In order to fully understand the situation of the development of farmers' professional cooperative economic organizations in our county, we have carried out a point-to-face survey on the basis of comprehensive statistics. The relevant investigation reports are as follows:
I. Situation, characteristics and functions of farmers' professional cooperative economic organizations in the county
Overall situation
According to the survey statistics, by the end of June 2003, there were 64 farmers' professional cooperative economic organizations and 5,933 members, with an average of 93 professional cooperative organizations; fixed assets of 12.062 million yuan; total operating income of 571.28 million yuan. The average organization was 892,000 yuan; the net income was 17.41 million yuan, and the average organization was 272,000 yuan; the returning agency income was 643,500 yuan, with an average of 10,000 yuan per organization, and an average return of 107.5 yuan per agency. The classification shows four main types:
1. According to the industry, the breeding industry is the mainstay. Among them, 25 are engaged in planting, accounting for 39%, and 27 are engaged in animal husbandry, accounting for 42%.
2. According to the distribution of members, farmers from local towns and villages are the main participants. Members or members are concentrated in 35 townships, accounting for 54.7%, and members are 3 in townships, accounting for 4.7%.
3. According to the way of setting up and relying on the situation, it is mainly led by professional large-scale enterprises. Among them, 16 companies led the agricultural technology sector, accounting for 25%, relying on rural cadres to lead 14 companies, accounting for 22%, enterprises leading 10, accounting for 15.5%, and farmers leading 24, accounting for 37.5%. 4. From the registration, it is mainly based on the registration of corporate legal persons. 14 enterprises registered by the industrial and commercial departments according to corporate legal persons, accounting for 22%, 21 registered according to corporate legal persons, accounting for 33%, 7 approved by the agricultural sector, accounting for 11%, and 2 other departments approved registration, accounting for 3%.
Operating characteristics
1. In terms of cooperation, we will implement a unified and two-tier operation. Farmers participating in professional cooperative economic organizations do not change the family contract management system, do not affect the right to self-management, and do not change the family property relationship. While the professional cooperative economic organization conducts services to its members, it actively carries out business activities and gives full play to the enthusiasm of the two levels of members and cooperative economic organizations. For example, since the establishment of the Yongqing Township Vegetable Association in 2002, there are 210 members. The association provides technical training, visits and acquisitions of products for members. Members grow vegetables according to the requirements of the association. The association and members are responsible for the division of labor. 2. In the business content, it has strong professionalism. Members of professional cooperative economic organizations are often composed of farmers and organizations engaged in the production and operation of similar products or industries, and their names are also named after the products or industries they engage in. The county has rabbits, ducks, fish, pepper, watermelon, fruit, vegetables, etc., with obvious professional characteristics. For example, the Rabbit Industry Association of Damiao Town is composed of farmers and owners who are engaged in the production and management of rabbits.
3. In the organization and management, the implementation of voluntary integration, democratic office. Professional cooperative economic organizations are composed of farmers voluntarily, as long as they meet the conditions for membership, they are willing to join the society and quit freely. Professional cooperative economic organizations implement democratic management and democratic decision-making. Major issues are discussed and decided by the members' assembly, and self-management, self-service, and self-development are implemented.
4. In the purpose of running a society, the purpose of serving is to serve the outside world with the goal of maximizing profits. Professional cooperative economic organizations carry out technical training, information consultation, and supply of agricultural materials to their members, providing pre-, post-production, and post-natal services, not for profit; externally participating in market competition in accordance with market economic rules, aiming at maximizing profits , continue to grow their own strength.
5. In the distribution of benefits, let the members fully receive benefits. The professional cooperative economic organization will provide technical training, technical guidance, information release, and even provide free seed for the members without compensation and low compensation; help the members to sell the products, or sell after the unified purchase at no less than the market price; Achieve secondary distribution, bringing benefits to members.
Preliminary role
First, provide pre-production, mid-production and post-natal services for farmers. First, actively introduce new technologies and new varieties. For example, the Fuguo Town Rabbit Industry Association organizes rabbit-raising activists to participate in rabbit breeding knowledge training in the Sichuan Academy of Animal Science, introduce high-quality rabbits, and promote them to members. For example, the old county town fruit association, several large sales and marketing companies jointly purchase fruit exports, the association is doing a good job of coordination.
