% of the total labor force will subcontract the contracted land to relatives and friends, and some will be handed over to the village collective. The town's scale operation turnover area is 56,348 mu, accounting for 65.8% of the total area.
Third, in the past few years, farmers have a heavy burden of taxes and fees, the price of agricultural and sideline products is low, and farming is almost at a loss every year. Some farmers do not contract the fields, some subcontract themselves, and some directly drop the contract to go out to work. Therefore, the village collective will conduct external tendering and contracting. In recent years, the state has reduced the burden on farmers, exempted from agricultural taxes, and subsidized grain-growing households. At present, farmers have to pay for land, causing resources to compete with village collectives. Since the contract has been signed through tendering, it is currently unable to terminate, resulting in a petition rate. rise.
Fourth, the proposal
1. Continue to encourage farmers to engage in secondary and tertiary industries and concentrate land on large farming households.
2. Land is the source of life for farmers. It is uniformly distributed by the village collective through circulation, and the distribution of the package is distributed to the farmers, so that the farmers can benefit.
3. Continue to promote the development of land share cooperatives, so that all farmers participate in the shareholding and manage together.
