The investigation report is as follows:
I. Enhance understanding, strengthen leadership, and conscientiously implement. Due to the tight time and heavy tasks of this investigation, in order to carry out the investigation work well, our center unifies the staff's understanding, carefully organized, and implemented two staff members who are specifically responsible for this work. II. Overview of the development of farmers' professional cooperative economic organizations Our county is a national-level mountainous poverty-stricken county. The natural environment is harsh, the basic agricultural conditions are weak, the farmers' market economy awareness is not strong, and the scientific and organizational level of agriculture is not high, leading to rural professional cooperative organizations. Starting late, the development is slow, the scale is small, the team is not strong enough, and the role is not great. At present, the county's farmers' professional cooperation organizations involve kiwi, sericulture, vegetables, ramie, live pigs, dried bean curd, soybeans, peppers and other industries. There are 17 rural professional cooperative organizations in the county. Among them: 15 professional cooperatives and 2 professional associations. It involves 11 townships, 121 villages, 741 agricultural communities, and a total of 31,722 members, accounting for 31% of the county's farmers. It has driven 65,000 households, accounting for 64% of the county's farmers. Its organization form is mainly membership type, shareholding type, association type. From the industrial division of farmers' professional cooperative economic organizations, there are 15 planting industries, 1 animal husbandry, and 1 processing industry; from the area where the members are located, there are 2 in the village and 15 in the township; from the establishment of the way, the farmers take the lead in setting up 10 of them, 3 companies led by the company, and 4 led by the agricultural technology department. According to the registration situation, there are 13 registered in the industrial and commercial administration department and 4 registered in the civil affairs department. One county agricultural product industry association, namely Wulong County Kiwifruit Production and Development Technology Association, an industry association led by the County Agricultural Bureau, responsible for the production management and product sales of the county's kiwifruit. There are 56 members, the membership fee is 5,000 yuan, and the county government allocates 50,000 yuan.
Third, the problems existing in the development of rural professional cooperative organizations in our county are due to the development of rural professional cooperative organizations in recent years. They are still in the initial stage. From the general situation, there are still small scales, little effect, and uneven development. The management system is not perfect, the policy support is not enough, and the farmers are not well aware.
1. The effect is not obvious. The development of 18 peasant professional cooperative economic organizations in our county is limited to production, mostly self-produced and sold. There is no community formed, mostly producers of primary agricultural products, and they are not engaged in processing. The products have not realized value added here. The production, processing and sales of products have not been incorporated into the unified market of society. For example, the well-developed tofu association is basically a one-person production and sales. The association has not arranged and coordinated the production and sales. The industry processing of some professional cooperative organizations has not kept up, making the sales of products in these industries difficult, farmers' income is low, and the benefits are not high, which has greatly restricted their own development.
2. The internal organization of the organization is not standardized, and the degree of organization is not high. First, the internal institutions of most professional cooperative economic organizations in the county are not standardized, township administrative leaders have more positions, and administrative interventions are larger. There is no general meeting of shareholders in terms of production plans and sales plans, but only a few The person in charge of the organization has the final say that the supervision system and democratic system of the internal organization are not perfect. Second, the degree of organization is not high, on the surface is a cooperative organization, but in fact, the farmers are mainly decentralized operations, it is difficult to form a true alliance in terms of technology, service, and interests.
3. Insufficient understanding and insufficient government support. Due to the lack of market awareness of farmers, the production and management of one household has become a custom, lack of understanding of rural professional cooperative organizations, and the support of rural professional cooperative organizations at all levels and departments is not enough, so the development is slow.
4. Opinions on the development of rural professional cooperative economic organizations in our county.
The emergence and development of rural professional cooperative organizations plays an extremely important role in promoting the sustainable, stable and healthy development of agricultural industrialization operations, which can effectively meet the needs of farmers to become rich and enhance the competitiveness of farmers in the market. It is the link between farmers and the market. It is the bridge between farmers and scientific research, teaching and agricultural technology promotion units. 7. Correctly handle the relationship between rural professional cooperative economic organizations and governments at all levels.
The development of professional cooperative economic organizations is inseparable from the support and guidance of the government.