Second, it has improved the degree of organization of farmers entering the market. The scattered farmers will unite to unite sales, and the members will eliminate the competition and the pressure on the price to damage the interests of the members, and unified the market. First, the role of registered trademarks, such as the Yonglun Township Vegetable Association's "Bolun" brand mustard, the sales market is good, entered the supermarket, increased the added value of the product; the second is to establish export windows, the market. For example, Maoxing Pepper, Gaosun and other vegetable professional cooperatives in Huaxing Town set up sales windows in Bishan and Chongqing, which have achieved good economic benefits.
Third, it has promoted the change of government functions and the reform of the agricultural technology team. The farmers' professional cooperative economic organizations have used the demonstrations of large-scale professional households, and the enterprises have changed the active situation in which the agricultural technology departments have changed from farmers to farmers to learn technology. The effect is obvious and targeted. The government and the agricultural technology department can only achieve support by guiding, guiding and standardizing. For example, the Huajiao Association of Xinfu Township, Wu Xiangming, the old branch secretary of the village, introduced the “Nine-Yellow Green” pepper seedlings from Jiangjin, and planted and demonstrated them by themselves. The prestige and technology led 80 farmers to plant 500 mu of pepper in the first year. The peppers sold well and the benefits were good. The government found this advantage to guide and promote this year. All the 8 villages in the township developed 2800 mu of pepper, and established the pepper association, agriculture. The service center coordinated the relevant issues and strived to support the farmers in the county forestry bureau's policy of returning farmland to forests, thereby increasing the enthusiasm of farmers to grow pepper and making peppers the agricultural pillar industry of the township.
Fourth, accelerate the transformation of agricultural scientific and technological achievements. Professional cooperative economic organizations are linked with colleges and universities and scientific research institutions. Through technological promotion, technical training, technological improvement, and technological development, the latest scientific and technological achievements of agriculture are rapidly transformed into actual productivity, and farmers' physiques are rapidly increasing. For example, the Raising Rabbit Association of Da Temple and Fuguo is linked to the Sichuan Animal Husbandry and Veterinary College and the Sichuan Provincial Animal Science Institute respectively to introduce rabbit species and technology.
Fifth, increase the income of farmers. The farmers' professional cooperative organizations pursue economic benefits externally and serve the purpose of service. Generally, they do not purchase the agricultural products of the members at a price lower than the market price, and return some of the benefits of processing or sales value-added to the farmers, increase the income of the farmers, and use the radiation effect. And the demonstration effect will drive non-member farmers who have not yet been lifted out of poverty and take the road of common prosperity. In short, the peasant professional cooperative economic organization, with its unique organizational form and service function, effectively solved the problem of “communication” of the cooperative economic organization of the community, the “package” of the agricultural technology department, and the “single” of the single-family household And the professional cooperative economic organization itself has achieved a win-win situation in the market economy, which has played an important role in increasing farmers' efficiency and increasing farmers' income.
Second, the problems in the development of farmers' professional cooperative economic organizations in our county
Due to the development of rural professional cooperative economic organizations in recent years, our county has developed rapidly, but it is still in the early stage of development. It has done poorly in organizational management, internal operations, risk protection, and secondary rebates. Some organizations only hang. A brand, the role has not played.
From the survey of 64 professional cooperative organizations in Tongliang County, the main problems are:
1. It is not clear that the county-level competent department of the peasant professional cooperation organization has a situation in which several departments at the county level are in charge and unmanned. The county supply and marketing cooperatives are developing professional cooperatives, and the main licensing is not obvious. The civil administration is registered for the association, and the industrial and commercial enterprises are certified by some professional cooperatives. The development of associations and cooperatives is carried out by the townships themselves. Some townships are unfamiliar with the management of cooperative organizations, and the role of cooperative organizations is not good.
2. Not close to the interests of members. In the course of operation, the farmers' professional cooperative organizations have no internal operating income, no entity, no accumulation, and passive work. Of course, there is no second-time rebate for farmers, and there is no risk-guaranteed internal guarantee. The big gains are included in the hands of the owners, leading enterprises, and large sales and marketing personnel. Farmers receive less benefits.
3. The service level is low and the market competitiveness is not strong. Mainly concentrated in pre-production, mid-production services, technology, material supply services, a small number of integrated production, supply and marketing services. Most of the sales of agricultural and sideline products are on the market, the market competitiveness is not strong, and the degree of organization is low.
3. Opinions on the development of rural professional cooperative economic organizations in Tongliang County
1. It is clear that the Tongliang County Agricultural Bureau is the competent department of the rural professional cooperative economic organization of the county.
2. Policy support for rural professional cooperative organizations. Taxes and fees are reduced.
