Content of report

I. Survey overview:

When we sigh at the high threshold of the university, the threshold of middle school is getting higher and higher. At present, the entrance fee for Chengdu and Shuangliu Key Middle Schools is generally around 10,000 yuan, which is higher than the entrance fee of a university. Among them, many of them are unreasonable charges, such as "building school fees", "education funds", "sponsorship fees" and so on. Secondary school fees seem to be “bottomless”.

Nowadays, middle school students, especially junior high school and high school students, are all promoting "burden reduction", but the learning burden has not been alleviated, but it has become heavier. Almost every student in the grade of graduation is attending a tutoring class or asking for tutoring. Every parent wants their children to go to a key school. Middle school students have almost no rest during the holidays and are studying.

Second, the main body of the report:

First, I will count the entrance fees for junior and senior high schools in Chengdu District. The fees for all key middle schools are not less than 10,000 yuan. If you are not a student in the area, you must also pay a construction fee, usually around 10,000 yuan. In this way, if a foreign student is born here to attend secondary school, he will have to pay nearly 20,000 yuan, which is more than the cost of attending college. It is nearly 4 times higher! The general charge status is as follows: See the original.

The total will be nearly 10,000. The fees for a university are as follows:

Tuition fee 4000 Accommodation fee 1000 Supplies fee 320 Lecture fee 400 Medical expenses 200 A total of 6000 yuan.

Why does the Chinese small school's school charge become a "bottomless hole"? In general, there are two points:

l, the imbalance of educational resources allocation

The "China Education and Human Resources Report" published earlier this year provides answers. The report pointed out that although the public education expenditure in China has increased significantly than before, the gap is still large compared with the huge population base and strong educational demand. In order to maintain normal operation, stabilize the teaching staff, and improve the conditions for running schools, some degrees have to be used to name the students and instead charge students. At the same time, the allocation of educational resources in China has been very prominent for a long time, and the level of education development between urban and rural areas and between regions is quite different. Even in the same area, there are differences in the faculty and school conditions between the school and the school. For parents who are looking for Jackie Chan, choose a good school for their children; Over time, between the school and the parents, they have reached a "tacit understanding" of willingness to fight and a willingness to squander. From this we can see that there are many reasons for the unreasonable charging of education. If we want to cure it, it is impossible to just hope that one aspect of the policy can only be achieved through comprehensive governance.

2. Lack of effective monitoring mechanisms. The industry believes that there are three main aspects of school fees:

First, schools are driven by interests and lack effective monitoring mechanisms. A staff member of the Municipal Commission for Discipline Inspection told reporters privately that the reason why it was able to find more than 30 million yuan this time is that it is impossible to succeed without the attention and support of the city leaders; in fact, the department that checks the fees and charges every school every year is not Less, but in the end it tends to be in the form.

Second, governments at all levels are seriously under-invested in education, and the school's own funding is difficult. A school principal of the city said that in addition to wages, the education fund sent to us by superiors is 10 yuan per student per semester, almost 10 years, almost no increase, and it is not enough to pay water and electricity. The provincial capital is still the case, and the remote villages can be imagined.

Third, the education funds were intercepted by the relevant departments. Misappropriation, some school authorities acted as “disposers”. A middle school principal told reporters that in terms of education investment, teachers' salaries, school operations, and necessary construction all need financial support. But the money is often stuck in some ways. Sometimes, even the special income such as tuition and fees has been misappropriated by some units and departments.

