In the sample survey of urban destitute households organized by Huai'an City Survey Team, they witnessed the hardships of the life of some special hardship families in the city. They received a strong shock from the depths of their hearts and caused deep thoughts...
Key words: Urban vulnerable groups survey and suggestion that the project economy has been transformed into a socialist market economy. Due to the fierce competition in the market, the original enterprises in the city have undergone a significant shutdown and transfer, represented by high-tech industries. With the rapid rise of emerging industries, the employment of urban population is becoming more and more difficult, and the requirements are getting higher and higher. Although the speed of economic development has been greatly accelerated, the income level of most people has increased, but there have also been urban vulnerable groups. With the intensification of market competition, the ranks of the poor in the vulnerable groups are expanding. How to solve the problem of the life of the vulnerable groups in the society is related to the stability of the society and the process of modernization. In recent years, the problem of urban poverty alleviation has caused the party. And the general concern of the government and the community, but there is still a lot of work to be done to solve this problem fundamentally.
I. Analysis of the current situation of urban poverty groups At present, there are more than 70,000 laid-off workers in Huai'an City, accounting for about one-fifth of the total number of employees. According to statistics in 2002, the per capita disposable income of urban households in the city is less than 130 yuan. The number of special hardship residents who enjoy the minimum living security in the city has reached 21039, accounting for 1.8% of the city's non-agricultural population. The urban population with monthly disposable income of less than 150 yuan is about 30,000.
According to the survey on the living conditions of 630 destitute workers in urban areas, the types of poverty are roughly divided into three types: one is the poverty-stricken family due to laid-off workers. Among the 630 extremely poor families surveyed, there are 449 laid-off workers, accounting for 71.27%. Among them, there are 229 double-employed workers and families, accounting for 36.35%. Second, the family is poor due to illness and treatment. Among the 630 extremely poor families surveyed, 193 households have high debts due to major illnesses of their family members. Poverty. These family employees are unable to insure their medical insurance, and large medical expenses are not reimbursed. Some families are burdened with heavy debts due to medical treatment. For example, a retired employee of a light industrial enterprise is suffering from uremia. More than five years of illness, the weekly dialysis costs more than 700 yuan, the husband and wife two pensions less than 1,000 yuan, not only has spent the rest of their lives for the treatment of illness, and the debt is more than 30,000 yuan, overwhelmed. Third, single-parent poor family Among the 630 extremely poor families surveyed, there were 112 single-parent families, accounting for 17.78%.
Among these single-parent families, some died due to illness or accident, and some were due to difficulties in family life, resulting in family rupture and divorce. For example, Sun Yimou, a worker in a garment factory in the city, suffered from diabetes for many years because of unit benefits. When she was laid off at home, her husband couldn’t bear the double torture of his wife’s illness and family. He left home a few years ago. Sun’s illness is getting heavier and heavier. The family only relies on the government’s minimum living allowance to maintain their livelihood. Female worker Li Moumou, her husband died, only relying on the salary of 300 yuan per month and the low-income make-up, not only to maintain the basic life of a family of four, but also to support two children to study.
Second, the reasons for the expansion trend of urban poverty groups are analyzed. The emergence and expansion of poverty groups are both historical and realistic. There are roughly one reasons for this: it is the period of economic transformation and the stage of reform. On the one hand, there are a large number of unemployed people. On the other hand, unemployed people generally have low cultural quality, single labor skills, difficulty in entering the employment of knowledge-intensive industries, and serious shortage of physical labor-intensive jobs available to the society. Second, the economy owes In developed regions, the social security system is not only late, but also difficult to move. Third, the concept of career choice is old, and the confidence of starting a business is insufficient. This is only manifested in the poor, and there is also a large market among a considerable number of citizens.
Third, the countermeasures and suggestions for solving the poverty problem of urban vulnerable groups First, further improve the social security system, increase the fundraising of social security funds, and ensure the rights of employees with difficulties to enjoy social security. The state must increase the input of social security funds, mandatory and standardized. Implement the basic living security system and unemployment protection system for laid-off workers in enterprises, and formulate relatively favorable policies for employees of poor enterprises and poor groups, and appropriately extend the medical insurance system to further expand the social coverage of pension insurance, and ensure the basic pension for retirees. The timely and full issuance, but also to effectively protect the city from the source of no living, no ability to work, can not be defined to support, support the living security of residents, and improve their security standards.
Second, governments at all levels should formulate employment-appropriate policies suitable for laid-off workers, so that laid-off workers with working ability can realize re-employment as soon as possible, and selectively guide employees to seek employment. In the early stage of self-employment of laid-off workers, industrial and commercial registration, Tax and fee reduction, credit services should provide preferential and convenient. The service industry of institutions and institutions should be open to laid-off workers. The employment of social service industry should first consider resettling laid-off workers. Relevant government departments can organize laid-off workers to build national health. Cities, national garden cities, etc. arrange laid-off workers to do some work within their capacity to enable them to earn a certain income. At the same time, the government and some large enterprise groups can also learn to start some similar 4050 projects in Shanghai, that is, for women over 40 years old, male 50 The above-mentioned Bugang employees with a single labor skill set up a number of projects with low technical content, labor-intensive, and economic benefits with multiple economic components coexisting, the government provides relevant tax-free free policies to support.
The third is to solve the problem of urban poor families' medical care, children's schooling and housing. Medical care, children's education and housing problems are the most concerned and most worried consumption of urban residents. In order to prevent medical problems, children's education, and housing problems for poor families. Bring new pressures and effectively prevent the continued expansion of the poor. The government must take effective measures to increase medical assistance, education and assistance, housing assistance, mobilization and call for the whole society to care for vulnerable groups. The whole society will help the vulnerable groups. The medical and health departments should implement preferential treatment for the poor groups. The education department should implement free and compulsory education for the children in the poor groups. Real estate development involves all the poor families and their relocated houses. It is necessary to implement zero-profit, even more favorable care policies to sell houses or preferential renting houses, and focus on solving the housing difficulties of poor people. ≤ The first model network to organize the article, the copyright belongs to the original author, the original source all ≥
Fourth, we must adhere to the combination of poverty alleviation and supportiveness, and focus on helping laid-off workers to build confidence in the fight against poverty and enhance the skills of re-employment. First light must help the poor. Self-reliance, self-reliance is a prerequisite for overcoming difficulties. In fact, no nation, no one. An area does not rely on its own hard work and wants to rely on supporting the rich. Most of the extremely poor families, as long as they build confidence and overcome the negative thoughts that are necessary, can overcome the current difficulties through hard work, and can get rid of poverty and get rich. Therefore, encourage The urban poor group plays a subjective initiative, which is more important than the simple relief of money. Secondly, governments at all levels and their relevant departments must properly solve the most basic needs of the urban poor families while solving the most basic needs of the urban poor families. Health, professional skills training for laid-off workers with re-employment hopes, and strive to improve their ability to adapt to society, market competition, self-survival ability.