Although the school fees are so high, parents are rushing to send their children to good schools. I also reported a lot of cram schools for my children, asking for tutors, etc. It seems that as long as the children learn well; they don't care how much they spend. Parents' feelings can be understood, but can children withstand it? Take the summer schedule of a junior high school student as an example: see raw materials:

There is no reduction in the door! Lightening the burden, it is not easy to say that it is easy to love you! It is a temporary phenomenon that there are fewer homework, because it is now on the limelight. How is the weekend? Going to the book shop with my mom and dad. How to arrange winter and summer vacation? The teacher and parents arranged well, such as going to the library to do homework, going to the teacher's home to eat a small stove, and going to classmates to discuss exercises, sometimes parents and parents, will let us go to the youth palace to shout a bit. Some other arrangements, it is still inconvenient to say, anyway, for the sake of learning, my father and mother gave us a motto from the time we entered the middle school, saying that it was the motto of the great leader to the people of the whole country: learning and learning again! How is the sleep situation? Always 'spring sleep does not know Xiao', and the old will wake up, why? do not know! In the dream, it seems that the students are reading books and doing homework, they are awakened, and they dare not sleep anymore; they are afraid of falling behind, and they are afraid of their parents. However, sometimes it is quite sleepy for ten minutes between classes. Watch TV and don't mention it! Reading the country hours, every afternoon after school, 'people are about after dusk', watching cartoons, cartoons are thundering. When I went to middle school, my father and mother first deprived them of the right to watch TV, and since then they have become a 'two points in one line' athlete. What is 'two points and one line'? It is to go back and forth every day mechanically from home to school, from school to home! This is called: people go to middle school, they are involuntarily. Now that I have reduced my weight, I have time to watch TV. Parents are still not allowed to watch. To be honest, it’s just that you can’t look at it, and you’ll miss the exam and score. Have you heard of a TV commercial for health products? The advertising words are: 'The test, the teacher's magic weapon; the points, the student's life root. 'That is the spiritual portrayal of middle school students! In short, it is to reduce the size of the bag!

The above findings are limited to the national scope. If you go to high school to explore the camp, especially with the high school students, you will feel even more emotional, and you can really feel that the invisible hand of the entrance exam makes them into pieces of meat in the sandwich, which are tightly packed by the school and the family. Tightly clamped. Many of them also carry the sacred mission of picking up the lost dreams of their fathers. They live very tired! Despite the increasing intensity of “burden reduction”, its resistance has increased correspondingly, either explicitly or implicitly. "Reduce" and "increasing the burden" have actually been playing a tug-of-war, and it seems to be in a state of staleness. Because of the existence of the joint examination system, the reduction of burden cannot be a real reality. “Reduce” is a systematic project that requires a consensus among schools, families and society to be truly implemented.

Today, China's higher education is developing vigorously. As the main way to select freshmen in colleges and universities, the joint entrance examination has many advantages such as economy, practicality, speed and fairness, which cannot be replaced by other methods of selection. At the same time, however, it should be noted that the current joint examination system also has certain limitations. The limitations are mainly manifested in the following two aspects: First, it limits the subjective initiative of teachers in teaching. Because of the limitations of the examinations, teachers can't talk deeply about some chapters that can be used in the same way. The second is to limit the learning initiative of students. Under the existing joint examination system, teaching is conducted around teachers. The most positive factor in the "student" teaching process is often in a passive state, and it is not possible to make choices according to their own interests or according to their own characteristics.

China's education system, especially the joint entrance examination system, has become one of the most dissatisfied systems for the people. If the transition from a planned economy to a market economy is a revolution, a revolution from centralized control to decentralization, then this revolution has not touched the entrance exam, a "fortress" built in the era of planning economy. If we say that the restoration of the entrance examination system in 1977 is in line with the trend of reform and opening up, then when China gradually establishes a market economic system, the original joint examination system will obviously lag behind the process of reform and opening up. It can even be said that The current joint examination system has deviated from the principle of fair and just competition and has gradually become a hindrance to the development of the market economy.

Third, the report summary

It can be seen from the above that the middle school students have been working very hard now, and there is great pressure in the economy and life. It seems that only when I go to college can I have a way out. This is another serious social problem - employment. A problem that was only of concern to the university, and now even the students of the country have begun to worry. It seems that this should not be the case. I hope that China's education system can be reformed as soon as possible. This is not only a matter of relationship with students, but also a problem of the whole society.
